The Route to orisation Document provides guidance for Training and orisation of Personnel in the Electrical and Mechanical Safety Rules. This document also lays down the procedures to be followed to ensure that persons have knowledge and experience appropriate to the duties which they will carry out on, or near to, the System. 2. GENERAL REQUIREMENTS AND PROCEDURES Basic Guidelines The appointment of a Person to any Group or egory of authorisation cannot be decided by the length of time for which the Person has been authorised at a different Group or egory, nor can it be decided by the duration of training and/or the number of activities carried out. Suitability for authorisation must be measured by the person's approach, attitude, knowledge of and proper application of Safety Rules, Safety Instructions and Procedures. This knowledge and experience is gained through training and operational practice. At all stages of the authorisation process an appointed employee of Energy Networks, or in the case of contractors an employee appointed in agreement with Energy Networks, (known as the Training Mentor) will judge the suitability of the candidate to progress to the next stage of the authorisation process and complete and sign the relevant paperwork. The candidate's training programme shall be arranged such that as wide a variation of the different types and manufacture of Plant and Apparatus as possible is covered. The work and testing shall also be as varied as possible to give experience in operating procedures. Basic First Aid (P20.1) is a prerequisite for all Energy Networks staff attaining electrical authorisations. Contractors are only required to hold Basic First Aid where they are seeking to attain a Live Work orisation. 8. GENERAL PROCEDURE FOR AUTHORISATION 8.1 orisation Route orisation will follow the route indicated in the relevant schedule of this document for the appropriate authorisation. The route will always consist of the same elements, each of which shall be completed and signed off prior to authorisation. The basic building blocks are: 8.1.1 AME National Accreditation With the introduction of the AME National Accreditation, candidates seeking to hold for example non electrical authorisations (WI-2) for work adjacent to Live Apparatus in conjunction with Independent Entry (EN-1) into substations. The candidates will attend the computer bases training and assessment which on successful completion requires the candidates to be practically assessed at a suitable site to confirm their knowledge, experience and overall competence. Where appendix 9s are received successful candidates are issued with an authorisation certificate with AME recorded. 8.1.2 Pre Course Experience This is the knowledge and experience which the candidate requires in order that he may understand the content of the training course. This knowledge may have been gained by attendance at a formal training course or by practical experience. When a candidate is nominated for training it is the responsibility of the Training Mentor to ensure that the candidate has the correct knowledge and experience prior to attendance at the appropriate formal training course. Route to orisation 8.1.3 Post Course Experience Many training courses can provide the candidate with the appropriate knowledge. In order that the candidate may safely undertake the duties for which he is to be authorised it may be a requirement to gain additional practical experience. This experience, where it is a requirement of the particular schedule in this document, shall be gained by carrying out appropriate work under the Personal Supervision of an appropriately orised Person. There may be a requirement to document the quantity and type of work carried out before progressing to the authorisation examination. 8.1.4 Examination The examination will consist of a formal interview at which the candidate will provide the examiner with any necessary evidence of his training and answer sufficient questions to satisfy the examiner of his competence. Competence in all aspects of the work to be carried out shall be sufficient to meet the requirements of the Electricity at Work Regulations, Regulation 16. 9. PERSONAL LOG OF ACTIVITIES DURING TRAINING In accordance with section 11.3 of OPSAF-13-001 (MSP 5.1), a Person while under training for switching or Safety Document issue shall, for the purposes of subsequent assessment, keep a personal log of all System operations and work carried out under training. 9.1 Format for Personal Log The personal log shall be in the model form contained in Appendix 1 of this document. 9.2 Recording of Relevant Activities The Person under training shall record in the log all relevant activities carried out in person. 9.3 Verification of Entries in Personal Log Entries in the personal log shall be verified and signed in the appropriate column by the Person providing Supervision. 9.4 Meetings between Candidate and Training Mentor Throughout the course of the candidate s training, the Training Mentor shall conduct regular meetings with the candidate. These meetings shall be recorded by the Training Mentor and a note of the meeting shall be passed to the candidate for inclusion with the candidate s personal log. Route to orisation 9.5 Submission of Recommendation for orisation When submitting a recommendation for authorisation, the Recommending Person shall attach the personal log to the recommendation, SCHEDULES OF ROUTE TO AUTHORISATION The schedules contained in this part of the document detail information which the candidate requires in order to fulfil the requirements of the orisation being sought. The schedules are intended to give a minimum requirement only and in some cases the person signing off that part of the process may consider that additional requirements need to be fulfilled. These schedules should not be used as a job specification. The knowledge and training requirements detailed are only those related to electrical safety. The prospective candidate for authorisation will almost certainly require associated knowledge and training in order to fulfil the requirements of the job. The requirements listed in the schedules do not take into consideration Limitations or Exclusions which it may be intended to apply to an authorisation, or which may be applied at the examination stage due to inadequacies in the knowledge or experience of the candidate. If it is intended at the outset of the authorisation process to apply a Limitation or Exclusion to an authorisation then only knowledge in the relevant area needs to be acquired. Example If an employee is to be authorised to SI-3 (Prepare, issue, and cancel Permit for Work and Limited Work Certificate) limited to overhead lines then he needs to fulfil those requirements listed in the schedule that are pertinent to the authorisation. He therefore does not need to have knowledge or experience in issuing Safety Documents on underground cables. The following words are used in the schedules and have specific meanings attached to them in order to indicate the level of knowledge or experience, which the candidate must attain: Appreciation Knowledge Understanding The candidate shall be aware of the types of Safety Documents, Apparatus etc. and be able to outline key points to the Training Mentor. The candidate shall have a good working knowledge of Safety Documents and Apparatus although some gaps are acceptable provided that the candidate knows the basic principles involved. The candidate shall have an in depth knowledge of documents or items of Apparatus etc. and must be able to show the ability to apply the information. The authorisation training requirements being sought will be converted into training course codes by the orisation Compliance Department and passed to Development Support for the appropriate training centre. Route to orisation 9.6 Schedule 1 AME- SS All AME Familiar with Access, Movement and Egress in environments pertinent to the candidates specific work activity. This may relate to one of the following area:- Substations (current) Cables (potential) Overhead Lines (potential ) Following the successful completion of the electronic course and 25 question assessment and the for initial training an onsite visual assessment and verification of competency by questioning. the candidate will be issued with a AME cover note by the instructor. This will be valid for 30 days pending issue of the Accredited AME card. Where an appendix 9 has been submitted an Electrical orisation Certificate will be issued immediately following the course/assessments. For candidates attaining the AME-SS authorisation for the first time, prior to gaining independent Entry to any substation site the project manager shall review the requirement for any substation access keys and confirm the candidates knowledge, experience and overall competence.
