Any other business 8. Next Chairmanship, Next meeting 9. Report to Safety Committee Discussion and conclusions 1. Follow-up of previous meeting report (3.IG 05 or INF.3 august 2012) Informal Group notes that Informal Group Meeting Agenda has to be sent to Contracting Parties and not to Safety Committee Secretary as previously foreseen. Several discussions not completed during the last meeting are included in the present agenda for further examination. 2. Harmonization of rules (exchange of English version),follow-up Exchanges of classification rules are completed for BV, GL, LR, RRR, SRU. 3. Procedure for renewal of products list (according to Safety Committee decision - Chap 1.16 (p 18) and paragraphs 26, 27 and 28 of document WP15/AC2/42) Informal Group members propose to apply new 1.16.1.2.5 as follows: a) To inform, in any case, owners that Table C will be up-dated b) New substances: no need to issue a new list (new list: only at request of owner) c) Substance deleted: if substance is on the vessel s list, issuance of new list d) Substances characteristics modifications: depending on the modifications, decision to update list has to be taken by the owner. Informal Group considers, as a rule, before issuance of an updated list, to check, on board vessel, the correctness of data. Lists are issued only after entering in force of Table C amendments. 2

In any case, as foreseen by the article, substance list is renewed at each renewal of the certificate of approval. 4. Proposals made by IG to Safety Gommittee (Trans/WP.15/AC.2/2012/19 and 20). Follow-up. Members note with satisfaction that the Safety Committee has approved these proposals. 5. Recommendation of classification societies, French proposal (Trans/WP.15/AC.2/2012/27) Taking into consideration the comments made by Contracting Parties during the Safety Committee August meeting, the Informal Group decides to postpone eventual comments. 6. ADN Interpretation problems and Technical questions a. Consequence of Waldhof modifications (products list, stability booklet, loading instrument), document (2.IG07), point 5 of agenda and document WP15/AC2/42 p.23, 24 + 9.3.x.0.1.b, 9.3.x.8.1 and 9.3.x.13.3, After discussion, Informal Group members conclude that a stability booklet could be issued for 3 or 4 different densities otherwise a loading instrument has to be installed on board. b. Issuance of products list (item 9 of document INF 11 August 2012 ) (3.IG 04) (4.IG06) It is decided to set up a RO sub-group product list with specialists to try to harmonize the approach for issuance of a product list. A first meeting will be held at the Germanisher Lloyd office in Hamburg on 18 October 2012 (9:00 to 12:00). c. Position of Classification Societies relative to proposal of point 9 of report of subgroup products held in June (INF 11, August 2012) Informal Group members propose to wait for the conclusions of the RO sub-group product list before proceeding to the step proposed by the Safety Committee sub-group substances. d. Explosion group (ADN 2015 electrical and mechanical equipment) (2.IG06) (4.IG 08) Application of explosion group requirements are, for the time being, not explicit for nonelectrical equipment (ex: flame arrester). Flame arrester manufacturers use sub-division in the group IIB which is not the case in the corresponding table of the flowchart. Informal Group members invite the chairman to send a request for clarification to the Safety Committee for: 1. application of explosion group requirements for non-electrical equipment 2. application of sub-division for group IIB e. Pressure drop calculations (2.IG12) (4.IG 09) It is confirmed that results of calculations are influenced by a lot of parameters having not accurate or supposed values giving solutions with a factor from one to three. Members note that no progress has been made on this subject but consider that problems of application need to be dealt with. Members agree to set up a sub-group of specialists. Bureau Veritas is in charge of organizing the corresponding meeting. 3

f. Equivalence to highest class 1.6.7.2.2.2 (9.3.3.8.1) see paragraph 54 of document WP15/AC2/42 ( 3.IG02),(4.IG02) Taking into account the situation in the field, Informal Group will not submit the proposal to the Safety Committee. g. Firefighting installation: Position of non-return valve (9.3.X.40.1) Informal Group members agree to precise that non-return valves: a) cannot be installed in service space, accommodation or engine room b) have to be installed outside the area to protect h. Sampling opening, various wordings (4.IG 11) In different places of ADN, the expressions sampling opening or open sampling device are used. It seems that these expressions relate to the same equipment. Article 9.3.X.21 (g) gives the possibility to have only a sampling opening for type C vessels. The chairman is invited to send a request for clarification to the Safety Committee. i. Cofferdam equipment (hatch and openings 9.3.2.20.1) (4.IG04) According to 9.3.2.20.1 second paragraph, access to cofferdams can be done through a hatch equipped with a bolted flush deck cover installed in double side compartments connected to cofferdams subject to possible monitoring of the liquid level in the cofferdam. Informal Group members agree that the same disposition may be adopted, by exception, if the hatch equipped with a bolted flush deck cover is directly above the cofferdam compartment. The only difference is the hatch position. j. Gas return piping, definitions (WP.15/AC.2/2012/31) (4.IG05) k. Definition of cargo tanks WP15AC2/2012/26 (col 7 et 8) (4.IG 10) l. Transport of C product in Type G vessel (7.2.1.21.5) (4.IG03) Members of the Informal Group consider that the mentioned article means that the characteristics of Type C vessels have not to be taken into consideration when a Type G vessel is used to transport a Type C product. A Type G vessel is, by construction, safer than a Type C vessel. m. Loading software (4.IG07) n. Transport of LNG Classification Societies are invited to participate in a meeting organized by the Dutch Ministry on transport of LNG which will take place 30, 31 October in Bonn. IG members are favourable to the transport of LNG by Inland Waterways. New technical developments are not needed as this type of transport exits on sea since more than 45 4

years. The main rules and procedures already exist. Only small adjustments are to be foreseen. o. Hazardous zone (INF 12 January 2012, INF 10 August 2012) 7. Any other business No. 8. Chairmanship, Next meeting The chairmanship will be taken from the next meeting by Germanisher Lloyd for, at least, one year. The next meeting will take place on 26 March 2013. Place of meeting to be decided. 9. Report to Safety Committee The Chairman is invited to submit the draft of the report to Informal Group members in order to send it, in due time, to the Safety Committee. 5
