Job Description JOB PURPOSE Support the Academy s Leadership Team in its educational aims by Ensuring highly effective organisational, financial and administrative functioning. Advising the Principal on finance, estate and premises, health and safety, support staff and all administrative and support functions of the Academy, in line with processes and procedures. RESPONSIBLITIES AND DUTIES 1. Management Role In liaison with the Principal: Ensure that all business functions contribute to provision of an outstanding education for all students. Lead support staff to ensure partnership working with teaching staff, to enable high quality teaching and outcomes for all. Advise on and implement best team and line management structures to enable most efficient meeting of all business and other needs. Be responsible for the day-to-day financial, administrative, premises and Health and Safety leadership and management across the Academy. Have HR responsibility for support staff in conjunction with Rushey Mead Education Trust policies and procedures. Plan and manage change in accordance with the Academy development/strategic plan. Liaise with the Chief Financial Officer of the Rushey Mead Education Trust in aspects of business administration in relation to the Teaching School and SCITT. Assist in the delivery of the Academy s ICT vision and strategy within the framework set by Rushey Mead Education Trust. 2. Finance Role As delegated by the Chief Financial Officer, monitor income and expenditure in relation to all budgets of Rushey Mead Academy and through PS Financials ensure that all financial processing is accurately undertaken within agreed deadlines and in accordance with Trust regulations. Manage Academy budget and forecasts, advising the Principal on the prudent use of resources. As a budget holder in specific areas to approve Purchase Requisites in line with the Rushey Mead Education Trust finance policy. Be a cheque signatory, ensuring the delivery of cash/cheques to the bank in accordance with Rushey Mead Education Trust policy and procedure. Be an approver on the academy BACS payment system. Manage all claim s for extra hours and supply cover and ensuring they are scrutinised and sent to payroll by deadline date for payment. Review and maintain inventory of Academy resources annually. Ensure budget holders receive regular ination in respect of their income and expenditure and operate within their allocated budget and the Rushey Mead Educational Trust financial regulations. Under the direction of the Principal, buy either directly or indirectly the principle commodities for consumption or use, ensuring purchase orders are raised wherever possible prior to ordering goods/services. Advise the Principal of forthcoming contract renewals where required, liaising with the Rushey Mead Educational Trust as appropriate. Prepare draft Academy budgets and provide regular reports for SLT and governors. Assist with independent audits of Academy funds. Serve papers and present reports for Academy governors and its Finance and General purposes committee and Rushey Mead Educational Trust s Chief Financial Officer. Under the direction of the Rushey Mead Educational Trust, ensure that the Rushey Mead Academy has an up to date registration with the Data Protection Commissioner. Under the direction of the Principal, deal with the financial administration and required reports, both internally and to external agencies as required, and liaising in financial matters with agencies in respect of grant applications and monies received. Lead and advise on income generation and efficient use of resources. 3. Personnel Role Provide leadership and guidance for all support staff. Oversee issue of contracts of employment and return to work interviews for all staff. Coordinate the recruitment, professional development and training of support staff. Formulate, monitor and implement the Academy s Health and Safety Policy and be the Health and Safety Officer. Help to ensure the RMET s Equality Statement is clearly communicated to all staff and adhered to. Ensure the effective recruitment, appraisal, and staff development of all support staff. Monitor the relevant legal, regulatory, ethical and social requirements and the effect they have on the staff. Ensure support staff have, a clear understanding of the Academy s vision, development plan, policies and procedures and the important part they have to play in putting them into practice. Identify the types of skills, knowledge, understanding and experience required to undertake existing and future planned activities within the financial and estates operation of the Academy. 4. Premises Role JOB DESCRIPTION RUSHEY MEAD ACADEMY BUSINESS and OPERATIONS MANAGER In conjunction with the Trust Estates Manager and Academy Site Team: Lead and manage effective relationships so that all Academy stakeholders are ensured a safe, clean and secure working environment. Act as the line manager for the Academy Site Team so as to ensure the effective security and maintenance of the Academy site and buildings. Coordinate the financial and premises aspects of any installations, plant, lighting, heating, domestic hot water, cooking, ventilation, energy conservation etc. elements at the Academy. Implement risk management and loss prevention strategies to reduce insurance and other costs. Help to ensure the continuing availability of utilities, site services and equipment and emergency planning. Follow sound financial practices in estates management. Monitor, assess and review contractual obligations for outsourced Academy services Seek professional advice on insurance and advise on appropriate insurances for the Academy and implement and manage such schemes accordingly. Negotiate, manage and monitor contracts, tenders and agreements. Purchase and monitor Academy s energy supplies and other utilities (including Broadband and other E Facilities) in conjunction with Rushey Mead Educational Trust. 5. Health and Safety Role In collaboration with the Principal: Support the Academy s Health, Safety & Well-Being ethos. Ensure the Academy is insured against all risks through an appropriate Service Level Agreement. Ensure the Academy s Health and Safety Policy and Management Plan is clearly communicated and available to all. Ensure the Health and Safety policy is implemented at all times and is subject to review and assessment at regular intervals or as situations change. Ensure systems are in place for effective monitoring, measuring and reporting of Health and Safety issues to the Senior Team, Governors and where appropriate the Local Authority and/or Health and Safety Executive. Ensure the maximum level of security consistent with the Academy s ethos. Ensure that statutory obligations are being met for students with special educational needs, ensuring that financial and supporting agency services are adequate for their diverse needs. Page 3 of 7
