ACTION support in collective housing Besançon, only French urban area to set up incentive bill for waste (based on weight or on each collection) since 2012 Guiding residents to reduce waste (understanding bill, using tools, landlords partnership ) Doing assessment of quantities of residual waste, recyclable waste and glass, analizing the bins Door to door, exchange during events, training courses, distribution of documents (guides, «no ads» stickers ) 2012 & 2013 : 113 monitored buildings, 5,517 households results : better sorting, stabilized or reduced waste bill (depending on the sites), no significant waste reduction SYBERT LIFE11 ENV/FR/000751 SYMBIOSIS Athens 2014 9

ACTION prevention in collective housing Raising awareness of waste reduction (toxicity and quantity) Activities on 5 themes : composting, eco-consumption, food waste, toxic waste, WEEE, reuse 2012-2013 : 129 prevention activities, reaching 4,000 inhabitants (children at primary school, adults during social events ) Difficulties (prevention & support actions) : hard to reach people living in very dense areas (language barrier, waste far way from their priorities, high turn-over ) need to build long-term partnerships with local partners (woman associations, neighbourhood houses) SYBERT LIFE11 ENV/FR/000751 SYMBIOSIS Athens 2014 10

ACTION composting in collective housing Proposing composting facilities to all inhabitants 6 composting sheds : 2,830 households (16.5% using them) 169 composting facilities at the foot of apartment buildings : 6,342 households (40.5% using them) Exchange network between composting guides : 365 members currently trained by SYBERT SYBERT LIFE11 ENV/FR/000751 SYMBIOSIS Athens 2014 11

ACTION composting in collective housing 1 rotary drum composter for inhabitants and a youth center restaurant (around 800 kg per week) results for the 3 types of tools : 9,372 households concerned in urban area (20%) 227 tons of kitchen biowaste diverted in collective housing SYBERT LIFE11 ENV/FR/000751 SYMBIOSIS Athens 2014 12

ACTION optimisation of HWRC Installing a system to control access to the 18 HWRC (household waste recycling centres) : badges, barriers, software Analyse uses in terms of quality and quantity and deliver messages to prevent waste production (reuse, green waste) and measure their effect Bill non-household users or divert them to specialized centres Set up 2 new waste streams to increase recovery results with 53,140 badges distributed & 2 messages delivered (4,000 flyers) : - 8% visits (2012 / 2013) - 5% waste in HWRC (2012/2013), - 5% green waste & + 25% reuse SYBERT LIFE11 ENV/FR/000751 SYMBIOSIS Athens 2014 13

ACTION sorting bulky waste Setting up a facility to sort bulky waste avoiding storage and increase recovery Will permit to sort 10,000 to 15,000 tons per year into a dozen of recovery streams (40% recycling & 40% energy), reducing storage to 20% Construction autorization OK Ongoing permit for the ICPE (Classified Facilities for the Protection of the Environment) Building work & industrial starting : October 2014 till June 2015 Operating : July 2015 SYBERT LIFE11 ENV/FR/000751 SYMBIOSIS Athens 2014 14

Conclusion The gamble seems to be a good one for the SYBERT Multistream waste management system chosen by the Sybert seems to be an effective solution to implement the hierarchy of waste treatment The citizens involvement works and costs are under control.
