BAYFRONT PARK RAILING REQUEST FOR PROPOSALS 2015-2016 PART ONE - GENERAL INFORMATION A. INTRODUCTION B. Background Miami Shores Village is soliciting responses to this Request for Proposals (RFP) from Contracting Firms interested in providing construction work generally consisting of the demolition and removal of existing railing at Bayfront Park, Miami Shores and installation of new railing adhering to the specifications listed below. Upon completion of the project the Village desires to have the new railing installed at the same height and interval spacing as the current railing system. Bayfront Park is located in Miami Shores Village on Bayshore Drive from approximately 96 th Street south to 94 th Street. The existing railing has deteriorated and is in need of replacement. Replacement railing must match existing railing in style, type, material and design. The Village desires to change the railing color from green to black. PART TWO - SCOPE OF WORK The work will consist of the following minimum steps necessary to perform the work: Any damaged concrete pylons from the removal of the existing railing or installation of the new railing, or previously damaged concrete pylons shall be repaired/replaced per the engineers drawing. The concrete pylons shall be painted with at least 2 coats of standard white latex paint to prevent the bleeding through of the new concrete repairs. The Village does not wish to have all of the existing railing removed at one time for safety reasons. The contractor shall remove and replace the railing in manageable sections so that the area under construction can be rehabilitated and new railing installed in no more than 100 foot sections. All work areas shall be blocked off from the public at all times during the installation process to ensure that no one can access an area of the park where the railing has been removed. The new railing shall be installed per the manufacture s regular installation specifications in a neat and workman like manner. The new railing material shall be of the quality and specifications listed below. The Village reserves the right to reject and/or approve any substitutions.

The successful contractor shall be responsible for hauling away all old railing and any discarded materials used to complete the railing installation. Under no circumstances will any debris be allowed to remain within the bay bottom or upon the coral boulder rip rap should any debris fall into the water. Selected contractor will order new railing, remove existing railing, block off the area for safety, dispose of existing railing and install new railing to match existing railing. THERMOPLASTIC RAILINGS GENERAL Compressive Strength: 8,100 psi (56 MPa) per ASTM D695. Flexural Strength: 11,100 psi (76 MPa) per ASTM D790. Tensile Strength: 6,000 psi (41 MPa) per ASTM D638. Heat Deflection: 264 psi (2 MPa) per ASTM D648. Testing: Provide compounds used in manufacture of railing components that have undergone extensive outdoor testing, for minimum of 24 consecutive months, in climates representing extremes encountered in continental United States including Florida, (hot and wet). Structural Performance of Top Rails and Supports: Capable of withstanding a concentrated load of 200 pounds (90.6 kg), applied to top rail at any point and in any direction. Capable of withstanding a uniform load of 50 pounds per linear foot (74.3 kg/m) applied to the top rail horizontally with a simultaneous load of 100 pounds per linear foot (148.6 kg/m) applied vertically downward. 2

SUBMITTALS Shop Drawings: Showing fabrication and installation of railings including plans, elevations, sections, details of components, and attachments to other Work, if required. QUALITY ASSURANCE Manufacturer's Qualifications: The Village desires a firm that has produced the types of railing systems required for a period of not less than 10 years, with not less than 5 similar projects that have been successfully used and installed for not less than 5 years. Installer Qualifications: The successful bidder shall have a minimum of 2 years experience in the successful installation of the type of railing system specified and/or have been trained by the manufacturer of the type of railing product submitted in its proper installation. PROJECT CONDITIONS Field Measurements: Where railing is indicated to fit other construction, check actual dimensions of other construction by actual field measurements before fabrication. Coordinate fabrication schedule with construction progress to avoid delay of Work. MATERIALS Tubing Components: Tubing consists of high-impact, outdoor weather-resistant tubing components fabricated from acrylonitrile styrene acrylate (ASA), specially formulated with specific stabilizers and modifiers for strength, durability, ultraviolet light protection, and with inhibitors for expansion and contraction. Use compounds that have undergone testing demonstrating that resins are dimensionally stable, fade resistant, and retentive of key physical engineering properties, and that support color retention and stability, mechanical property retention including impact, and tensile strength. PREPARATION Coordinate drawings, diagrams, templates, instruction, and directions for installation of anchors, such as sleeves, concrete inserts, anchor bolts, and miscellaneous items having integral anchors that are to be embedded in concrete as masonry construction. Provide hardware needed to connect railing to adjoining structures. Coordinate delivery of such items to Project site. INSTALLATION GENERAL A. Fit sections accurately together. B. Set railings accurately in location, alignment, and elevation, measured from established lines and levels and free from rack. Do not cut or abrade surfaces of railing components. C. Install railings systems to comply with railing manufacturer's instructions. D. Fastening to In-Place Construction: Provide anchorage devices and fasteners where necessary for securing railings to existing construction. 4

CLEANING Remove manufacturer's protective covering from exposed surfaces not more than 24 hours after installation in hot and humid climates and before final inspection. Clean surfaces as required, following procedures and employing cleaning materials as recommended by accessories manufacturer. PROTECTION Protect installed products from damage by subsequent construction activities, until completion of Project. Field repair of damaged product finishes is limited to surface scratch repairs only. Use manufactures suggested field repair procedure only. Replace products that have been structurally damaged by subsequent construction activities. PRICING: Submit total cost for project including all components required to complete the project as outlined above. REFERENCES Submit at least 3 local references with contact name and number. 5

PART THREE SELECTION PROCESS This process begins with the receipt of a response to the RFP outlined herein. Following review of the submissions, References will be checked and the Selection Committee will develop a short-list of contractors. Final decision will be made by the Village Council based on staff recommendations. Anticipated Schedule of Events Miami Shores Village reserves the right to amend dates. Should the timeline change, all participating parties will be notified.
