Implementation and Monitoring Essential First Steps High Level Multi-Stakeholder Panel The Green Growth Framework for Fiji is an active living document. Implementation, reporting and monitoring must not only be clear and transparent but also flexible, to enable improvements to be made to the Framework in a seamless and transparent manner. Monitoring and Evaluation Time Bound Targets 9

National Development Plan The National Development Plan: I. envisages to be a holistic development plan aimed at guiding and accelerating socio-economic growth for all Fijians over the next 5 and 20 years; II. incorporates the Post 2015 Development Agenda in relation to regional and global commitments; III. includes principles, targets and goals of the Green Growth Framework in pursuit of mainstreaming sustainable development in all national agendas; and IV.outlines financial requirements for proposed development efforts and guide national budgetary allocations. 10

Indicators for Water and Sewerage in the NDP Access to clean and safe water in adequate quantities (% of population) 100% by 2030 (currently 78%) Access to clean and safe water in adequate quantities, rural (% of population) 100% by 2030 (currently 58%) Access to clean and safe water in adequate quantities, urban (% of population) 100% by 2020 (currently 98%) Access to central sewerage system (% of population) 60% by 2030 (currently 25%) 11

Strategies for Water and Sewerage in the NDP aligned to SDGs Formulate and implement a National Water Resource Management and Sanitation Policy to govern the planning and development of water resources for optimum use by 2017. A integrated approach by the Water Authority of Fiji and Water and Sewerage Department to develop a mechanism for detailed water resource monitoring and management in collaboration with Fiji Meteorological Services, Land and Water Resource Management Division of Ministry of Agriculture, and other relevant agencies. Review existing policies, regulations, standards, incentives, legislation and processes governing the provision of water and sanitation services in order to improve quality of service and access. 12

Strategies for Water and Sewerage in the NDP aligned to SDGs Support community awareness of water conservation practices, civic responsibility on use of water resources, protection of traditional water sources as well as promotion of a blend of traditional and modern water conservation practices. Promote aggressive leakage reduction programmes to eliminate water that is lost or unaccounted for in the system. Rainwater harvesting to be made compulsory for car washing businesses (both new and existing businesses). Accelerate access of water and sewerage services in both rural and urban households. Provide incentives to encourage water saving behaviour and the utilisation and proper management of freshwater resources. 13

Strategies for Water and Sewerage in the NDP aligned to SDGs Implement Green Growth Framework for Fiji, in particular the Way Forward outlined in Thematic Area 6 on Freshwater Resources and Sanitation Management. Develop education and awareness programmes on the management and use of water resources in order to assist users in becoming more efficient in water use. Employ water catchment management to ensure the protection of Fiji s sustainable freshwater resources from risk of pollution and other contaminants and catchment security. 14

O t h e r W a y s o f I m p l e m e n t a t i o n Conceptualising SDG targets and indicators into the annual work plan of Government agencies. Mainstreaming the Green Growth Framework into the National Development Agenda as its thematic areas accurately map out the SDGs. Already mainstreamed in the NDP. Holding periodic SDG Taskforce meetings. 15
