CENTER FOR INTERNATIONALTRADE EXPOSITIONS AND MISSIONS CITEM: AN OVERVIEW The Center for International Trade Expositions and Missions (CITEM) is the export promotion arm of the Philippines Department of Trade and Industry (DTI). For 33 years, CITEM has established the country s image as the premier destination for quality export products and services. It continues to set the highest standards of creativity, excellence, and innovation to achieve export competitiveness in the international market. As the prime mover in export marketing, CITEM takes the lead in export-driven programs, spearheads official participation in overseas trade fairs, and organizes signature trade events in the Philippines and high-profile promotional activities in key markets abroad. TYPE OF PARTIC IPATION TYPE OF PARTICIPATION I. For SIGNATURE EVENTS HELD LOCALLY 2 1. NEW PARTICIPANTS 1.1. Definition Philippines-based or local companies that have not joined any edition of CITEM signature events; or old/regular exhibitors registered under a new company name; or, which did not join at least one edition for the past 3 years (in the case of Manila FAME), or for the past two editions (in the case of IFEX Philippines), the latter being biennial (or held every two years). 1.2. Qualification 1.2.1. Must be a duly registered manufacturing, export, or trading company firm in the Philippines that preferably has at least one year direct export experience/with export potential; 1.2.2. Must carry 100% Philippine made products 3 1.2.3. No pending valid business or administrative complaint/s filed by third parties, CITEM, DTI, or any Philippine court 1.2.4. No obligation with CITEM; and 1.2.5. Not included in the DTI Watchlist. 1.3. Requirements for Participation 1.3.1. Complete, filled-up Contract ; 1.3.2. Certified true copies of the following registrations: SEC, DTI/BOI Certification, and BIR; 1.3.3. Original copies of valid License to Operate (LTO) for participants carrying food and food-related products only, and other food certifications as may be required, such as FDA registration or application, the Certificate of Product Registration (CPR), among others. Photocopies of said documents will be attached to the completed Contract 1.3.4. Institutional brochure/catalogue that includes the following: company profile, product photos, map/site sketch where company is located; 1.3.5. Operational website and e-mail address; 1.3.6. Whenever required, export documents/copies of purchase orders (P.O.) from exporters/major local retailers are needed to substantiate export-readiness and reliability or bank certification/copies of export declaration. 1.3.7. Export-related training/seminar certificates (attended by owner or manager). Compulsory to Manila FAME participants, and IFEX Philippines exporters; and 1.3.8. Other requirements that must be submitted upon advice of Secretariat are as follows: a. Submission of at least five (5) pieces of products samples with fully accomplished Product Information Sheet per item, and b. Schedule of factory visits by the CITEM Officer and/or DTI Regional Office representative/s. 1 As mandated in EO 989 s.1984, EO 133, s.1988, and reiterated in the approved Rationalization Plan dated 24 January 2008 2 CITEM organizes the following trade shows: Manila FAME which is held bi-annually, and International Food Exhibition (IFEX) Philippines which is held every two years. 3 Products 100% made, manufactured, processed by hand or machine in the Philippines. Products with imported composition, ingredients or raw materials, are acceptable provided, however, the finished product is produced, manufactured, and finished in the Philippines. 3 Contract may be personally obtained from CITEM s project coordinators and can be downloaded from the project websites through www.citem.com.ph. Stage 1 Submits duly signed and accomplished original application contract form complete with requirements. 2 Receives feedback from the coordinator regarding status of application including scheduling of company/ factory visit, if application is approved. B. Screening/Evaluation Stage 1 Awaits confirmation of scheduled company/factory visit 3 Undertakes necessary preparation for the visit 4 Facilitates company/factory visit 5 Waits result of company/ factory visit Accepts and assesses application form and completeness of requirements. Gives notice to applicant regarding status of application and submitted documents 4 Coordinates company/ factory visit, and, if necessary, with the DTI Regional/Provincial Office concerned. 5 Undertakes pre-travel arrangements and necessary requirements in preparation for the visit of sector concerned or concerned DTI Trade Promotions Officer (TPO) 1 day / DTI TPO Conducts company/ factory visit 6 / DTI TPO Evaluates and recommend status of application / DTI TPO 3 Exhibitor Audit 3 Contract may be personally obtained from CITEM s project coordinators and can be downloaded from the project websites through www.citem.com.ph. 4Aside from personal notification, trade show applicants may receive feedback regarding the status of their submitted documents via landline, mobile phone, facsimile, or e-mail notices. 5 In some cases, CITEM - and in cooperation with DTI Regional and Provincial Offices - may opt to conduct a company/factory visit to completely evaluate readiness for the demands of the international market. 6 Some company/factory visits are carried out by and in coordination with the DTI Regional/Provincial TPOs when needed, especially in cases where geographical accessibility presents a challenge. C. Confirmation of Acceptance and Processing Stage 1 Receives Notice of Acceptance of Participation and copy of Contract 2 Settles payment for participation Furnishes CITEM Cashier a copy of the transaction slip that was issued when payment has been made. Sends notice of application status. If approved, a billing statement and contract form accompanies said notice, If disapproved, sends notice of regret Accepts payment of qualified trade fair participant 8 Modes of payment accepted are: a. Cash via the CITEM Cashier; b. Manager s Check; c. Company Check (may be accepted at least 30 days before the fair proper and is subject to CITEM Guidelines on issuance of company checks); d. Credit card; e. PNB/DBP On-Line Branches END OF TRANSACTION TOTAL NO. For REGULAR PARTICIPANTS 2.3 Participation Procedure STEP APPLICANT/CLIENT CITEM DURATION OF ACTIVITY PERSON IN CHARGE FEES FORM 2. For REGULAR PARTICIPANTS 2.1. Qualification 2.1.1. Must be a duly registered manufacturing, export, or trading firm in the Philippines that has joined at least one CITEM-organized trade fair for the past 3 years (for Manila FAME), or for the past two editions (for IFEX Philippines) 2.1.2. Must carry 100% Philippine made products 2.1.3. No pending valid business or administrative complaint/s filed by third parties, CITEM, DTI, or any Philippine court 2.1.4. Must have not violated any rules of the show according to the Manila FAME/IFEX Philippines Table of Violations and Sanctions 2.1.5. Must have no outstanding balance and is able to submit complete reports and/or required forms in connection with previous participation in CITEM-organized local and international shows; and 2.1.6. Not included in the DTI Watchlist. 2.2. Requirements for Participation 2.2.1. Complete, filled-up Contract ; 2.2.2. Certified true copies of the following registrations: SEC, DTI/BOI Certification, and BIR; (BIR-Pasay City Branch Certificate of Registration if with intent to sell on retail at the venue during the show) 2.2.3. Original copies of valid License to Operate (LTO) for participants carrying food and foodrelated products only, and other food certifications as may be required, such as FDA registration or application, the Certificate of Product Registration (CPR), among others. Photocopies of said documents will be attached to the completed Contract 2.2.4. Institutional brochure/catalogue that includes the following: company profile, product photos, map/site sketch where company is located; 2.2.5. Product photos of the company s new, best seller and traditional products; and 2.2.6. Operational website and e-mail address. 1 Submits duly signed and accomplished original application contract form complete with requirements. 2 Receives Notice of Acceptance of Participation and copy of Contract 1 Settles participation fees. If payment has been made through PNB and DBP, the applicant/exhibitor furnishes CITEM Cashier a copy of the transaction slip that was issued when payment has been made. Definition Foreign participants are foreign-owned companies registered as manufacturing, exporting or trading firm based outside the Philippines; or duly-registered Philippines-based foreign companies with established production capacity and carrying non-philippines made products. 3.2. Qualification 3.2.1. Products must be of quality that conforms to the standards of international shows. 3.2.2. Must have not violated any rules of the show in accordance to the Exhibit s Table of Violations and Sanctions (not applicable to new applicants) 3.2.3. No outstanding balance or obligation with CITEM, and is able to submit complete reports and/or required forms in connection with previous participations 3.2.4. No pending valid business or administrative complaint/s filed by third parties, CITEM, DTI, or any Philippines court; 3.2.5. Not included in the DTI Watchlist. (Foreign applicants with factories in the Philippines are considered local applicants.) 3.3 Requirements for Participation 3.2.1 Complete, filled-up Contract ; 3.2.2 Institutional brochure/catalogue that includes the following: company profile, product photos, map/site sketch where company is located; 3.2.3 Product Profile (product information sheet with product photos) 3.2.4 Operational website and e-mail address 3.2.5 Booth Design / Concept 3.2.6 List of Members / Participating Companies (if group participation) 1 Submits duly signed and accomplished original application contract form complete with requirements. 2 Receives Notice of Acceptance of Participation and copy of Contract 3 Settles participation fees. If payment has been made through PNB and DBP, the applicant/exhibitor furnishes CITEM Cashier a copy of the transaction slip that was issued when payment has been made Accepts and assesses application form and completeness of requirements. Sends notice of application status. Must be a duly registered manufacturing, export, or trading firm in the Philippines that has at least one year direct export experience/with export potential 2.1.2 Must have joined at least one CITEM-organized trade fair from the last 2 years or have committed participation to CITEM s upcoming signature event; 2.1.2. Must carry 100% Philippine-made products, processed by hand or machine in the Philippines. Not included in the DTI Watch List. 2.2 Requirements for participation 2.2.1 Complete, filled-up Contract ; 2.2.2 Copies of the following registrations for authentication and evaluation purposes: SEC, DTI/ BOI Certification, and BIR; 2.2.3 Institutional brochure/catalogue that includes the following: company profile, product photos, map/site sketch where company is located; 2.2.4 Preferably an endorsement letter/certificate of membership from any nationally recognized trade organization or registered business service organization; 2.2.5 Preferably with operational website and e-mail address; and, 2.2.6 As may be required, especially for international food shows, food certifications must be submitted such as organic, FDA License to Operate (LTO), Kosher, Halal certifications, US FDA recognition, and GMP and HACCP accreditation. Coordinate with International Operations Division. 3. 4 Participation Procedure STEP APPLICANT/CLIENT CITEM DURATION OF ACTIVITY 1 Submits duly signed and accomplished application contract form complete with requirements (in original or scanned copies). 2 Receives Notice of Acceptance of Participation and copy of Contract 3 Settles participation fees. If payment has been made through PNB and DBP, the applicant/exhibitor furnishes CITEM Cashier a copy of the transaction slip that was issued when payment has been made.
