Job Description Job Title: GIS Technician Department: Information Technology Reports To: M a n a g e r o f I n f o r m a t i o n T e c h n o l o g y FLSA Status: Non-Exempt Union Status: IBEW Salary: Per IBEW Working Agreement Approved By: Chief Finance Officer Approved Date: February 2000 Revision Date: June 2017 SUMMARY: As a member of the Information Technology team, the GIS (Geographic Information System) Technician provides essential services for our employees and our business. Through geographic data collection and administration the employee contributes to company operations and competitiveness by ensuring data integrity. The employee provides tactical functions that support VEC s ability to use advanced technology. Work is performed in collaboration with and in service to others. The GIS Technician is also an individual contributor. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. INDIVIDUAL CONTRIBUTIONS Field work includes physical visits to poles, vaults, and other infrastructure facilities on VEC's Distribution and Transmission system to obtain location and assembly data. The accurate collection of pole/vault numbers, transformer information, sectionalizing device, new construction, retirement, and other information is required for company operations. Download and sync collected data, this includes photographs; and perform required
administrative functions as necessary of data obtained. The organization of these data files must conform to current IT protocols. To provide a safe and favorable image, it is essential to understand and be able to effectively communicate the purpose of your visit to each location with members, employees, and the general public. Watch out for yourself and others by reporting any hazard or danger on/to VEC's Distribution and Transmission system that may be witnessed while in the field. Must be able to safely and functionally use required software and operate the following types of equipment: large format printer, GPS receiver/data logger, compass, digital camera, ipad, iphone, and computer. Must follow Cyber hygiene protocols and exercise safety, security, and risk prevention work practices. Must meet all performance expectations and model our Rules of Engagement. COLLABORATIVE WORK Will work collaboratively with the System Administrator GIS and other department employees as needed to support VEC business needs and individual development. Provides technical support for the GIS and AVL systems to ensure the accuracy and integrity of the databases, tables, reports, and visual data. Collaborate with others to identify support opportunities that will enhance VEC s Geographic Information System. Create maps and obtain system information from GIS data. The employee provides responsive, innovative and knowledgeable support to our employees and members by delivering exceptional customer service. This may include performing initial diagnosis of hardware or issues and initiating vendor contacts for repairs when necessary. It may also require that the employee collaborates with other employees, departments, vendors and consultants to resolve problems. Assistance with Help Desk and direct inquiries as they pertain to GIS work and general assistance. Potential inclusion in the on-call rotation roster may be expected. Must handle confidential information discreetly and appropriately.
OTHER DUTIES AND RESPONSIBILITIES: Seeks opportunities for development and participates in job related training as required. The potential path of progression for this position is to System Administrator GIS. Demonstrates VEC engagement by participating on various committees and represents VEC in work groups as assigned. Assist with outage restoration as needed. Employee is expected to promote good business relationships and be accountable for ensuring the technical accuracy of work performed, both internal and external to VEC. Must have advanced experience and knowledge of GIS/mapping software and associated tools and devices. Must have knowledge of LAN/WAN systems, Share Point, and web services. Proficiency with Web applications, MS Office, Visio is required. Must be familiar with Microsoft Access, SQL or other query languages or database tools.
Professional certification is a plus. Utility experience is preferred. Must have knowledge of VPN technologies. LANGUAGE SKILLS: Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to maintain records, write reports, business correspondence, and procedural instruction. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. Able to communicate well both in writing and orally. PROBLEM SOLVING SKILLS: Must demonstrate problem-solving skills by identifying and analyzing information skillfully to resolve problems in a timely manner. CERTIFICATES, LICENSES, REGISTRATIONS: Valid Vermont Driver s License required. CPR & First Aid Certification is preferred.
