PITTSBURGH DISTRICT, USACE REPORT TO WATERWAYS ASSOCIATION OF PITTSBURGH November 2016 Current Status of Projects, Programs and Readiness in Pittsburgh District USACE: 1. PROGRAMS AND PROJECT STATUS: UPPER OHIO STUDY: The State and Agency Review has been completed. Chief's Report was signed October 2016. LOWER MONONGAHELA RIVER PROJECT The project is not in the 2017 President's Budget. The Pittsburgh District is looking for ways to minimize impacts to cost and schedule. LEVEL OF SERVICE REVIEW (LOS) USACE has completed reviewing Levels of Service for all facilities. LRP will implement recommended LoS in November. This includes Lock 5 Allegheny going to LoS 3, and a potential seasonal change to Morgantown. 2. PROJECT READINESS STATUS Readiness Status Chart attached OHIO RIVER - EMSWORTH L&D Downstream closure system completed. Main Chamber cannot be dewatered without struts est. delivery late 2016

OHIO RIVER - DASHIELDS L&D Bulkhead closure system completed Main Chamber cannot be dewatered without struts est. delivery late 2016 OHIO RIVER - MONTGOMERY L&D Main Chamber cannot be dewatered Main Chamber closure system condemned o Follow-on closure system work is ongoing and was completed 04 November 2016. o Repair fleet will begin work on Upper land wall miter gate from 07 November to 18 November 2016. The main chamber will be closed during this work. o Refer to Notice To Navigation Interests (NTNI 7041) Lower end closure will not be completed until 2019 Dam Gates #3, 5 and 7 Out of Service OHIO RIVER - NEW CUMBERLAND L&D ONE LANE TRAFFIC Main Chamber can be dewatered, provided lower end poiree dam is not condemned Study in progress; replacement not scheduled Auxiliary Chamber can be dewatered provided lower end poiree dam is not condemned replacement not scheduled Auxiliary chamber out of service due to lock gate structural deficiencies damage to the gates is more extensive than the original assessment and will result in continued closure until further notice. Dam Gate #10 Out of Service OHIO RIVER - PIKE ISLAND L&D Main Chamber can be dewatered, provided lower end poiree dam is not condemned replacement not scheduled Auxiliary Chamber can be dewatered provided lower end poiree dam is not condemned replacement not scheduled OHIO RIVER - HANNIBAL L&D Main Chamber can be dewatered Auxiliary Chamber can be dewatered MONONGAHELA RIVER MAXWELL L&D Both Chambers operational Dam gate #3 out of service.

ALLEGHENY RIVER AR6, AR7, AR8 & AR9 IMTS Level of Service (LoS) 6 Caretaker Status Refer to Note concerning ARDC Contributed Funds Operation 3. MAINTENANCE PROJECTS OHIO RIVER - EMSWORTH L&D Main Chamber Closure system completed Main chamber upstream gate anchorages have been repaired. OHIO RIVER DASHIELDS A mussel habitat assessment has been completed. Dredging can proceed on the Lower Approach and around upper mooring cells. There is no dates scheduled to begin dredging. OHIO RIVER - MONTGOMERY L&D Primary chamber closed through 17 Nov 16 for repair work to the upper Miter gates. Follow-on closure system work completed 04 November 2016. o Refer to Notice To Navigation Interests (NTNI) #6366-1 Dredging of upper and lower approaches anticipated October with late OHIO RIVER HANNIBAL Upper Approach Dredging Scheduled for October with late completion in spring 2017. ALLEGHENY RIVER AR3 CW BILL YOUNG Dredging lower approach expected to begin in October with late ALLEGHENY RIVER AR4 Phase 1 mussel survey identified 2 species of endangered mussels. Phase 2 study required. Phase 2 study planned for September (temperature dependent) Current plan is to complete dredging of approach in October with late

ALLEGHENY RIVER AR5 Phase 1 mussel survey identified 2 species of endangered mussels. Phase 2 study required. Phase 2 study planned for September (temperature dependent) Current plan is to complete dredging of lower approach in October 2016. MONONGAHELA RIVER POINT MARION Lower Approach Dredging scheduled for October with late completion in spring 2017. MONONGAHELA RIVER HILDEBRAND Upper Approach and Lock Chamber dredging scheduled for October with late 4. OTHER ITEMS OF INTEREST Small vessel signals and Dam Warning Buoys have been removed from all District Locks and Dams. USACE has made changes to the Notice to Navigation Interests (NTNI) to conform to the national system and will no longer be sending out e-mail copies of notices. The NTNI are now numbered to conform to the national system and located at the following link: http://ntninotices.usace.army.mil/lpwb/f?p=150:1: Interested parties should monitor the Public web-site to view current NTNI. IMTS BoD has expressed support for implementation of Rivers Information Services (RIS). Interested parties are encouraged to participate. Rich Lockwood (LRP ChOPs) is the RIS Team Lead and is the US Representative to the PIANC Rivers Information Services Working Group. Grays Landing has been chosen as the test site for the IMTS Remote Lock Operation Initiative. Kathy Griffin (LRP-OP DChOPs) is the Remote Operation Lock Action Team (ROLAT) and the USACE Representative to the PIANC Remote Lock operation Working Group.
