Posted: February 23, 2018 Open until filled POSITION: PROGRAM: SENIOR HR/ADMIN ANALYST (BILINGUAL & BILITERATE ENGLISH/SPANISH REQUIRED) ADMINISTRATION POSITION DESCRIPTION: Under general supervision of the HR Coordinator and in close cooperation with the Chief Human Resources Officer and management personnel, performs a variety of responsible, independent office support functions and provides clerical assistance to the HR department. The Senior HR Analyst also provides technical staff support in matters relating to personnel, including but not limited to: recruitment, selection, salary and benefits, workers compensation, leave of absences, health & safety programs, employee relations, documentation and affirmative action, performs related work as required. DUTIES & RESPONSIBILITIES: 1. Supports the Human Resources team with the full range of operational tasks the department is responsible for. 2. Serves as an HR operational partner for the agency, ensuring all HR functions and activities enable business success. 3. Works closely to assist Chief HR Officer in matters relating to the agency health care insurance policies. Is the lead for implementing employee enrollment and billing, or any other HR function related to benefits. Assists staff through claims processes as needed. 4. Acts as main contact and liaison between staff and insurance carriers as needed, performs trouble-shooting for staff as requested. 5. Co-facilitates the Safety Committee meetings for the agency and provides guidance regarding health and safety standards. Coordinates the Agency workplace safety & return to work programs, advising staff in matters relating to on the job safety and assists supervisors with the interactive process. 6. Is the primary lead for the Aptos building ensuring building floor plans and fire safety policies are followed, including scheduling annual fire drills. 7. Is the primary lead ensuring tracking, processing & following up on Workers Compensation claims to minimize losses; ensures all Workers Compensation legal requirements are followed; coordinates vocational rehabilitation and sets up ergonomic assessments, as necessary. Attends WC dispositions, as needed, as well as
8. develops and maintains a comprehensive WC employee record keeping system which ensures current, accurate date for both payroll and employee profile purpose. 9. In collaboration with the HR Team and the Hiring Managers, assists with the agency recruitment process for all programs as needed. 10. Takes minutes at various meetings and participates in Union Negotiations, Conflict resolution and disciplinary meetings as needed. 11. Monitors unemployment insurance, and disability insurance claims; verifies employee and applicant employment records. Runs other misc. reports for HR as needed, including the DOL Occupational Employment Report, employee censuses, etc. 12. Completes income verifications, employment verifications, Housing Authority, UE & Disability claims and related requests in a timely manner. 13. Assists with administering leave programs, incl. FMLA, CFRA, PFL, WC, PLOA, etc. 14. Troubleshoots benefits issues on ADP for employees as needed. 15. Assists in cross- training the team as assigned. 16. May supervise HR team in CHRO s absence when requested. 17. Conducts New Hire orientations and reference checks for new employees (including benefits orientations for eligible employees as needed); coordinates the training and professional development of the employees. 18. Assists employees, including management, to interpret and implement Personnel Policies and Union Contracts (under the supervisor of the CHRO) and facilitates communication between employees and management. 19. Supports CHRO in employee relations work. 20. Serves as contact for monolingual Spanish employees, regarding human resources policies and grievances, including CACFP Serious Deficiency provider review process, under the supervision of the CHRO. 21. Acts as relief for the HR Receptionist, including performing all receptionist tasks as needed. 22. Types correspondence, reports, forms, schedules, minutes and a variety of other materials from rough drafts or brief notes. Files materials according to an established filing system; retrieves files and creates new files as required. 23. Prepares, compiles and organizes data, statistics and other information to prepare a variety of periodic and special reports and arranging it into an established format. Duplicates, and distributes such materials. 24. Communicates, develops and maintains effective working relationships with a diverse group of racial and ethnic groups, lifestyles and backgrounds. Across the agency and with representatives of outside organizations, including governmental and community organizations, and others in regular contact with the agency. In a manner that communicates values of customer service, leadership, dignity and respect. 25. Upholds and follows established policies on confidentiality, program integrity, computer security, and conflict of interest. 26. OTHER REQUIREMENTS: Bilingual/Biliterate-Spanish/English required. Strong writing and communication skills. Knowledge of or ability to learn Labor Law. Must be able to work at a computer for full workdays; some routine lifting and reaching requirements. Must have a valid CA Driver s License for work-related tasks as needed, have access to drive a motor vehicle incidental to the performance of the work and be insured. Must pass a criminal background screening. Bachelor s Degree required and at least 2-3 years HR work experience preferred; HR certification a plus. Directly related personnel experience may be substituted for the required education on a year-for-year basis. Such experience must have included assignments in recruiting, selection and employee labor relations, and understanding and applying employment laws. RATE OF PAY AND HOURS: This is a confidential, non-exempt, 40 hour per week position. The agency rate of pay range for this position is $18.54-$25.51/hour. The position will be offered at $18.54-$19.75/hour, depending on education and experience (plus a.40/.10 per hour bilingual/biliterate differential after passing a test administered by the HR department). BENEFITS: For employee: shared cost medical, dental, vision, life insurance & EAP. Benefit package valued at $8,800K/year. First year: 12 vacation days and 13 holidays, with accrual based on 40 hr/wk. Sick leave: Eight hours/month, with accrual based on 40 hr/wk.
