STAFF RECOMMENDATION: To discuss and approve the 2013-2014 Legislative Agendas. BACKGROUND AND POLICY DISCUSSION: This item was previously reviewed by the City Council on October 9, 2012. The Council discussed this item, took no action, and asked that it be brought back after a scheduled October 24, 2012 Meeting with King County Executive Constantine. Staff recommends that Legislative Agenda Items focus on "Woodinville-specific Issues" and not general municipal issues. General municipal issues are typically addressed on behalf of Woodinville by the Association of Washington Cities (AWC) and the Sound Cities Association (SCA). The attached Draft 2013-2014 Legislative Agendas were prepared based upon this approach. ALTERNATIVES: 1. Discuss and approve the 2012-2013 Legislative Agendas, as presented; 2. Discuss, amend, and approve the 2012-2013 Legislative Agendas; or 3. Cooperative Study Regarding Sammamish Valley Agree upon approach, schedule, funding, work product, etc. and actively participate in the study with King County to develop joint recommendations to promote the wine and agriculture industries in the Sammamish Valley near Woodinville. 2. New Traffic Signal on Woodinville Duvall Road at 171 St Secure King County financial contribution towards the construction of a new traffic signal on Woodinville Duvall Road at 171 st, as part of the Woodinville Duvall Road Widening Project. Total cost of new traffic signal: $220,000 3. Eastside Rail Corridor Discuss and agree upon approach for joint planning for "rails and trails" within the Eastside Rail Corridor through Woodinville. 4. Discuss Conversion of Northshore Athletic Fields Parking Lot into Tourist District Explore opportunities to incorporate the gravel parking lot of the Northshore Athletic Fields into the Woodinville Tourist District. Alternatives could include moving parking for the fields to the north side of the complex in conjunction with providing parking for the Tolt Pipeline Trail and Sammamish River Trail. Discussion of City Council Legislative Agenda Legislative Agenda Mayor Talmas referred to the Eastside Transportation Partnership 2013 Legislative Statement, advising the ETP will vote on the legislative agenda at their November meeting. He asked for Council authority to support the ETP legislative statement. Discussion followed regarding how projects on the list benefit Woodinville citizens. Mr. Leahy reviewed the proposed 2012-2013 King County Legislative Agenda. Discussion followed regarding details of the agenda items. Council requested staff determine zoning of the Northshore Athletic Fields parking lot. Discussion continued regarding items on the Washington State Legislative Agenda and the Snohomish County Legislative Agenda, including concern with national tournaments at the Wellington Hills Park, concern with UGB amendments, non-partisan King County positions, and partnering with King County in planning and vision for the valley. Councilmembers made the following suggestions: King County Legislative Agenda -Restate Items 1, 3 and 4 as transportation safety projects that benefit wine and agriculture and have a regional perspective -Delete Item 1 as it is a dead issue at King County -Do not support reducing parking (Item 3), support adding parking -Change Item 4 to read Joint Study -Support for Items 2 and 4 -Add Rail-Trail as an agenda item Snohomish County Legislative Agenda -Delete Item 2 Deputy Mayor Aspen and Councilmembers Bauman and Boundy-Sanders volunteered to participate in a group to do outreach with Snohomish County Council Washington Agenda -Recognize importance of vineyards to State economy and encourage cross-border imports/exports. It was agreed to return this agenda item to the Council following the October 24 meeting with King County. 5
