Bernicia Group Job Description Title: Asset Investment Programme Manager Reporting to: Head of Assets Date: April 2017 Based: Durham with regular working from the Berwick and Ashington Offices. Job Purpose Responsible for delivering a programme of stock investment to achieve the Decent Homes/Bernicia Standard, within a broader responsibility for the development and effective delivery of housing maintenance and improvement services in a designated area of operation, together with similar responsibilities within the Bernicia Group. Ensure that the Group maximises the use of its assets within its business plan assumptions, ensuring that properties are popular, offer good value to customers and are well maintained. Key Responsibilities Main tasks and activities: To manage and deliver the Investment Programmes and Plans as required by Technical Services, in efficiently and effectively delivering its stock investment and improvement programmes: Managing a team of Project Coordinators and Surveyors, responsible for the delivery of individual contracts within the annual programmes. Responsible for the delivery of planned stock investment programmes of work including all aspects of design, installation and operational services and coordinating adaptations. Leading and supporting the team in all aspects of Design, Contract Administration, Quantity Surveying, Health and Safety including Asbestos and CDM procedures and management. Ensure the Group maximises the use of its assets within its business plan assumptions ensuring that properties are popular, offer good value to customers and are well maintained. Support the development, implement, maintenance of a strategic asset management approach and systems. Bring forward improvements, considering the business case for investment and alternative use, as well as asset protection issues.
Deliver excellent customer service at all times consistent with group strategies and objectives ensuring all work is managed within agreed service level standards, budgets and quality requirements. Provide a comprehensive, cost effective planned housing maintenance and improvement service, including the development of appropriate strategies, work plans and procedures. Deliver a programme of investment to achieve and sustain the Decent Homes/Bernicia Standard for all homes. Plan effectively and ensure the team has and makes use of all resources efficiently to meet the needs of the tenant and colleagues in delivering consistent customer focussed and value for money services. In conjunction with the Head of Assets, and in line with Corporate objectives and through proper assessment of risk, develop and implement the 5 year rolling housing business and maintenance plans and the annual service plan, together with a rolling 30 year plan. Support the Head of Assets with the procurement of contracts relating to the maintenance of the housing stock, manage contracts to provide a cost effective, efficient service to the Group s properties, maximising tenant satisfaction and performance as set out in the relevant contracts. Develop strategies to achieve improved thermal comfort and energy efficiency of all homes and that address fuel poverty. Work with the Head of Assets to prepare annual capital and revenue estimate budgets, ensuring satisfactory systems and procedures are in operation to enable accurate, timely monitoring and control to achieve service and strategic objectives. Liaise with the Head of Assets to develop, implement and maintain a procurement strategy to maximise best value and efficiencies from all contracts. Contribute to, and influence the work of, the Asset Management department and Technical Services directorate. Continuously seek innovative approaches to the delivery of a customer focussed service, managing and maintaining high levels of performance ensuring a culture of high performance and quality is maintained within the service. Periodically evaluate and proactively manage all H&S/risks that relate to contract and asset management, or service delivery. Develop and implement the performance management approach on the basis of systems thinking principles, ensuring that all measures and management information support continuous service improvement through the application of systems thinking methodology.
Support corporate working by attending corporate working groups for asset management, procurement and risk/health and safety. Develop service, team and individual plans and work programmes, ensuring that these are regularly reviewed and owned by the team. Develop performance measures consistent with systems thinking principles, and ensure that effective monitoring mechanisms are in place to evaluate the progress and impact of the teams, service and group. Provide strong leadership, manage performance and ensure that people are developed to their full potential. Provide similar services in respect of all other types of construction, including nonhousing and new build, as directed. Ensure that the management of Health and Safety for the delivery of all services, plans and objectives observes and abides by all statutory and regulatory obligations observing and adopting at all times approved codes of practice and safe working methods. Contribute to management meetings, policy formulation and the achievement of Bernicia s wider business plan objectives, including representing Bernicia, as requested by the Director on key strategic partnerships and working with other external agencies to complement and enhance service delivery. Ensure that core policies relating to conduct, equality and diversity, customer care, people management and health and safety are fully implemented, and a full and appropriate system for identifying, appraising and managing risk for all areas of the Technical Services function s activities in line with the Bernicia Risk Management Strategy.
