1. INTRODUCTION The Company: Rashtriya Ispat Nigam Limited (RINL) is a Navratna company under Ministry of Steel, Government of India, with a turnover of about Rs.11,700 Crores (US$ 2.25 Billion). It has an Integrated Steel Plant viz. Visakhapatnam Steel Plant in India located in the port city of Visakhapatnam on the eastern coast of India. The company is presently producing 3 million tons and doubling its capacity to 6.3 million tons for which the main production units have already been commissioned. RINL is the market leader in Long Products (TMT Rebars, Rounds, Structurals & Squares). The company has been accredited with ISO 9001 for Quality, OHSAS 18001 for Health & Safety, ISO 14001 for Environment and ISO 50001 for Energy Management System (first among all Indian Steel Producers). RINL is already exporting around INR 866 Crs.(USD 8.66 Billion appx) every year. As RINL is doubling its capacity to 6.3 million tons and since new products will be available from expansion, the company is looking for exporting the larger volume to existing and new markets in South Asia, South East Asia, Middle East, East Africa and South Africa and other countries and establishment of Marketing Offices abroad. 2. OBJECTIVE OF EOI RINL desires to acquire office space on lease basis at Colombo, Sri Lanka for its International Marketing Office (IMO) in Colombo, Sri Lanka from where commercial activities of RINL will be carried out. 3. EXPRESSION OF INTEREST RINL seeks Expression of Interest from reputed, Firm/Builder/owners/their authorised representatives. The requirement is for around 350-450 sq.ft in a ready for possession premises and approved for office use. The reputed, Firm/Builder/owners/their authorised representatives are eligible, provided they have the requisite Registration, License and/or appropriate authority as required. 2
Period for which the lease is offered and whether the lease can be renewed/extended on mutually accepted terms or not is to be indicated. Monthly charges for service i.e upkeep and maintenance of the building including maintaining the common facilities (Lift, Stairs, Fire protection, parking, common area security) etc shall be payable by the tenant i.e. RINL. The office space would be on Agreement basis on monthly rent for an initial period of 1 year (one year). Agreement may be renewed for `one year at a time' on mutual consent. Agreement and modalities can be mutually finalised at the time of signing of agreement. Conditional offers shall not be accepted. 4. LOCATION: The office space offered to be acquired on lease should be in prime commercial location, where from major national/international banks, offices of reputed national and international business concerns/establishments are operating and should be within Colombo City Limits in a good locality on a Main Road. The preferred areas are: a) Colombo-1 (Fort Area), b) Colombo-2 (Slave Island, Union Place), c) Colombo-3 (Kollupitiya), d) Colombo-4 (Bambalapitiya), Colombo-7 (Cinammon Gardens), Colombo-8 (Borella), Colombo-10 (Maradana, Panchikawatte), Colombo-11 (Pettah), Colombo-12 (Hultsdorf). RINL proposes to acquire office space on lease with a carpet area of around 350-450 Sft, furnished/semi-furnished. The said premises shall have all the required clearances from the local civic bodies and concerned national and provincial/state authorities with respect to running of commercial activities, electricity, water supply, etc. The premises should have necessary clearance with respect to compliance of required safety standards as well as regarding all electrical installations including cabling inside the premises. The Firm/Builder/owners/their authorised representatives offering the premises/property have to furnish the documentary proof of its ownership/authorisation/general power of attorney, to enter into lease agreement regarding the premises/property offered. RINL reserves the sole right to qualify / disqualify the parties based on its evaluation and at its discretion and shall not be liable to provide reasons for the same. 5. DISCLAIMER The issue of this EOI, does not, in any way commit, or otherwise oblige RINL to proceed with all or any of the proposals received. RINL may at its absolute discretion, elect to abandon any part or whole of the process without giving prior intimation to the applicant or potential Bidder.
