GEOGRAPHIC INFORMATION SYSTEMS (GIS) TECHNICIAN Series Specification DEFINITION: Under general supervision, to provide specific systems support to the City s Geographic Information Systems (GIS) function, including accurate base maps and underlying database; to provide general Information Systems support, including audio/visual delivery system, telephone equipment, computer operations, network systems, and personal computer maintenance, including hardware and software; to create and maintain various aspects of the Internet and intranet web pages; and to perform other related duties as required. CLASS CHARACTERISTICS: Geographic Information Systems Technician I: This is the entry/working level in this specialized technical class series. Initially under supervision, incumbents learn and perform geographic and related mapping techniques, use of appropriate computer hardware and software, database techniques, general networking and personal computer support. If this class is flexibly staffed with Geographic Information Systems Technician II, incumbents may advance to the higher level after gaining experience and demonstrating proficiency, which meet the qualifications for the higher-level class. Geographic Information Systems Technician II: This is the full journey-level in this specialized technical series. Incumbents independently perform data entry, mapping, documentation, database management, network support, and related work with opportunity for planning and exercising judgment. This class is distinguished from the Geographic Information Systems Analyst classes in that the latter performs professional level work in the creation and manipulation of databases and provides technical assistance to technicians and support staff. LICENSE REQUIRED: Possession of a valid and appropriate California Driver's License. ESSENTIAL FUNCTIONS: The following duties are typical of this classification. Incumbents may not perform all of the duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices All Levels: Processes data to enter information into the geographic information system; creates and modifies data files by entering electronically converted data into appropriate database

system; produces cadastral maps, plots, graphic simulation, and manuscript data for use by various City departments and local agencies; makes manual and/or visual checks of preliminary data and final products to ensure quality control of all data entering the system; assists in servicing communications equipment; assists other Information Systems staff in providing technical, telephone, and troubleshooting support to City personnel; maintains and operates various plotting and printing devices; contributes to the creation and maintenance of the City s Internet and Intranet sites; web page design and implementation, database connectivity, and maintenance will be assigned as needed. Geographic Information Systems Technician II: In addition to the above, responsible for the administration and maintenance of all databases used in the geographic information system; coordinates and develops procedures for installing, configuring, testing, maintaining, and troubleshooting network hardware. PERIPHERAL FUNCTIONS: All Levels: Maintains accurate records and documentation of work performed; updates such records as procedures are modified; assists in installing, configuring, testing, maintaining, and troubleshooting network hardware; assists in installing, configuring, and maintaining personal computer hardware and software as well as peripheral equipment. PHYSICAL AND MENTAL/PSYCHOLOGICAL DEMANDS: The conditions herein are representative of those that must be met by an employee to successfully perform the essential functions of this job. including the general public, without exhibiting extreme responses; respond appropriately to criticism from supervisor; utilize complex reading skills; utilize simple math and writing skills; understand, remember and carry out detailed job instructions; respond quickly to changing priorities; communicate effectively orally; work under pressure; work within deadlines; train other workers. ENVIRONMENTAL CONDITIONS: Constantly works indoors and uses a computer. Occasionally drives motorized equipment/vehicles, works outdoors, works around machinery, is exposed to dust, fumes, gases, odors, excessive noises. On rare occasion, is exposed to extreme temperatures, chemicals, solvents, grease, oil, slippery or uneven walking surfaces, electrical energy. Works both alone and with others. SPECIAL REQUIREMENTS: Incumbents may be required to work weekends and be on-call. MINIMUM QUALIFICATIONS: Knowledge of: ALL LEVELS: Mapping and graphics procedures and techniques; Business arithmetic; Record keeping principles and practices; Basic terminology and concepts of mapping, survey and GIS information systems; Computer applications related to the work; Personal computer usage; Telephone equipment and audio/visual delivery systems fundamentals; Microsoft Windows, NT, Microsoft Office, HTML, Java coding, and basic web design. GEOGRAPHIC INFORMATION TECHNICIAN II - In addition to the above: Digitizing and data manipulation procedures for geographic information systems; Computer-aided mapping and graphic techniques, Object Oriented Programming (OOP), database connectivity and administration as it relates to both the GIS system and web-based content.

Ability to: ALL LEVELS: Use manual and computer-aided systems to produce maps and related property information; Apply basic principles of computer and office systems, hardware, peripherals and software to the installation, maintenance, configuring, testing, and troubleshooting of such; Provide technical assistance to users in matters relating to Information Systems; Use computer-aided drafting hardware and software; Make accurate arithmetic calculations; Maintain accurate records of work performed; Understand and carry out oral and written directions; Work without close supervision in standard work situations; Establish and maintain effective working relationships with those contacted in the course of the work. GEOGRAPHIC INFORMATION SYSTEMS TECHNICIAN II - In addition to the above: Use a sophisticated geographic information system to produce maps and related information; Use initiative and independent judgment within established procedural guidelines; Read and interpret maps, aerial and ortho photographs; Contribute effectively to the accomplishment of team or work unit goals, objectives and activities. EDUCATION AND EXPERIENCE: Any combination of training, education and experience which demonstrates an ability to perform the duties of the position. The typical qualifying entrance background is: Geographic Information Systems Technician I: Equivalent to completion of two years of college or technical school, or possession of an Associate of Arts degree with major course work in drafting, computer science or geographic studies or a closely related field and one year of technical experience. Geographic Information Systems Technician II: In addition to the above, two years of technical experience in entering data and producing finished documents using a geographic information system as well as experience performing Information Systems related duties as outlined above.

Substitution: Experience in digitizing data and/or web page design and implementation may be substituted for the education on a year for year basis. 07/06
