1. PRIMARY INTENT OF THIS EOI This EOI document presents Bharat Petroleum Corporation Limited s(bpcl) intent to identify parties for CONSULTANCY SERVICES TO PROVIDE BASIC ENGINEERING AND PROCESS FOR Lube oil blending plant at Uran, Distt. Raigarh, Maharastra, a place about 50 KMS from Mumbai city(india) with end to end facilities of pipeline transfer of base oil from jetty,storage of base oil, storage of additives and other input required, blending, filling, warehousing and dispatches. The jetty is at a distance of about 12 KMS from the proposed plant and separate pipeline is required to be laid for transferring base oil from jetty to the plant.this EOI is for inviting response from potential and reputed national and international consultants who have experience in similar system for the standard product with minimum customization as required. The primary objective of this EOI is to obtain a suitable design and process engineering with new technology for lube blending plant. Evaluation of EOIs received will be based on prequalification criteria as mentioned in this document. Parties who are meeting the pre qualification criteria in evaluation will be advised to give detailed presentations on their proposed solution / technology. BPCL subsequent to the presentation shall evaluate and finalise the technical process and Technology. BPCL shall issue the finalized techno-commercial tender to the shortlisted parties, the offers will be evaluated in two part -bid system (Technical and Commercial bids). BPCL shall be at liberty to reject or accept any EOI or EOIs at their sole discretion and any such action will not be called into question and the Bidder shall have no claim in this regard. 2. INTRODUCTION TO BPCL BPCL is the second largest integrated oil refining and marketing company in India at present. BPCL has the distinction of being listed in the Fortune 500 companies. Company has been given the status of Navratna Company (accorded only to select top companies) by Government of India. The entire company is divided into two major functional groups- Refining and Marketing. Keeping pace with the Nation's energy requirements, the BPCL infrastructure today boasts of refineries, cross-country pipelines, POL Installations (Terminals and Depots), LPG bottling plants, Lube blending plants, and other facilities. The BPCL Refineries produce value added products like petrol, high speed diesel, superior kerosene oil, liquefied petroleum gas, aviation turbine fuel, naphtha, furnace oil, bitumen, low sulfur heavy stock, solvents, propylene and over 300 grades of lubricants, specialties and greases. BPCL is presently having blending and filling plants at several places of the country. To meet the increased demand and in order to increase its market share, we propose to develop a new plant with latest Technology. Brief of the Project: The project envisages the following; A modern State of the Art lube oil blending plant with an installed capacity of 200 TMT per year on single shift basis, expandable to 300 TMT per year. The plant should have technological features such as batch blending of product by using ABB, ILB, SMB or any other suitable global technology. The Base oil/bulk additive will be received by barges/ships at JNPT jetty and will be transported to proposed plant at Uran thru suitable size of pig-gable pipeline of approx. 12 KM length. The base oil /additives will be stored in vertical storage tanks and will be transported thru piggable pipeline manifolds for blending as well as filling. The dispatches from plant will be thru bulk lorries/packages/barrels. Plant should have adequate covered /uncovered storage area for empty as well filled packs. The required energy efficient utility services should be planned. 4. Scope of work for Consultancy Services Collection of data from BPCL on blending requirement (grade wise) and analyzing the same. Designing the blending process, and optimizing the blending solution required for this project. Finalizing the specification of blending requirement for the purpose of tendering. Collection of data from BPCL on filling requirement and designing the filling machine requirement including preparation of specification for tendering. 3
Basic engineering for mechanical, electrical, Instrumentation and allied facilities including civil jobs. Basic Engineering for storage of input materials like base oil, additives, packaging materials and finished goods. Collection of plot plan from BPCL and preparing a plot plan layout suiting to above requirement of blending/filling/warehousing/dispatches. Designing the ancillary requirement for the entire process like air, water, lab facilities, lighting, warehousing and inbound/outbound logistics. Providing design basis for all above Preparing Block flow diagram, Process flow diagram and P & ID for the entire process. Presentations to BPCL Management during the tenure of preparation of BED (Basic Engineering and Design) on various aspects of designs. The presentations will be held at Mumbai/Noida. Interaction with BPCL team for clarifications that may be required for analysis of collected data. The interaction has to take place via electronic communications and meetings at BPCL plant/office at Mumbai. Site visits as and when required to collect information related to preparation of BED. Preparing an envisaged bar chart for execution after basic Engineering part is over, with critical path analysis. Providing a list of known vendors for supply items of critical process equipments like blending facilities, filling machines, manifold and pigging system. Providing an execution plan for completion of the project within stipulated time period with an outline on number of tender packages required and time line linked in the bar chart. Handing over soft copies and hard copies of the BED to BPCL for approval. The lube blending plant shall have all requisite approvals from Indian and International statutory bodies. Hazop study. Preparation of Detailed feasibility document and EIA, RRA covering all the points above and submit the same in bound form( 4 copies ) incorporating all the above aspects of basic Engineering. Any other job not listed above but required for completing the project will be in the scope of the bidder only. 4
5. PRE-QUALIFICATION AND EVALUATION METHODOLOGY A. PRE-QUALIFICATION CRITERIA 1) Technical: i. The bidder should have a proven track record of having provided successful technology/process for at least one plant of minimum 100 TMT per year Lube oil blending facility for a reputed company(s) in Petroleum / Petro-chemical sector, in India / abroad in the last seven years. Experience of having successfully completed similar consultancy works during last 7 years should be either of the following: - Two similar completed works costing not less than the amount equal to Rs. 25,00,000/- each for Indian bidders and for Foreign bidders approx. USD-55,000 each or One similar completed work costing not less than the amount equal to Rs. 40,00,000/- for Indian bidders and for Foreign bidders USD- 90,000 2) Financial: i. Bidder should have a minimum average annual turnover of not less than Rs. 5 crores (approx USD 1,100,000) in the last three years. ii. Bidder should have a positive net worth as per the latest audited financial statement. However, bidders having negative net worth will also be considered provided their annual reports for last three financial years indicate profit after tax. iii. Bidder should have sound financial standing and submit audited copy of the balance sheet / profit & loss account for the last three financial years, ending March 31, 2011. 5
3) General: i. Bidder should have sound knowledge and application on various design code / requirements like API, ANSI, ASME, BS, BSI,DNV, NFPA, including local statutory requirements like Factory Act, Pollution Control Board etc.. The bidder should have in house design software cell to handle various simulation studies, pipeline stress analysis, pipe span analysis etc. ii. Bidder should have expertise in providing total automation solution. Besides above mentioned pre-qualification criteria, the following will also be part of pre-qualification criteria ; The parties / contractors who are already enlisted with BPCL should apply afresh. BPCL, at its discretion reserves the right to verify information submitted and inspect the facilities at party's works to confirm their capabilities. Bidders would be pre-qualified based on data and documents provided by them and also based on information available with BPCL with regard to their credentials. BPCL reserves the right to change the scope and process parameters (increase or decrease) during technical evaluation B. PRESENTATION Bidders, meeting the pre qualification criteria will be advised to give detailed presentations, on their proposed solution / technology complying BPCL s requirement, at their own cost. Two weeks prior intimation will be given regarding the dates and venue of the presentation, the site plan will be made available at the time of the intimation for the presentation), the venue will be either Noida or Mumbai. The presentation should cover the following: 1. Development of plant layout based on the land profile -it should meet all the statutory requirement/ standards.plot plan should clearly identify the process, receiving, dispatch and ancillary areas. 2. Detailed presentation should emphasize latest technology and the philosophy adopted in design and development of layout. 6
3. Bidder should also cover the relevant details, supporting data as required in the scope of work for consultancy services (refer para 4 above) in their presentation. 6. TECHNO COMMERCIAL TENDER Subsequent to the stage,elaborated in Para 5 above, BPCL shall issue the technocommercial tender for Consultancy Services To Provide Basic Engineering And Process for Lube Oil Blending Plant at Uran to the shortlisted parties, the offers will be evaluated in two part bid system (Technical and Commercial bids). 7. FORMAT AND SUBMISSION OF EOI The Bidder fulfilling the criteria mentioned as above in Para 5 shall submit EOI with the following details/documents; Proof of company registration/ consortium and audited Profit and Loss statement for last 3 years. Name, Designation, contact details and email id of key Person(s) in the organization where such projects have been undertaken. Write-up on Profile of the bidder. A statement of capability to fulfil the objectives of this project. Response to the Pre Qualification Criteria and how the bidder meets all the pre qualification criteria. Any other information considered material (such as product details, features, implementation details of past project, technology used, architecture diagram etc.) The submitted documents must be in English. Submission of the EOI by fax, e-mail or any other electronic means will not be acceptable. The EOI duly completed along with the details should be submitted not later than 15.30 Hrs. GOVERNING LAWS / JURISDICTION The laws of Union of India shall govern all matters relating to the EOI and selection procedure. Only Courts at Mumbai (with exclusion of all other Courts) shall have the jurisdiction to decide or adjudicate on any matter, which may arise out of or in connection with the EOI and selection process. 8
