NHS IM&T Investment Survey Demonstration of Benchmarking Tools David Hadley IM&T Investment Survey Project Team
Background Future options and developments Demonstration of prototype benchmarking tool Questions for you
Background The survey has been in operation since 2002 Originally commissioned by SHA CIOs Purpose To support benchmarking, workforce planning and the development of mechanisms for providing assurance about informatics services, as identified in the Health Informatics Review Support the construction and review of local informatics plans Ensure local investment in IM&T is protected Accountability at a national level (PAC/NAO)
Background Overall Scope: Local IM&T expenditure by statutory organisation Irrespective of source and application of funds Last year s actual and current year planned expenditure Capital and revenue expenditure Survey supplemented by data from NHS accounts Non-financial indicators (new for 2008) IM&T revenue is not available from NHS Accounts A separate data collection is required
Background Software Hardware Services Staffing Non-financial Revenue Data Items Hardware purchases, leasing and maintenance Software purchases, leasing and maintenance Bought in services (NHS and Commercial) IT Training and consumables IT and IM staff Capital Charges and Overheads Capital Data Items NHS Accounts definitions used IT additions (tangible) and Software Licences (Intangible) Non-financial Data Items Introduced following consultation to extend benchmarking analysis Number of workstations Clinical and business system users Overall IM&T staff numbers (headcount and WTE)
Background Process Finance return administered locally by SHAs National collation and publication of data overseen by a Steering Group Reference Group provides stakeholder input ROCR and Gateway approved Data collection licence extended for two years - National consultation undertaken Monitor encourages but does not mandate participation by Foundation Trusts
Survey Website Results (2003 to 2008 raw data) Presentations Summary SHA analysis Benchmarking Template and guidance 2007 consultation and ongoing review nww.connectingforhealth.nhs.uk/nhsimt 2008 Survey results will be available from this location
Future Options for the Survey ROCR re-licensing required if survey is to continue after 2009 The interrelated issues that need to be considered to support this process Demand Outputs Required Data Definitions and Scope Collection Mechanism FT Participation Rates
Current Work Assessment Sites Detailed work to understand the mechanisms used to define, map and extract data from local accounts systems to complete the survey Consider the viability of including IM&T revenue data in the NHS manuals for accounts Examining if local National Programme costs can be separately determined Can staffing costs can be isolated Report back end of October Reference Group Review and comment on the prototype benchmarking tools and analyses to enhance current information pack Document local information requirements, how the survey is used locally and propose exemplars Scope of what outputs should (and should not) be provided by the survey Report back beginning of October Enhanced analyses and tools available end of October
Prototype Tools and Analyses 1. An enhanced benchmarking tool which focuses on IM&T expenditure data and enables individual organisations to compare themselves with custom peer groups 2. An enhanced benchmarking tool to enable individual organisations to compare their IM&T expenditure with custom peer groups and against a broader range of financial and non-financial measures 3. A set of graphs which investigate correlations between IM&T investment and overall organisation performance and activity 4. A template to enable ad hoc requests for analyses to be compiled into a library for future use by others.
