White Rose Extension Project - Expression of Interest (EOI)/Prequalification Provision of Topsides Marine Transportation Reference No. 8.34.1.092 Husky Energy Inc. (Husky), operator of the White Rose field and satellite extensions, is seeking Expressions of Interest (EOIs) and Prequalification responses from interested experienced companies/groups for the provision of Topsides Marine Transportation. Together with its co-venture partners, Husky Energy is developing the West White Rose Extension with a wellhead platform (WHP) consisting of topsides supported by a concrete gravity structure (CGS). The WHP will serve as a fixed drilling rig and will be located at the White Rose field, approximately 350 kilometres offshore Newfoundland & Labrador. The project is subject to final Husky, partner and regulatory approvals. General Requirements Interested companies/groups must be qualified to conduct the work as outlined in the Scope of Work and are asked to demonstrate their capabilities and experience via a formal response to the Prequalification Questionnaire. The Prequalification Questionnaire is largely based on the Husky Operational Integrity Management System (HOIMS) and contains detailed questions regarding your company s technical, HSE-Q and commercial capabilities. Given the complexity and scope of the services required, consideration will only be given to companies/groups that can provide a total solution. To demonstrate capabilities and experience, interested companies/groups must submit documented evidence of delivering and supplying similar packages in strict accordance with relevant industry regulations, codes and standards and statutory authorities.

Scope of Work In support of the White Rose Extension Project, Husky will require the services of qualified and experienced contractors for the provision of Topsides Marine Transportation. 1.0 GENERAL Husky Energy is seeking Expressions of Interest from Marine Transportation Contractors for transportation services to ship its White Rose Extension Project (WREP) wellhead platform topsides (ref. Figure 1) from the topsides fabrication yard (Far East or USA Gulf of Mexico regions, TBD) to Conception Bay, NL, Canada. The wellhead platform topsides will be shipped in a fully integrated condition with the living quarters, drilling equipment set, transition structure, flare boom and other miscellaneous structures installed (ref. Figure 2). Once in Conception Bay, NL, Canada, the successful Contractor will interface with the Topsides Installation Contractor s (TIC) vessel, Pieter Schelte, to transfer the topsides to the installation vessel prior to final transportation to the White Rose field for installation on the pre-installed CGS. The principal particulars for the WHP topsides are below: Estimated Topsides dry transport weight = 23,000 tonnes Estimated grillage and seafastening weight = 2000 tonnes ( additional to the topsides dry transport weight) Length = 72.5m, excluding appurtenances Width = 40m, excluding appurtenances Estimated Vertical Center of Gravity (VCG) elevation above deck of transport barge/vessel = 33.2m Husky anticipates issuing a formal bid package late Q2 2014, with contract award in late Q3 2014. Transportation of the WHP topsides is anticipated to occur at the beginning of Q2 2017.

2.0 SCOPE OF WORK SUMMARY 2.1 PROJECT MANAGEMENT Successful Contractor shall provide all project management, environment, health and safety management, quality management, interface management, planning and scheduling, and cost control services for the planned marine operations pertaining to the topsides transportation. Successful Contractor shall develop an organizational structure and define the roles and responsibilities of key personnel involved with the marine operations prior to the execution of any work. Successful Contractor shall develop a logic linked schedule for its scope of work defining activities, durations and deliverable dates for its scope. Also, the successful Contractor is to provide required on site dates for key input or hardware provided by Husky or Husky s contractors. Superintendents shall possess a thorough knowledge and have experience of the entire marine operation. Key personnel shall have knowledge and experience within their own area of responsibility. Successful Contractor is responsible for ensuring that documentation and procedures are produced in sufficient time to allow time for marine personnel to familiarize themselves with the proposed operation. Successful Contractor s procedures will be subject to review and approval by the Marine Warranty Surveyor (MWS) and 3 rd Party Verification Authority as nominated by Husky. Procedures must be produced in a timely matter consistent with the schedule to be agreed upon by Husky and the successful Contractor. 2.2 ENGINEERING 2.2.1 General Successful Contractor shall perform all engineering studies, calculations and analyses necessary to verify that the planned marine operations can be performed safely and effectively, to minimize weather related downtime and to comply with all pertinent rules and regulations. All assumptions, methodologies and tools used in these studies shall be approved by Husky prior to successful Contractor commencing the work. More specifically, successful Contractor shall perform the following engineering activities as a minimum: Load-out a) Interface with the Topsides Fabrication Contractor (TFC) and the Topsides Engineering Contractor (TEC) to ensure all requirements and limitations with respect to quay-side water depth, tidal variations, mooring hardware, skid shoe and skid track arrangements, etc. are understood and incorporated into all plans. b) Interface with the MWS to ensure all project, regulatory and class requirements are satisfied. c) Assess the stability of the transport vessel during the load-out operation and identify any additional buoyancy elements, if necessary, to provide the requisite stability. d) Develop the ballasting plan for the load-out operation. e) Assess the global and local structural integrity of the transport vessel during the load-out operation, and design all global and local strengthening, as required. f) Design of grillage and seafastening, including any local reinforcing, based on the grillage and seafastening concept jointly developed with the TEC. g) Design of ship-side link beam connections, including any local reinforcing.

h) Design of mooring and fendering arrangement for the load-out operation. Transport a) Interface with the MWS to ensure all project, regulatory and class requirements are satisfied. b) Assess the stability of the transport vessel during the transport operation, and identify any additional buoyancy elements, if necessary, necessary to provide the requisite stability. c) Develop the ballasting plan for the transport operation. d) Assess the global and local structural integrity of the transport vessel during the transport operation, and design all required global and local strengthening. e) Design of seafastening for additional buoyancy elements, if required. Seafastening design shall consider the effects of wave slam if the additional buoyancy elements overhang the transport vessel. f) Perform motions analysis for the tow route and provide the Topsides Engineering Contractor with the data necessary to perform strength and fatigue assessments of the cargo. Transfer a) Interface with the TIC and the TEC to ensure that all requirements and limitations associated with the transfer operation and the installation vessel, Pieter Schelte, are understood and incorporated into all plans b) Interface with the MWS to ensure all project, regulatory and class requirements are satisfied c) Develop plans for removal of seafastening and grillage at the inshore site at Conception Bay, NL, Canada, as required to transfer the cargo from the transportation vessel to the installation vessel. d) Interface with the TIC with respect to the mooring and fendering arrangement for the transportation vessel for the cargo transfer. e) Assess stability of the transport vessel during the transfer operation. f) Develop ballasting plan for the transfer operation, in conjunction with TIC. g) Assess global and local structural integrity of the transport vessel during the transfer operation, and design of all global and local strengthening as required. 2.3 OPERATIONS Successful Contractor shall provide a transport vessel that is fit for purpose for the planned marine operations. Successful Contractor shall demonstrate how the nominated vessel meets the project requirements with respect to payload capacity and cargo deck space, hull strength, stability, propulsion system, control and maneuverability, navigation and communication equipment, ballast water systems, mooring/anchoring equipment, and safety equipment. Successful Contractor shall provide all test reports and certifications related to safety equipment, backup systems, DP systems, and all project-specific equipment, as well as Class and Flag State documentation for compliance with classification, certification, Flag State, Port State and International Maritime Organization (IMO) requirements. Successful Contractor shall be responsible for fabrication and installation of all required vessel modifications, such as the cargo support grillage, supply and installation of any additional buoyancy elements (if required) and local structural reinforcing of the transport vessel as required. Fabrication and installation of the cargo seafastening will be performed by the TFC, under the direct supervision of successful Contractor. Successful Contractor shall be responsible for removal and disposal of the grillage and seafastening.

Successful Contractor shall interface with port authorities to ensure all requirements and limitations with respect to vessel maneuvering, interruptions to marine traffic, stand-by locations, installation of temporary moorings, marine pilots and use of harbor tugs are incorporated into all plans. Successful Contractor shall develop an operations plan which covers the following elements as a minimum: a) Transit route (e.g. waypoints, draft requirements, and physical and environmental limitations at departure port, en-route, and arrival port, etc.). b) Ports of refuge. c) Customs and immigration plans for entering and clearing ports, including refueling/resupply ports and ports of refuge. d) Met-ocean data (e.g. vessel performance and capabilities under the extreme met-ocean conditions for the specific transport route and time of year). e) Procedures (e.g. emergency response and incident reporting, weather monitoring and forecasting, mobilization/demobilization/logistics, contingency operations, security/anti-piracy, refueling/resupply, vessel daily report, etc.). Husky strongly supports providing opportunities to Canadian and, in particular Newfoundland and Labrador companies and individuals, on a commercially competitive basis.
