PROTECTING THE DEVELOPER S INVESTMENT ACROSS THE ENTIRE PROJECT CYCLE
INTRODUCING
CH IV has provided services to the majority of US LNG export projects that sit before the Federal Energy Regulatory Commission (FERC), and many small-scale LNG production projects designed under the US Department of Transportation PHMSA vapor dispersion siting criteria. CH IV is also a technical leader in the design of bunkering systems for ships using LNG for engine fuel. CH IV International was established in 1991 as CH IV Corporation. The company provides consulting services to LNG asset developers, regulators, facility owners, operators and lenders to ensure assets are designed, developed, constructed and operated safely and in accordance with codes, regulations, and the project s technical and commercial specifications. CH IV specializes in the provision of LNG engineering and consulting services to the global LNG sector including North America, Asia, Africa, Europe, the Pacific Rim, and South America. CH IV s specialization in the LNG sector and permitting has enabled the development of design standards and models that allow the company to be more agile and responsive than its larger competitors. In 2014 CH IV was acquired by Australia s premier oil and gas contractor Clough Limited. CH IV will continue to act independently and can now leverage complementary skills and synergies across the entire LNG spectrum to provide a significantly strengthened LNG service to clients.
PRODUCTS & SERVICES CH IV provide the full spectrum of LNG consulting and design services from feasibility through to operation, to protect the developer s investments across the entire project cycle. Specialised LNG products and services include import and export terminals, small scale and peakshaving facilities, regulatory support and production engineering and consulting. LNG IMPORT AND EXPORT FACILITIES CLIENT: EcoEléctrica PROJECT: LNG Import Terminal LOCATION: Puerto Rico SCOPE: Owner s engineering support including preparation of FEED for terminal expansion and LNG trailer loading station, procurement specifications for major equipment, EPC contractor scope of work, and oversight of detailed design. CLIENT: Magnolia LNG, Houston, Texas, USA PROJECT: Magnolia LNG Project LOCATION: USA, Louisiana SCOPE: Owners engineer contract providing technical and project execution support personnel to Magnolia, overseeing engineering, procurement, construction contractor KSJV, as the project moves through detailed design, construction, commissioning and startup. CLIENT: Freeport LNG PROJECT: Freeport LNG Project LOCATION: USA, Texas SCOPE: Pre-FEED services investigating the design and regulatory requirements for converting the existing LNG import terminal to a world class LNG production and export facility. This was followed by the award of the Balance of Plant FEED for the 13.4 MPTA 3 train liquefaction facility, and more recently followed by the entire Federal Energy Regulatory Commission (FERC) FEED for a new Train IV. CLIENT: Energy World Corporation PROJECT: PT South Sulawesi LNG Facility LOCATION: Indonesia SCOPE: Front end engineering design (FEED) for the balance of plant for this 2.0 (expandable to 5.0) MTPA gas liquefaction and marine export facility.
SMALL SCALE AND PEAKSHAVING FACILITIES CLIENT: State of Connecticut PROJECT: Waterbury LNG Facility LOCATION: USA, Central Connecticut SCOPE: Engineering services to assure regulatory compliance. This included review and oversight of the design, safety and operational aspects of the facility, encompassing: RFP bid packages, EPC scope of work, design calculations, detailed drawings, procedures and manuals, project specifications and construction. CLIENT: Northeast Midstream of Toronto PROJECT: Thorold LNG Production and Truck-Out Facility LOCATION: Canada, Thorold, Ontario SCOPE: Preliminary diligence to be used to assist the client to market the project to new equity investors and refine their views on the high level technical risks of the project. The project is a greenfield 180,000 gallon per day LNG production storage and truck-out facility. CLIENT: Confidential PROJECT: Natural Gas Liquefier Feasibility Study LOCATION: USA, New England SCOPE: Study to evaluate a series of options to replace total historical LNG peakshaving liquefaction capacity at four different locations. The study considered a variety of liquefaction capacities, liquefaction technologies and electric or gas turbine drive. The study also considered siting criteria, permitting limitations and LNG trucking access. Capital and operations and maintenance cost estimates were generated for 16 different cases. CLIENT: Baltimore Gas & Electric PROJECT: Spring Gardens LNG Peakshaving Facility LOCATION: USA, Maryland SCOPE: Providing on-site engineering support ranging from oversight of cold box replacement start-up, operating procedure updating, hazard mitigation studies and hazard exclusion zone calculations.
LNG REGULATORY SUPPORT CLIENT: Oregon LNG PROJECT: LNG Export Facility LOCATION: USA, Northwest Oregon SCOPE: FEED for the 9 MTPA LNG production and export facility for Oregon LNG. The FEED was submitted in a permit application to construct the terminal. CLIENT: Puget Sound Energy PROJECT: Tacoma Fuels Project LNG Facility LOCATION: USA, Washington State SCOPE: Provision of permitting, site feasibility and selection and early engineering for this innovative 0.2 MTPA (scalable) liquefaction facility, purpose built to provide LNG as marine vessel bunkers. CLIENT: Trunkline LNG PROJECT: Lake Charles Liquefaction Project LOCATION: USA, Louisiana SCOPE: Development support of FERC resource reports for Trunkline LNG s 15 MTPA Liquefaction Facility. CLIENT: Dominion Cove PROJECT: Cove Point LNG Liquefaction Expansion Project LOCATION: USA, Maryland SCOPE: Owners engineer role following initial support in the development of Resource Reports 11 and 13 and associated 49 CFR Part 193 requirements for the liquefaction proposal
LNG PRODUCTION ENGINEERING CONSULTING SERVICES CLIENT: Adriatic LNG PROJECT: Adriatic LNG Receiving Terminal LOCATION: Adriatic Sea SCOPE: Technical services commencing with a Cold Eyes Review of the facility design, review of facility startup procedures and start-up technical support for the world s first gravitybased LNG import terminal. CLIENT: Liquid Niugini Gas PROJECT: LNG Production and Export Project LOCATION: Papua New Guinea SCOPE: Study to evaluate various piping and LNG storage configurations for the production and export of LNG from the facility. The study determined the impact of various configurations and pipe insulation options on the amount of generated boiloff gas (BOG). The study also included cost estimates for several pipeline systems, comparison of available options and proposed methods of BOG management. CLIENT: Petronet LNG PROJECT: Dahey Jetty Expansion Project LOCATION: India SCOPE: Developed a detailed feasibility study and cost estimate for an expansion project to accommodate increased terminal capacity from 5 MTPA to more than 10 MTPA. Follow on work included preparation of topside FEED, a comprehensive bid package and RFP to allow Petronet to award contracts to carry out the detailed design, construction and startup of the expanded facilities. CLIENT: Black & Veatch PROJECT: Energía Costa Azul LNG Terminal LOCATION: Mexico SCOPE: Commissioning management assistance including directing the repair of hundreds of cryogenic valves. CH IV wrote the procedure for and directed the facility dry out.
