nfp process evaluation - matrix Country Date Submitted by NEPAL Sept. 8 (Fan) How it works In order to assess the progress and status of the nfp process a matrix has been designed. The matrix contains a number of indicators (or elements) for the different phases of the process: a)- analysis; b) policy formulation; c) implementation; and d) monitoring and evaluation). The above indicators are clustered according to the main nfp-principles: a) country ownership, b) inter- and intrasectoral linkages, c) partnerships nand participation). The matrix is aiming at providing an understanding of how the country nfp process is evolving, which elements are developed and to what extent, which elements are still weak or could require further attention. Number of indicators Phase Cluster Leadership Inter/intra linkages Partnerships Analysis 3 indicators 6 indicators 3 indicators Policy formulation 7 indicators 4 indicators 8 indicators Implementation 8 indicators 6 indicators 9 indicators Monitoring and evaluation 6 indicators 3 indicators 4 indicators Ranking Legend = if the indicator has not been developed / if it is absent from the country nfp process = if the indicator exists but is incipient / just starting / plenty of room to develop it further = if the indicator is developed / is progressing well within the country nfp process 3 = if the indicator is completed to the country's full satisfaction / can serve as a model
