The matrix contains a number of indicators (or elements) for the different phases of the process: a)- analysis; b) policy formulation; c) implementation; and d) monitoring and evaluation). The above indicators are clustered according to the main nfp-principles: a) country ownership, b) inter- and intrasectoral linkages, c) partnerships nand participation). The matrix is aiming at providing an understanding of how the country nfp process is evolving, which elements are developed and to what extent, which elements are still weak or could require further attention.
