REQUEST FOR QUALIFICATIONS (RFQ) AGENCY STRATEGIC PLANNING CONSULTANT April 15, 2016 Fresno Economic Opportunities Commission (Fresno EOC) seeks a qualified, experienced, professional consultant or consultant firm to coordinate, compile data, and assist with a comprehensive agency strategic planning effort resulting in a five-year strategic plan addressing sustainability of agency, identification of challenges, discussion of possible emerging opportunities for engagement in new community initiatives consistent with community needs and Fresno EOC s vision. ABOUT FRESNO EOC Fresno EOC is a 501(c)3 non-profit private corporation. Formed in 1965, the agency is governed by a tri-partite board of 24 commissioners representing elected public officials, community organizations aligned in serving the poor and elected representatives of the poor. As an entrepreneurial agency, Fresno EOC bridges the gap to self-sufficiency by providing opportunities and resources, as it initiates and partners in shared community efforts to improve the quality of life for those we serve. During its 50 year history, Fresno EOC has emerged as one of the premier Community Action Agencies in the nation, touching the lives of over 150,000 people annually, as it seeks to empower individuals to thrive as healthy, selfsufficient, and contributing members of our communities. Fresno EOC is highly regarded in this region for building healthy communities with equal access to social justice, jobs, education and resources. The agency is often relied upon to provide leadership, direction, and services meeting a wide variety of needs among diverse neighborhoods and communities. Given the pervasive, unabated need across Fresno County, Fresno EOC s timely, innovative, comprehensive and coordinated interventions in the lives of who struggle most requires a thorough, realistic, and prioritized strategic plan. The Strategic Planning Consultant will assure that the process is inclusive, relevant, achievable, and that it holds the agency its board and staff accountable for producing a relevant, dynamic plan filled with possible future opportunities. GUIDING PRINCIPLES FOR THE STRATEGIC PLANNING PROCESS As a community action agency, Fresno EOC s governance, programs and efforts are community based and community driven. It follows that any strategic planning process must, therefore, also be vested in the community which it serves. Ultimately, the plan becomes a dynamic, flexible roadmap that establishes goals with initiatives driven by opportunities identified out of expressed challenges. The outcome shall be a document that, once approved by the Board of Commissioners, sets a clear vision for the agency and empowers the CEO with the clear responsibility for carrying out goal-oriented initiatives and guiding the agency in program planning, service provision and decision making. Fresno EOC reserves the right to accept the proposal that it considers to be in its best interest. Fresno EOC will be the sole judge in making this determination. All materials submitted to Fresno EOC by consultants in response to this RFQ become the sole property of Fresno EOC to be used at its discretion unless the proposer identifies any trademarks or patents that protect products submitted. Bid Number: 041516 Fresno Economic Opportunities Commission REQUEST FOR QUALIFICATIONS (RFQ) AGENCY STRATEGIC PLANNING CONSULTANT SCOPE OF WORK REQUESTED The selected consultant shall provide the following strategic planning services, resulting in Board of Commissioners approved strategic goals and initiatives of Fresno Economic Opportunities Commission (Fresno EOC). Consultant Services Fresno EOC seeks a qualified, experienced, professional consultant or consultant firm to assist in the creation of the agency strategic plan. The selected consultant will engage with the Chief Executive Officer, and in cooperation with the Strategic Plan Oversight Committee develop a needs assessment process as described below. The final strategic plan will be a working plan that includes Strategic Goals and a set of Strategic Initiatives within each goal to guide the agency for the next three to five years. Specific tasks and activities include: Assist in creating a needs assessment process that may include, but not limited to: stakeholder interviews, focus groups, public hearings, symposiums and other processes as may be needed to gather input from a wide cross section of our community, while specifically including race and ethnic communities reflective of those we serve. At a minimum, included in the needs assessment process shall be clients, partners, supporters, staff, volunteers, funders, and community members. Participate with the agency in developing the tools utilized in the surveys, focus groups, stakeholder interviews, and symposiums. Prepare a report capturing the information acquired through the above processes, including demographic data (see below), for delivery to the Board of Commissioners at least two weeks in advance of the 2017 Board Retreat (date to be determined).

Deliver a clear, complete, and concise presentation of the above report to the Board of Commissioners at the 2017 Board Retreat. Present for the 2017 Board Retreat, a set of draft strategic goals, and work with the CEO and staff to create strategic initiatives for discussion during the retreat and adoption by the Board of Commissioners. Be significantly involved in the facilitation of the Board Retreat (two and a half days) leading to the outcome of three to seven strategic goals, inclusive of a set of strategic initiatives within each adopted goal. Capture demographic data and create a written report, with a brief summary that may include but is not limited to: o Basic demographic data and trends o Unemployment, and unemployment trends o Industry trends and opportunities o High school graduation/dropout data and trends o County schools performance, by standard measurements o Post secondary enrollment, including vocational training, and enrollment trends o Transportation needs for low-income residents, seniors, and disabled persons o Current and emerging health and nutrition trends o Substance abuse data and trends, by age and use o Housing affordability, foreclosure data, and homeownership percentages and trends o Crime statistics, including a brief survey of types of crimes, ages of individuals committing crimes, neighborhoods most affected, and emerging trends o Teen pregnancy data and trends o Child care service needs, including waiting lists, by region o Percentage of homes headed by a single parent, male and female o Disabled population data, by age, and identification of any service gaps and trends o Homelessness and homelessness trends, by age and gender o Number of individuals returning to the area following incarceration, including trends o Number of returning veterans to the area both disabled and non-disabled individuals, including trends o Financial and banking data among the poor o Other poverty data as may be available The final outcome shall be a Strategic Plan, adopted by the Board of Commissioners, which includes a set of Strategic Goals with Strategic Initiatives within each adopted Goal. Include as an addendum to the Strategic Plan a few suggested opportunities and/or growth strategies for the agency.

INSTRUCTIONS FOR RFQ 1. GENERAL INSTRUCTIONS A. Submission of Proposals All proposal information must be submitted in writing and should be reviewed carefully for accuracy and compliance with the RFQ requirements. Fresno EOC will not be responsible for errors or omissions on the part of the firm in preparation of a proposal, and proposals may not be adjusted or amended after submission to Fresno EOC. Fresno EOC reserves the right to reject any and all proposals, or to waive any irregularities or information in proposals submitted under this RFQ. B. Bidders Conference On May 4, 2016 at 2:00 PM, Brian Angus, Chief Executive Officer, along with pertinent staff, will be available in the Fresno EOC Executive Board Room, 1920 Mariposa Mall, Suite 320, Fresno, CA 93721. A call in number will be provided for those unable to attend in person. To receive the call in instructions, email Lynne Jones at Lynne.Jones@fresnoeoc.org, C. Signatures An Authorization Form (see Section 4) is provided and must be completed, signed, and incorporated into the respondent s proposal. D. Nonresponsive Proposals Proposals may be judged nonresponsive and removed from further consideration if any of the following occur: 1. The proposal is not received by 3:00 PM on May 26, 2016. Proposals not received on time may be refused and returned to the firm unopened. 2. The proposal does not follow the specified format and respond adequately to each item within these instructions. E. Withdrawal of Proposals Bidder may withdraw their proposal, by written request, at any time prior to the scheduled closing date and time for receipt of proposals.

F. Small, Women and/or Minority-Owned Business Efforts will be made by Fresno EOC to hire local and to utilize small, women and minority owned businesses, with the consideration that the primary responsibility of Fresno EOC is to select the proposal deemed most favorable with regard to the achievement of the Scope of Work requested. A bidder qualifies as a small business firm if it meets the definition of small business as established by the Small Business Administration (13 CFR 121.3-8), by having average annual receipts for the past three fiscal years of less than four million dollars. G. Patent Indemnity The Bidder shall hold Fresno EOC, its officers, agents, servants, and employees harmless from liabilities of any nature or kind on account of use of any copyrighted or uncopyrighted invention, or article of appliance furnished or used under this RFQ. H. Rights and Remedies of Fresno EOC for Default In case of default for any reason including circumstances beyond the control of Bidder or Fresno EOC, or contract violation or breach of contract by Bidder, Fresno EOC may procure the articles or services from another source and may recover the loss occasioned thereby from any unpaid balance due the Bidder or by proceedings against performance bond of the Bidder, if any, or by suit against the Bidder. The prices paid by Fresno EOC shall be considered the prevailing market price at the time such purchase is made. I. CONTENTS OF PROPOSALS Bidders are required to submit proposals in the order and format described below. All questions/requests for information must be completed in writing. Errors may be crossed out and corrections printed in ink and initialed by the person signing the bid. Quality of

answers, not length of responses or visual exhibits, is desired. The complete proposal should not exceed ten (10) double-sided, twelve (12) pt. font pages, including promotional materials, and Authorization Form. It is the responsibility of Bidder to insure that Fresno EOC receives the proposal by the date and time specified. Late proposals will not be considered. A. Cover Letter/Letter of Interest Provide name of Bidder, address, telephone number, fax number, and name of Principal to contact. B. Bidder Credentials and General Background Please provide a brief history of Bidder, including: Background and number of years in business. Location of office which will perform the work. Description of credentials and experience of Bidder, including that of key members of Bidder s team that will be involved in this project. Identify any sub-consultants performing the work in conjunction with your proposal. C. Work Plan/Methodology Please provide a detailed description of the approach, methodology, instruments, and strategies you will employ to perform the Scope of Work. Provide samples of materials to be used, if available. D. Bidder Resources Provide a statement substantiating the resources of the Bidder and Bidder s ability to capably carry out the scope of work requested. Payment for services will be negotiated.

E. Client Satisfaction and References Provide at least three client references for work of a similar nature completed in the past two years. Provide sufficient detail to support your qualifications to perform this Scope of Work. References must include: 1. Name, address 2. Contact name, phone number 3. Description of projects(s) completed F. Conflict of Interest Please provide a statement of conflicts your firm, sub-consulting firms and/or key employees may have regarding these services. The statement should not only include actual conflicts, but also any working relationships that may be perceived by disinterested parties as a conflict. If no potential conflicts of interest are identified, state so. G. Minority, Women, or Small Business Does Bidder qualify as a small, women, or minority-owned business? If yes, provide documentation or qualifications. H. Fee Proposal Please list the proposed fees and reimbursable expenses requested by your firm for providing the requested Scope of Work. 3. SELECTION PROCESS All eligible proposals will be reviewed and rated for Bidder qualifications, experience, price, and suitability to complete the Scope of Work for this RFQ. Oral interviews may be requested. Fresno EOC, at its discretion, may request presentations or additional information from any or all Bidders to clarify or negotiate modifications to the Bidder s proposals. The selection of a firm to carry out this Scope of Work will be made by the Board of Commissioners of Fresno Economic Opportunities Commission. There is no appeal process.
