AQAS Pest ID: Sample Results
AQAS: EAN EAN (Emergency Action Notification) Describes the nature of the action taken Treatment of articles, cargos, or carriers Destruction of articles or cargos within a specified period of time Reject All PPQ WR EANS now with spatial analysis (maps), but only for the WR. This functionality is available to the ER but a request must be made.

AQAS: AQIM AQIM (Ag Quarantine Inspection Monitoring) The only statistically based sampling system Random Sampling of incoming cargo and passengers. Allows statistical estimates of approach rates and compliance. Goal: to give a more accurate estimate what is arriving at the ports.
AQAS: AQIM Sample Results
ACS (Automated Commercial System being replaced by ACE) ACE (Automated Commercial Environment) ATS (Advance Targeting System) TECS (Treasury Enforcement Communications System) ALL ABOVE REQUIRE SPECIAL AND SELECTIVE AUTHORIZATION TO ACCESS, i.e., not you! Mikell Tanner, ER.
CBP Databases ACS (Automated Commercial System being replaced by ACE) ACE (Automated Commercial Environment) ACS 1984 legacy. ACE is system currently used. Single source for cargo control and release Manifest screening Importers, exporters, customs brokers Ships, trains, planes, trucks, & pipelines
CBP Databases ACE (Automated Commercial Environment) Specific data on imports, shippers, destinations, individual containers, contents, route, etc. How many potato seed shipments from Alberta to U.S. in 2008?
CBP Databases ATS (Advance Targeting System) Specific information on cargo & passengers Containers Shipper Destination Individual risk profiles
CBP Databases TECS (Treasury Enforcement Communications System) Data more related to law enforcement: People Criminal records Vehicle ID Penalties
CBP Databases Summary Rich dataset with great potential Must query through regional staff (ER Mikell Tanner)
APHIS Databases and Resources GPDD (Global Pest and Disease Database) EPICA (Exotic Pest Information Collection and Analysis OPIS (Offshore Pest Information System) NPAG (New Pest Advisory Group) NAPIS (National Ag Pest Information System) ISIS (Integrated Survey Information System) PHIS (Plant Health Information System) SITC SNICAS (Smuggling and Interdiction Trade Compliance)
GPDD: Global Pest & Disease Database Assembled by CPHST PERAL Lab Single repository of exotic pest information for PPQ Attempt to prioritize pest threats Pest taxonomy, identification, biology, distribution, hosts, significance, detection and control. 1500+ pests not known to be in the US, or present with a limited distribution
GPDD: Goals Support pest risk assessments Provide focus on emerging pests Identify pests that are threatening the U.S. Orient development of risk mitigation Focus off shore surveys Focus port activities Emphasize taxonomic/diagnostic needs Focus domestic surveys for exotic pest

GPDD: Report GPDD Header Scientific Name Taxonomy EPICA APHIS Documents Synonyms Hosts Plant Part Affected Distribution Impact Import/Export Pathways Quarantine Monitor Images Biology Control Detection Sources
GPDD: Bactrocera invadens distribution
GPDD also includes Links to other sites: EPICA (Exotic Pest Information Collection and Analysis) OPIS (Offshore Pest Information System) CIPM (NSF Center for Integrated Pest Management) Bugwood Network (U. of Georgia) CABI Crop Protection Compendium
EPICA: EPICA (Exotic Pest Information Collection and Analysis) Two goals: 1. Bi weekly email of most relevant pest news. a. Web crawler b. Evaluated for importance 2. Web bases, searchable archive of notifications. Close interface with GPDD
OPIS: OPIS (Offshore Pest Information System) Information on offshore pests What s out there? Are foreign counties having outbreaks? List of key or target pests Density and distribution of priority target pests
NPAG: NPAG (New Pest Advisory Group) Organized through CPHST PERAL LAB Usually triggered by new pest discoveries (usually field, but also by Plant Inspection Station (PIS) reports) Experts from many areas Mission: The New Pest Advisory Group (NPAG) assess exotic plant pests that are new or imminent threats to U.S. agriculture or the environment and recommends appropriate actions to the Plant Protection and Quarantine (PPQ) Deputy Administrator (DA).
Possible NPAG Recommendations Recommend the collection additional information. Conduct a survey to assess geographic range, host range, or damage. Develop methods to detect, identify, control, or eradicate the pest. Recommend action/no action. Eradicate the pest. Quarantine the infected or infested area. Evaluate biological or chemical control for pest management. Prepare and distribute educational information to the public. Recommend that PPQ refer options and actions to other institutions, such as affected states or industries
APHIS Databases and Resources GPDD (Global Pest and Disease Database) EPICA (Exotic Pest Information Collection and Analysis OPIS (Offshore Pest Information System) NPAG (New Pest Advisory Group) NAPIS (National Ag Pest Information System) ISIS (Integrated Survey Information System) PHIS (Plant Health Information System) SITC SNICAS (Smuggling and Interdiction Trade Compliance)
NAPIS: NAPIS (National Ag Pest Information System) Database that captures Cooperative Agricultural Pest Survey (CAPS) data (state surveys) Legacy system (ca. 1980 s) from Purdue County level data Where a pest was found Where surveyed for Basic maps
APHIS Databases and Resources ISIS (Integrated Survey Information System) About 6 years old Field data collection system (PDAs) AND Database
APHIS Databases and Resources ISIS and NAPIS to be replaced
Plant Health Information System PHIS (Plant Health Information System) Data Management Systems that Gather quality information from PPQ operations Make information available to key regulatory partners and stakeholders Data system currently under development. Will be under development for several years. Will replace (include): NAPIS ISIS AQAS and others

APHIS Databases and Resources SITC SNICAS (Smuggling and Interdiction Trade Compliance) (SITC National Information, Communication & Activity System) Data about commodities, businesses, & their pathways, allowing SITC to identify and stop prohibited materials and locate high risk areas. To access, contact SITC ER (Camille Morris).
Thoughts on data quality of the resources Scientific questions about biology, taxonomy, distribution, hosts, etc GPDD, EPICA, OPIS, NPAG Rigorously cite sources (scientific evidence) Put up disclaimers when data is not verified or acknowledged Very highly reliable information
Thoughts on data quality of the resources Questions about trade: volumes, commodities, country of origin, seasonality PPQ 280 database CBP/Customs databases WADS Problem is that reliability is spotty and uncertainty is high Which is the best source?
