Selecting a Prime Contractor

DID YOU KNOW? Suppliers are an important part of our business success LNG Canada understands the need for the community to benefit from our project and values the contributions all members of the community make to the region. Gas has been produced in British Columbia for more than 50 years

Selecting a Prime Contractor Delivering a cost competitive project With energy prices currently low, and competition to sell natural gas supply high, an LNG export project needs to be cost competitive and affordable. Each of the activities LNG Canada is currently undertaking has a single objective in mind move the project one step closer to a Final Investment Decision, and be ready to move into construction should that decision be a positive one. In 2016, LNG Canada announced a delay in the timing of our Final Investment Decision. Currently, we are looking at ways to maintain the value we have already created in the project, find ways to be affordable and competitive by bringing costs down, and remove risks by providing cost and schedule certainty to our Joint Venture Participants. Going back to market The cost to engineer, procure and construct the LNG Canada project makes up a large part of a Final Investment Decision. Issuing a Request for Proposal (RFP), going back to market and engaging a group of pre-qualified companies and consortia, allows LNG Canada to contract with a preferred prime contractor that will be responsible for the engineering, procurement and construction execution, including managing the various sub-contractors and employees required for site construction of the facility. We are currently using the delay period to undertake a new competitive process to identify a preferred prime contractor to build our facility and related infrastructure.

LNG Canada is committed to creating economic benefits in the communities in which we aspire to operate, which includes hiring local contractors to help construct the LNG Canada facility. To be considered for any contracting and procurement opportunities, LNG Canada invites potential contractors and suppliers to register with us by filling out the Request for Information form on lngcanada.ca.

1 Which companies has LNG Canada invited to submit proposals for the role of prime contractor? Four companies/consortia have been invited to take part in the RFP process: Bechtel Canada Co. and Chiyoda Canada Ltd. Joint Venture JGC Corporation and Fluor Canada Ltd Joint Venture Saipem S.p.A and Chicago Bridge & Iron Company B.V. Joint Venture Technip FMC and KBR Joint Venture. 4 If I m a contractor and have been approved (Green banded) previously, what do I need to do now? The list of local and various prequalified contractors have been provided to the RPF Proposers, who will be available to talk with and meet local contractors as they compile their RFP responses through meetings initially scheduled by LNG Canada. The Proposers also understand that the commitment LNG Canada has made regarding local employment to First Nations and local communities needs to be addressed within their RFP response. 2 How long will the RFP process take? 3 The process is lengthy and involves LNG Canada providing the RFP Proposers with enough time to submit a thorough proposal response, as well as the time it takes to thoroughly review the proposals and select a preferred prime contractor. Will local contractors have a chance to work on the LNG Canada project? LNG Canada has committed to hiring locally, wherever possible, then from British Columbia and Canada. All our RFP Proposers and the successful prime contractor will be required to fulfill this commitment. LNG Canada is hosting meetings between local contractors and the RFP Proposers. LNG Canada has also provided the RFP Proposers with its database of companies that have indicated an interest to work on the LNG Canada project. 5 What is the likelihood the LNG Canada project will move forward into construction? LNG Canada believes the fundamentals of our project are strong. Using the period of delay to return to market and identify a preferred prime contractor brings more certainty to project costs and schedule, thus reducing risk for our Joint Venture Participants. The team currently working on the LNG Canada project are focused on activities that advance the project and move it one step closer to a Final Investment Decision. LNG Canada is a joint venture company comprised of four global energy companies with substantial experience in LNG Shell, PetroChina, KOGAS and Mitsubishi Corporation. Together, we are proposing to design, build and operate a liquefied natural gas (LNG) export terminal in Kitimat, British Columbia.
