인사말씀 Good morning! Ladies and gentlemen, Distinguished delegates from all over the world! Welcome to Korea. I am Min-ho Lee, Deputy Minister of the Korean Ministry of Environment. First of all, I would like to express my sincere welcome to all of you visiting Korea and this valuable training course. I would also like to congratulate the United Nations Office for Sustainable Development for organizing this wonderful event today, the 2017 Executive Training Course for Policymakers on the 2030 Agenda for SDGs. My special thanks go to Dr. Yoon, Jong-Soo, Head of the UNOSD, for his excellent leadership and contribution to the office. - 1 -
SDGs 채택및주요동향 Distinguished guests, ladies and gentlemen. As we all are well aware, a historic decision was made at the UN Sustainable Development Summit in September 2015 to adopt the Sustainable Development Goals. The 17 goals will be the universal development strategy for entire humanity until 2030. In the following year of September 2016, the High-Level Political Forum was held for reviewing progress towards the 2030 Agenda. The 2016 HLPF reminded us 'Ensuring that No One Left Behind' and decided to have an in-depth review. Furthermore, a total of 22 countries including Korea, Estonia and Samoa prepared and submitted their voluntary national reviews to the forum last year. We are expecting 30 more countries including Afghanistan and Bangladesh to submit theirs this year as well. - 2 -
Meanwhile, the Asia-Pacific Forum on Sustainable Development, held in March 2017 in Bangkok, adopted a regional roadmap containing priority areas of cooperation for implementation of SDGs in Asia and the Pacific. For the past 15 years significant progress has been made in the areas of poverty reduction and access to safe drinking water. Such achievements were made possible as all nations have been united together and collectively put enormous efforts. Yet, we are still faced with key challenges in our society including multi-dimensional poverty and gender inequality. Environmental problems such as climate change, disaster risk, ocean acidification, have become a growing concern of our time, which even threatens the livelihood of the future generations. - 3 -
SDGs 이행을위한제언 Distinguished guests, What we should never forget is that we need to leave a greater freedom and prosperity for our next generation than the ones we inherited. Implementing SDGs is something we can never postpone, in this regard. Some argue that SDGs are too broad and cross-cutting. I can also understand the difficulty of coordinating across ministries or areas of responsibility. So it is a challenge for policymakers on how to implement them in an effective way. Yet, this could be an opportunity. Coordinating those sometimes conflicting 17 economic, social and environmental goals can be a great opportunity to strengthen policy coherence and realize sustainable development in all areas of our society. - 4 -
To make a better use of this opportunity, a whole-of-government approach, or taking one step even further, a whole-of-society approach should be emphasized even more. This inclusive approach will embrace women, the disabled and elderly as well as various stakeholders of our society, to leave no one behind. 한국의 SDGs 이행노력소개 Since the adoption of SDGs in September 2015, the Korean government has recognized SDGs as the essential elements for more sustainable future. Accordingly, public awareness of SDGs is gradually increasing in Korea. The Korean Ministry of Environment is mainly responsible for the implementation of the Sustainable Development Act and Committee on Sustainable Development. - 5 -
As a key player for SDGs in Korea, the Ministry of Environment is working to establish a systematic scheme for implementing SDGs, cooperating with other relevant Ministries, including the Office for Government Policy Coordination, Ministry of Foreign Affairs, and Statistics Korea. As the host country of UNOSD, Korea will work to strengthen our link between ODA projects and SDGs. Through such effort, we will continuously support international community s commitment to SDGs. 성공적인행사개최기원 Distinguished guests, I hope that this training program serves as a platform to share useful knowledge and best practices. I also wish this could be an opportunity to come up with new substantive strategies for a successful implementation of SDGs.
