Both options are acceptable. 8- As we are already existing in UNHCR HQ supplier system (registered vendor code 0000 000132), are we required to fill the Annex E as well? 9- Please clarify if lab testing certificates are required and shall be considered to be technical mandatory? The lab testing certificate is not a mandatory. 10- We suggest three physical samples that are 100% compliant to mass production will be very useful for technical evaluation purpose during evaluation, and as sealed samples for pre-shipment inspection, and inspection at delivery destination is required to ensure quality performance. Samples are not required. 11- Could you kindly clarify what is the required comfort temperature range? This is up to the bidder, as long as it is in line with the EN 15537 Standard. 12- As the sleeping bag needs customized logo, could u send me the logo artwork with a format? Please see below (2 colour version; white is fine as well) 13- The data about the sleeping bag that you provide is 1-1.5kgs, is it just for spring, summer, autumn? 14- As If for winter also,the weight of sleeping bag will be bigger than 1.5kgs,about 2kgs No, it is for spring, summer and autumn only. 15- It is possible to purchase very low quality sleeping bags very cheaply in some cases for a price as low as $2. Are you able to confirm whether you wish to purchase the
cheapest sleeping bag that appears to meet the specification or whether you require a better quality bag at a price nearer $10 that will actually last for a sensible time period. Kindly submit the available option you have that meets the required technical specifications. The contract will be awarded to the bid considered most responsive to the needs, as well as conforming to UNHCR s general principles, including economy and efficiency and best value for money. 16- What is the overall weight of the sleeping bag? What is the weight of the outer fabric per gram? What is the weight of the filler per gram? And what is the weight of the Inner lining per gram? 17- The technical specifications mentions that the inside min. 50% cotton. What kind of cotton is filled in? We recommend using 100% polyester cotton. This is up to the bidder. 18- How much water pressure does the Outer shell with a durable water repellent (DWR) finish need to withstand? 19- The sleeping bag's packaging size is 37.5cmX15.5cmX11cm. Is it the size after vacuum compression? 20- What does stretch wrapped mean? Wrapped in a good way suitable for long-distance shipments. 21- Are the sleeping bags for this tender 0 bags, or 15 bags? 22- In Annex (A) it is said that the estimated quantity is 500.000 units, On the other hand, in the main document, Section B: Production and delivery capacity, it is claim "the minimum acceptable delivery capacity is 40,000 units/week. We would appreciate if you could confirm us whether the minimum acceptable delivery capacity is 40,000 units/week or 40,000 units/month? The estimated annual qty to be ordered is 500,000 units whilst the minimum acceptable delivery capacity is 40,000 units/week for EXW and FCA incoterms. Please note that figures have been stated in order to enable bidders to have an indication of the projected requirements. It does not represent a commitment that UNHCR will purchase the above quantity. Quantities may vary and will depend on the actual requirements and funds available regulated by issuance of individual Purchase Orders against the Frame Agreement 23- Concerning the vendor registration. We have a UNGM account and are registered with UNHCR. Please could you reconfirm that the status showing in our account will satisfy? Does this mean I do not have to fill in and submit the Vendor Registration form that came with the tender? Please re-submit your Vendor registration Form to us. Please also confirm your UNGM registration number within the form as well in section.10 point.49 of the subject form. 24- In the General Conditions of Contract in paragraph 5, it states that the Contractor should obtain written approval from UNHCR to use a sub-contractor. Please can you tell me at what point this written approval should be requested? Once a sub-contractor is needed to fulfil the requirements of the agreement within the contracting period, if applicable. 25- Insulation: synthetic fill material specs. Once the materials are inspected at final destination which is UNHCR warehouses 37- You mentioned that bidder should state the inspection place, if we nominate the manufacturer factory for the inspection, who will do the inspection, are there further inspection at the final destination. UNHCR will take care of the inspection process during the production process or pre loading of the final production. Noting that (only CIP terms includes inspection at UNHCR warehouses. 38- For EXW how you are going to pay who will do the inspection or is this price is only indicative. Once the materials are inspected and received by the courier nominated by UNHCR 39- What is the estimated time for ordering after the signature of the agreement It is up to UNHCR upon evaluation

As per Annex (A), the maximum of two offers are acceptable. 45- Our company already registered with both UNGM and UNHCR, so do we still need to fill in the Annex E form again 46- Do you need a related test report (EN13537) when we submit the Bid, or can it be tested and provided later in case Contract is awarded? The test report is preferable but it is not mandatory. 47- If the long strings/cords isn't needed, then the Short strings/cords can be accepted still? Or is it totally not allowed? Not allowed. Zippers and Velcro are acceptable. If any items use a string/cord, it should be removed by your company before delivery. This may be an acceptable alternative but it must be specified in the technical proposal, explaining any negative implications of the removal of the string/cord to the functioning of the product. 48- The required Colour of Sleeping bag is Dark, which Dark colour exactly? Could you clarify how many Dark colours will be needed for the order? Any dark colour is acceptable 49- Can you give an idea to let us know at least the period of the Awarded contract can be decided and signed in case you make a final decision UNHCR expects to award the contract within ninety (90) days from the bid closing date. Please take this as an indicative date only. 50- When will the order be placed? Could you give an estimated delivery schedule for our reference in advance The delivery schedule will be confirmed after the FA is awarded based on UNHCR s needs. 51- Please confirm lining (inner) should be 50% cotton and 50% polyester Inside 50% cotton as stated in Annex (A). 52- Since you don t need any string or cord in the product; could you please advise the way to carry the packing bag? What is the shape of handle? If any photo to clarify please A pouch is required but without a long string/cord as stated in Annex (A). 53- sleeping bag shape: are you expecting a normal rectangular sleeping bag (without hood shape), or a sleeping bag with hood shape 54- Will be possible a solution of a sleeping bag without opening zipper It is up to the design of the product but shall be in line with EN 15537 Standard and the required specifications stated within Annex (A). 55- Could you please send the detailed specifications of the sleeping bag? The technical requirements are mentioned clearly within Annex (A) of the tender documents. 56- Fabric GSM is not given? 57- We were looking at this sleeping bag solicitation ITB/HCR/SYR/18/26 and it mentions 40,000 sleeping bags a week. It also mentions a yearly quantity of 500,000 sleeping bags. 40,000 sleeping bags a week at 52 weeks is 2,080,000 sleeping bags and not
500,000. Please clarify if the 40,000 units a week is not every week and how often. And could it be a monthly quantity? Or if the yearly total is more than 500,000? 40,000 units is the weekly delivery capacity (after mobilization time) in case of EXW/FCA delivery terms, this is will be used based on the ordered qty which will be confirmed within UNHCR purchase order after the agreement award. The estimated annual qty of 500,000 is only an estimation and it is not a commitment at all as mentioned very clearly in ITB cover letter and above. 58- Insulation: synthetic fill material specs. What is gsm required for insulation material? This is up to the bidder in line with EN 15537 Standard. 59- Outer shell: 100% polyester what is the gsm required for Polyester material and color? This is up to the bidder in line with EN 15537 Standard. 60- We are mailing in our registration application to our UNHCR office here in the states, but not sure if it will be completed by time the bid closes, can we still offer a quote? We are currently registered with UNGM. If not, do you have any suggestions on how to get this registration done quickly? Yes please quote and fill in the required registration form to be sent within the technical offer.
