SUMP SYSTEM MP 118 A utilizes a Sump System composed of two sumps, each with its own pump, to send captured hydrocarbons back through the system. The Skid Pan Sump Tank, (ABH-6110) collects liquids from the Skid Pan Drain Header. The oil collected is pumped to the Wet Oil Tank, (ABJ-3210) via a single Skid Pan Sump Pump, (PBH-6120). The water is discharged overboard through a water leg on the Sump Tank The Deck Drain Sump Tank, (ABH-6110) collects liquids from the Deck Drain Header. A. PRE-STARTUP PROCEDURES NOTICE: Refer to Preliminary Considerations in SECTION 3, PART A before beginning any start-up procedures. 1. Verify all deck drains throughout the facility are open and free from obstruction. 2. Verify that all drain valves and non-process vents on the Sumps are closed 3. Verify that the liquid level controllers and control valves are prepared to control the level in the sumps Pump run signal LC Pump Supply PCV Pump run signal LC Pump Supply PCV 4. B. START-UP PROCEDURES 1. Skid Pan Sump Tank, ABH-6110 & Sump Pump, PBH-6120 a. Verify that no safety devices are bypassed beyond those that must be bypassed for start-up (flag device as appropriate) on the Operator Interface b. Press the Reset tab on the Operator Interface to reset safety devices for the Sump Tank c. Press the Open SDV tab to open the Sump Pump Supply SDV on the Operator Interface d. Manually activate the pump to ensure the pump is operational e. Monitor and place safety devices in service as they clear WARNING: Any operating parameter that is monitored by a safety device must be continuously monitored at all times while the safety device(s) are in bypass. The bypassed safety devices (indicators) must be flagged while in bypass and reset as they come in-service. REFER TO: Section 3 Part A for further details on bypassed devices. 2. Deck Drain Sump Tank, ABH-6210 & Sump Pump, PBH-6220 a. Verify that no safety devices are bypassed beyond those that must be bypassed for start-up (flag device as appropriate) on the Operator Interface b. 3. Verify each Sump LSH is in-service on the MCP 4. Continue to monitor the bypassed safety devices and reset them as they come in service 5. Monitor any overboard water from Sumps to detect oil sheening 6. C. SHUT-DOWN PROCEDURES NOTICE: Refer to Preliminary Considerations in SECTION 4, PART A before beginning any shut-down procedures. 1. In order to shut-down the Sump Tanks, a facility process shut-in is required REFER TO: SECTION 4 (Facility Shutdown Procedure) 2. If necessary, the Sump Pump(s) can be shut-down for immediate maintenance/repair NOTICE: Shut-down of the Sump Pump(s) will cause a level to accumulate in the Sump Tank. The tank(s) must be monitored at all times and returned to service before a high level or additional shutdowns will be required. a. Manually activate the pump run signal at the Sump Tank to pump down the level in the Sump Tank before shut-down of the pump b. Close manual block valves to isolate the pump suction, discharge and air supply c. If necessary, use LO/TO procedure to isolate the electric motor d. Use appropriate collection to bleed down and drain the pumps before beginning work e.
