KINGMAN ROAD FORT BELVOIR, VIRGINIA 22060-622 1 July 2 1,2004 MEMORANDUM FOR: SUPPLY PROCESS REVIEW COMMITTEE MEMBERS SUBJECT: Approved DLMS Change (ADC) 126, DLA Unique Change to MILSTRAP DAC and DLMS Supplenlent (DS) 9471, Inventory Adjustment - Dual (Condition Transfer) and Administrative Changes to DS 9471 (Supply/Staffed by PDC 128) This memorandum forwards an approved change to DOD 4000.25-M, Defense Logistics Management System (DLMS) and DoD 4000.25-2-M, MILSTRAP. This change supports an intra-defense Logistics Agency (DLA) requirement and no change to other Component legacy systems is desired or intended, however the Components may want to evaluate and consider this functionality for modernized systems, and advise DLMSO if DLA and the Defense Automatic Addressing System Center are authorized to employ these procedures immediately. FUNCTIONAL AREA: Supply 3. REQUESTED CHANGE: a. Title: DLA Unique Change to MILSTRAP DAC and (DS) 947I, Inventory Adjustment Dual (Condition Transfer) and Administrative Changes to DS 947I b. Description of Change: (1) This is an intra-dla change that applies in both the Defense Logistics Standard System (DLSS) (i.e., Standard Automated Materiel Management System (SAMMS) and the Defense Logistics Management System (DLMS)) environments. It applies only to procurement-related Document Identifier (DI) Code DAC transactions going to DLA Inventory Control Points (ICP) (i.e., Routing Identifier (RI) Codes S9_ or SMS ) from any DLA distribution activity. For procurement-related DACs, DLA cites the Procurement Instrument Identification Number (PIIN), Contract Line Item Number (CLIN) and Call Order Number to ensure accurate mapping of the adjustment transaction to the correct procurement line item information. This change is especially critical in order to more effectively process Supply Condition Code L (Suspended (Litigation)) returns to vendors. DACs not associated with a contract receipt will have a document number in RP 30-43. (2) The DLA Distribution Standard System (DSS) is currently communicating PIIN in RP 30-42 (MILSTRAP specifies RP 30-43 will be a document number) and CLIN in RP 45-50 (MILSTRAP specifies RP 45-47 will be used for Routing Identifier (Losing) intra-component use and RP 48-50 will be used for Multiuse intra-component). DLA DSS provides Call Order Number in RP 76-79 (MILSTRAP specifies RP 76-80 will be used for Multiuse- intra- Component). Although the DS 947I Contract Summary segment (2/CS/050) accommodates Contract Number (CS01), Call Order Number (CS03) and CLIN (CS04 and CS05), the use of contract information is a DLMS enhancement. Accordingly, the Defense Automatic Addressing 1 of 6

System Center (DAASC) translation mapping for DS 947I does not accommodate this functionality. (3) This change accommodates an intra-dla unique requirement, and no change to other Component legacy systems is desired or intended, however, recommend the Components evaluate whether similar functionality is needed in their modernized systems. If this functionality is desired, please identify the requirement to DLMSO. c. Procedures: (1) Revise DOD 4000.25-2-M, MILSTRAP, Appendix 3.8, DAC, Inventory Adjustment Dual (Condition/Purpose Transfer), as shown in the enclosure. (2) Revise DAASC translation map for DS 947I, DAC, to accommodate intra-dla requirement to use the Contract Summary segment as follows: (a) Map DLSS RP 30-42 contract number to 2/CS01/050. (b) Map DLSS RP 45-50 to 2/CS05/050, in conjunction with 2/CS04/050 qualifier code C7 - Contract Line Item Number. (c) Map DLSS RP 76-79 to 2/CS03/050. (3) Comment received during PDC 128 Staffing: ORGANIZATION COMMENT RESOLUTION DAASC We have a problem from changing the DAC MILSTRAP Document to include a Contract Number in RP 30-42 in lieu of the Document Number in RP 30-43. The N9 Segment is Must Use in the IC which is causing the BSM folks to reject the 947I which contains a CS Segment. The ANSI X.12 TREE in the Mercator shows N9 as Optional however the IC and SEF shows Must Use. We need the N9 Segment changed to Optional. Concur. N9 segment will be changed from Must Use to Used and notes adjusted as noted by double underlined text in change table below. (4) Revise DS 947I in accordance with the following table. The change to acknowledge the DLA requirement is at rows #3, 6, 8, 9, and 10, all other changes are administrative. Changes as a result of PDC 128 staffing comment above are identified by double underline text at rows 3 and 6. 2 of 6

DLA has identified their requirement to use this segment for intra-dla procurement related adjustments for condition transfer. DLA uses the contract number, CLIN and Call Order Number for these transactions. Documents that use of this segment is an enhancement, and documents intra-dla requirement to use segment for procurement related inventory adjustments for condition transfer. 10. 2/CS04/050 Codes 83 and C7. Delete the DLMS notes identifying DLMS enhancement. 11. 2/LQ01/100 Change Federal note to the following: Use any code 12. 2/LQ01/100 Add qualifier GQ, Group Qualifier Code, as follows: GQ Group Qualifier Code DLMS Note: Use to identify the MMAC for NSNs to be managed by a specific manager (i.e., system, program, aggregation, selected FSC, technology group). This is an Air Force-unique data element, meaningful to the Air Force only. Non-Air Force Components perpetuate without action. A data maintenance action was approved in version 5010. The approved code/name is MAC-Materiel Management Aggregation code. The code source is identified as the Air Force Manual (AFMAN) 23-110, Volumes 1 and 2. This entire segment is a DLMS enhancement and note is being added at the segment level. authorizes specific qualifiers Administrative change to incorporate ADC 77, Air Force Unique Management Coding for Materiel Management Aggregation Code (MMAC). 5 of 6

REASON FOR CHANGE: This change documents in MILSTRAP DLA use of DI Code DAC, Inventory Adjustment-Dual (Condition Transfer), RP 30-42, 45-47, 48-50, and 76-80 for contract information associated with procurement related adjustments. This change supports SAMMS and BSM use of Procurement Instrument Identification Number (PIIN) (Contract Number), CLIN and Call Order Number to map procurement-related inventory adjustments (i.e., Supply Condition Code (SCC) L ) to the appropriate purchase order line. This change will also ensure that DAASC can accurately translate DLA DSS inventory adjustment transactions for SAMMS and BSM. DLA requires this change for immediate implementation in BSM release R2.0, which is scheduled to go live August, 2004. 5. ADVANTAGES and DISADVANTAGES: a. Advantages: This change will accomplish the following: (1) Facilitate DLA BSM release 2.0 implementation and SAMMS continuity. (2) Establish a record of previously undocumented intra-dla use of fields in the DLSS DAC, and use of the 947I Contract Summary segment (CS) which was included in DS 947I during its design, as a DLMS enhancement. (STAFFING NOTE: Although the DSS audit trail records individual D8C and D9C adjustment transactions, the transaction sent through DAASC to the ICP is a DAC. Both SAMMS and BSM accept the DAC and post individual D8C and D9C.) (3) Ensure the DAASC map for 947I can translate SAMMS DI Code DAC to 947I without loss of current intra-component functionality. b. Disadvantages: None known. 6. IMPACT: a. MILSTRAP Appendix AP3.8, Inventory Adjustment-Dual (Condition Transfer). b. DLMS, DS 947I revision to acknowledge DLA use of DLMS enhancement, segment 2/CS/050, Contract Summary to provide contract information. c.
