General Summary of Duty 1 Department resource for MDE classification activity review and determine proper allocation of positions for establishment and reclassification purposes assist management and employees with Civil Service job specifications and requirements assist with development of new position descriptions and reclassification requests interpret Civil Service and department rules, regulations, and policies work with Civil Service and department managers to resolve classification issues represent the department in on-site reviews, desk audit requests, and technical appeals. advise and provide guidance to management on the use of the specialist classifications. Duty 2 General Summary of Duty 2 Department resource for MDE selection activity post, recruit, and provide advice to hiring managers to complete selection process review and approve selection/screening criteria and interview/reference questions provide expertise in the planning and filling of vacancies. Interpret rules, regulations, and collective bargaining agreements to managers on selection issues review for approval/disapproval all requests for new hires, reassignments and transfers ensuring compliance with department policies, EEO laws, Civil Service rules, regulations and procedures, and collective bargaining agreements. evaluate and screen resumes to determine credentials and eligibility for postings work with Civil Service to ensure the appropriateness of candidate appointments. Process credential reviews through Civil Service. respond to public regarding employment inquiries consult and provide guidance to staff and general public on Civil Service rules, regulations, procedures and department policies. 26. What are the minimum education and experience qualifications needed to perform the essential functions of this position? EDUCATION: Bachelor s Degree in any major EXPERIENCE: Human Resources Analyst 9 No specific type or amount is required with a bachelor s degree Human Resources Analyst 10 One year of professional experience providing human resources services equivalent to a Human Resources Analyst 9 Human Resources Analyst P11 Two years of professional experience providing human resources services equivalent to a Human Resources Analyst, including one year equivalent to a Human Resources Analyst 10. KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of Civil Service rules and regulations, HR policies and procedures, state and federal laws, rules and regulations related to hiring, and EEO. Ability to adapt to a changing work environment and varying policies, procedures, and practices. Excellent written, verbal, and presentation skills. Ability to handle highly confidential information. Ability to collect, analyze, and evaluate a variety of complex information is required.
