NEWTON COUNTY BOARD OF COMMISSIONERS SOLID WASTE MANAGER $65,000 - $75,000 Annual Salary DOQ The Newton County Board of Commissioners in Covington, Georgia is seeking candidates for the Solid Waste Manager position. The Solid Waste Manager is responsible for managing and supervising the operations of the Newton County Landfill in compliance with all applicable regulations, as well as 11 community household waste collection facilities. Duties and responsibilities include, but are not limited to, planning, directing, and managing all landfill and hauling operations, and performing additional tasks as assigned. Newton County is home to over 100,000 residents, and employs over 600 employees, 49 part-time. It is a captivating community with an engaged citizenry located 35 miles of Atlanta. The County is governed by an elected Board of Commissioners consisting of a full-time Chairman who is elected at large and five District Commissioners. MINIMUM REQUIREMENTS: Qualified applicants must possess a Bachelor s Degree in Civil Engineering, Geology or a related field with at least five years of engineering or landfill operation experience along with a current Georgia State Landfill Operator s Certificate and valid drivers license. Duties and responsibilities include, but are not limited to, planning, directing, and managing all landfill and hauling operations, and performing additional tasks as assigned. JOB RELATED REQUIREMENTS: Regular and predictable attendance is required. Must work cooperatively with others. When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by Newton County safe driving policy. Carries out supervisory responsibility in accordance with County policies, procedures, and applicable laws including: hiring and training in job skills; planning, assigning, and directing work; appraising performance; addressing complaints and resolving problems. ESSENTIAL DUTIES AND RESPONSIBILITES: The following duties are normal for this job. These are not to be construed as exclusive or allinclusive. Other duties may be required and assigned. Plans, directs, assigns, manages and oversees all landfill operations. Supervises, trains, and evaluates assigned staff, handling all employee concerns, directing work assignments and scheduling, counseling and disciplining employees when necessary, and completing employee performance appraisals. Maintains state Landfill Certification.

Prepares all state required landfill disposal reports and submits to state EPD and DCA agencies. Prepares and/or reviews the landfill groundwater and methane monitoring program ensuring compliance with state EPD regulations and landfill operating permit. Directs daily operations of convenience centers which includes scheduling emptying containers, taking recyclables to market, making minor repairs on compactors, and ensures cleanliness of collection sites. Monitors operations; adjusts procedures and methods to comply with state permits and regulations and the solid waste management plan. Oversees administrative responsibilities of the Solid Waste Department. Develops and implements long and short-range plans. Manages and oversees capital improvement and new construction projects of the landfill. Interprets blueprints and landfill operational plans; instructs equipment operators in the proper methods and locations for refuse disposal. Ensures that all landfill disposal activities comply with federal, state and local regulations. Performs a variety of professional and technical tasks involved in the management of the department, including: preparing the annual budget; monitoring expenditures; preparing long- and short-range plans; planning work and setting priorities. Develops and manages the annual solid waste department rates and/or fees and develops the annual Solid Waste department s capital and operating budgets and monitors expenditures. Prepares and develops agenda reports, graphs and charts, and other information for the Commissioners and County Manger s Office, other departments and outside agencies regarding department programs, services and/or policies, and with regard to the progress of the waste reduction activities of the department as a whole. Submits and manages monthly revenue, fuel consumption, and charge account reports. Oversees and monitors monthly revenue collections. Assures that all landfill equipment is properly maintained by scheduling preventative maintenance, inspecting equipment on a regular basis, and assuring that necessary repairs are made. Drafts requisitions for supplies, parts, fuel, and other materials and equipment needed for landfill operations; drafts specifications for new equipment. Serves as a member of Ad Hoc, Landfill Site Selection, and other committees; participates in the landfill site selection and design process. Performs duties of landfill personnel in their absence. Performs other related duties as required. KNOWLEDGE, SKILLS AND ABILITIES Knowledge of the principles, practices and procedures of the Landfill Division and the operations and functions of the Solid Waste Department.

Knowledge of landfill management, management, chemistry as it relates to landfill gases, practices, policies and procedures as necessary in the completion of daily responsibilities. Knowledge of operations and staff plans and objectives for the expedience and effectiveness of specific duties of the position. Knowledge of all applicable laws, ordinances, policies, standards and regulations pertaining to the specific duties and responsibilities of the job. Knowledge of any changes in policy, methods, operations, budgetary and equipment needs, etc. as they pertain to departmental operations and activities. Knowledge of computer software programs as necessary in the performance of job duties. Ability to develop and administer policies, procedures, plans and activities and to monitor performance of subordinates against measured established goals. Ability to develop and implement long-term goals for the department in order to promote effectiveness and efficiency. Ability to use survey instruments and methane monitors, groundwater sampling equipment and heavy equipment such as trash compactors, bulldozers, etc. (ADA) MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS PHYSICAL REQUIREMENTS: Must be physically able to operate a variety of machinery and equipment including office equipment such as computers and adding machines, and heavy equipment such as bulldozers, trash compactors, and earth movers. Must be able to use body members to work, move or carry objects or materials. This position requires: walking, standing, bending, stooping, pushing, pulling, lifting, fingering, grasping, feeling, seeing, talking, hearing, and repetitive motions. Must be able to exert up to fifty pounds of force occasionally, and/or up to twenty pounds force frequently. Physical demand requirements are at levels of those for medium work.
