Legal Basis Law number 32/2009 concerning environmental protection and management, The government in national, province and local level should do the GHG Inventory. Such activities should be implemented and/or coordinated by the Minister for Environment.

The Role of GHG Inventory on National Mitigation Actions 1. Mitigation Action Plan be based on existing GHG inventory report 2. Mitigation Actions be measured through GHG inventory 3. The achievement of mitigation actions will be verified. 4. Result of verification will be reported to MoE 5. MoE will submit report on national GHG inventory (including BAU activities and the achievement of Mitigation Actions) 6. The report will be used as input to the process on NATCOM

Reporting 1. The GHG inventory Report should consist of: a. GHG inventory scheme; b. Methodology used; c. Emission/removal factors used; dan d. Year and source of activity data; 2. For Report on the implementation of Mitigation actions, the following need to be added: a. Overview of mitigation action plan; b. Review and assessment on the result of the implementation of mitigation actions.
Verification Elements need to be considered in term of verifying the implementation of mitigation actions, are: a. Methodology and emission/removal factors that have been used in developing GHG inventories; b. Comparability the level of emissions; funding and technology needs between the planning to the result of the implementation.
