On going GHG inventory and related initiatives 1. Indonesia Climate Change Sectoral Roadmap (ICCSR), National Planning Agency (Bappenas) 2. National GHG Inventory System as part of National MRV, Ministry of Environment (MoE) 3. New initiatives to establish: financial, REDD+, and MRV institutions. expected to be established by the end of 2010.

BAPPENAS GOI committed to implement Bali Action Plan and voluntarily set emission target: 26% (national budget), additional 15% (with international support) 3 GOI commitment at G-20 Pittsburgh and COP15 GHG emission reduction by 2020 26% National efforts 26% 15% 41% National efforts and international supports RAN-GRK/ RAD-GRK

Indonesian emission is expected to increase from 1.72 to 2.95 GtCO2e (2000-2020). National Action plan consist of 70 programs distributed among various agencies that need to be monitored. GHG Inventory at National Level GHG INVENTORY BY RELATED SECTORS IN NATIONAL LEVEL GHG INVENTORY BY RELATED SECTORS IN NATIONAL LEVEL GHG INVENTORY BY LOCAL GOVERNMENT NATIONAL GHG INVENTORY

The Role of GHG Inventory on National Mitigation Actions 1. Mitigation Action Plan be based on existing GHG inventory report 2. Mitigation Actions be measured through GHG inventory 3. The achievement of mitigation actions will be verified. 4. Result of verification will be reported to MoE 5. MoE will submit report on national GHG inventory (including BAU activities and the achievement of Mitigation Actions) 6. The report will be used as input to the process on NATCOM

Measurement 1.Data Collection (activity data) 2.Selection of methodologies, emission/removal factors 3.Tier (1/2/3) 4.Quality assurance/quality control 5.Calculation 6.Review

Reporting 1. The GHG inventory Report should consist of: a. GHG inventory scheme; b. Methodology used; c. Emission/removal factors used; dan d. Year and source of activity data; 2. For Report on the implementation of Mitigation actions, the following need to be added: a. Overview of mitigation action plan; b. Review and assessment on the result of the implementation of mitigation actions.

Verification Elements need to be considered in term of verifying the implementation of mitigation actions, are: a. Methodology and emission/removal factors that have been used in developing GHG inventories; b. Comparability the level of emissions; funding and technology needs between the planning to the result of the implementation.

NATIONAL GHG INVENTORY IN THE CONTEXT OF MRV SCHEME NATIONAL GHG INVENTORY AND EMISSIONS PROJECTION USED AS BASIS FOR DEVELOPING SECTORAL MITIGATION PLAN CALCULATING THE LEVEL OF NATIONAL GHG EMISSIONS, INCLUDING MITIGATION ACTIONS (MEASURABLE) VERIFICATION OF ACHIEVEMENT OF MITIGATION ACTIONS (VERIFIABLE) RESULT OF VERIFICATION REPORTED TO MOE MOE DEVELOPS NATIONAL GHG INVENTORY AND THE RESULT OF MITIGATION ACTIONS (REPORTABLE) REPORT OF THE IMPLEMENTATION OF MITIGATION ACTIONS PREPARED BY MOE AND REPORTED TO RAN-GRK TEAM NATIONAL GHG EMISSIONS REDUCTION TEAM Coordinated by Min of Economic REPORT OF NATIONAL GHG INVENTORY AS PART OF NATCOM National Council for CC UNFCCC

Challenges 1. GHG Inventory and MRV activities should be done based on consistency, transparency, and certainty principles. 2. How to integrate national GHG into planned National MRV system :(1) National Action Plan on Emision Reduction (2). National GHG Inventory 3. How to set up baseline data creation at appropriate scale to meet the GHG Inventory requirement. 4. The need for capacity building on (1). GHG Inventory (2). Projection and modelling (3).
