Utilities Commission Box 250, 900 Howe Street Vancouver, B.C. V6Z 2N3 Our ref: LNA 6.2.001.E.K.001.01M Date: 18 th December 2012 FortisBC Energy Inc. Application for Amendment to Rate Schedule 16 LNG Sales and Dispensing Service Dear Ms. Hamilton, We would like to submit the following comments in support of FortisBC Energy Inc. Application for Amendment to Rate Schedule 16, Liquefied Natural Gas Sales and Dispensing Service. Liquiline North America is a newly formed company specializing in Liquid Natural Gas infrastructure distribution technologies. The company s office is based in Vancouver, with the company s head office in Bergen Norway. The company is a leader in the provision of infrastructure in LNG and gas markets and has been involved in a large number of projects in Europe. We are involved in small volume LNG distribution projects in Western Canada involving the displacement diesel for off grid communities, industrial power generation (mines), and transportation (land, rail and marine) segments. Customers who would like to make the switch to LNG are dependent on a secure supply of LNG. FortisBC, with their existing facilities in Lower Mainland and on Vancouver Island are one of the few supply points on the West Coast which is suited to supply these potential new customers. I strongly believe that approval of FortisBC Application for Amendment to Rate Schedule 16 will benefit a wide new domestic customer base in BC providing a more cost effective and environmentally friendly fuel. Our position is to the support the following; 1) Increasing volume allotment enabling customers to off take the required volume of LNG to meet their requirements. 18.12.2012 Side 1 of 2
LIQUILINE NORTH AMERICA 1581 E. Kent Avenue North, Vancouver BC, V5P 4Y7, Canada Tel: 604 761 4868 www.liquiline.com 2) Provision of Long Term and Short Term LNG Service on a firm basis rather than an interruptible service will help potential natural gas users make the transition to natural gas and invest in the necessary infrastructure. 3) LNG tanker truck load out addition to FortisBC Mt Hayes facility and dispensing LNG from that facility by trucks to commercial customers broadens the supply base. The LNG industry is BC s newest industry and there is great benefit to being able to successfully use this resource base. However in order to support this new industry we need to have increased availability and supply of LNG into the market. BC will benefit from developments in infrastructure and also achieve environmental benefits associated with the wider use of natural gas. As this business expands and develops there will be a greater benefit to BC in terms of jobs and adjacent business opportunities to support this new industry. Liquiline North America supports FortisBC Rate Schedule 16 Application in terms of providing Liquefaction capacity and LNG into new markets. Yours sincerely, Calum McClure President, Liquiline North America Liquiline LNG Corporation 18.12.2012 Side 2 of 2
