Addendum for tractors: As of 2007, Vietnam has had 400,000 tractors in all kinds used in agriculture and forestry, out of which 98.4% is used in agriculture with a total capacity of 4.5 million HP (CV), up 2.7 times compared with 2001. Two-wheel tractors below 12 CV account for 67%, from 12 CV to 35 CV makes up 27%, big-size tractors over 35 CV occupies 6%. 2. Information related to the use of agricultural machinery Agricultural tractors ( related only to this typology of machine): - total amount of injuries and % of fatalities.. source of. - existence of any subsidy system for farmers, i.e., how it works. Building safety standards for tractors: proposals formed by the Ministry of Agriculture and Rural Development are submitted to the Ministry of Science and Technology to issue to apply in machinery manufacturers. Farmers are trained on safety in use of farm machinery through the Association of Farmers and the Department of Agriculture and Rural Development in localities. Safety training for users are provided by the machinery suppliers through the agricultural extension program at Central and Local levels. - estimation of the social cost of injuries for the public and private sector. - existence of testing procedures used in every country (if there is and indicate if it is a national system or an international system and the standards being used ISO, Asabe, En or other) Presently in Vietnam, the application of standards for agricultural machinery is still not in obligation. The standardization system consists of National Standard TCVN and standards at fundamental level. The TCVN is issued by Ministry of Science and Technology. Products certified as suitable to TCVN is issued by the General Department for Standards and Quality immediately under Ministry of Science and Technology. Other Certification Centers do not issue certificate of conformity for agricultural machines. Currently, Agricultural Machinery Testing Organization has no function to certify conformity. Fundamental standards are set up and released by each establishment itself. The establishments also do testing alone and announce that their products are suitable to the fundamental standards; however, the formation and application of standards are still very limited. - collection of proposals (describe any proposal you have for a better use of agricultural tractors and for the development of an international testing system).. Recommendation: Establish pilot organization belongs to the network of agricultural testing organizations in the region with functions of testing and certification of agricultural products suitable to accredited standards within the regional countries.
