Purpose : To partner with the Chief Executive and Executive Leadership Team in the delivery of organisational purpose and objectives by taking full accountability for all aspects of financial stewardship and delivery of corporate services, contributing to the development and execution of strategy and engaging fully in the commercial affairs of the organisation. In partnership with Clinical Leaders provide strategic direction, commercial and financial advice and the resources necessary to support clinical service delivery. To act in the capacity of primary advisor to the Chief Executive, Executive Leadership Team and the Board on financial and commercial matters and other general matters within the scope of accountability. To support the Board in executing its governance responsibilities and to ensure the Board is appropriately informed on all financial matters. Leadership Role : As a senior executive the Chief Financial Officer and Head of Corporate Services is expected to: Take a leadership role in the development of organisational culture and values. Work closely with the Chief Executive and Executive Leadership Team to ensure all financial, health targets and Ministry of Health / National Health Board deliverables are met. Specific Responsibilities Corporate Finance and Planning Ensures Regional Health Plans and Annual Plans are delivered on a timely basis and to a high standard. Takes responsibility for consolidations, statutory reporting, financial accounting, tax and treasury management. Develops and implements accounting and financial management policies and procedures and ensures adherence to all relevant accounting standards and best practice. Negotiates debt funding arrangements with Treasury and private sector banks. Ensures timely and accurate reporting against financial covenants and trust deed obligations. Ensures financial systems and controls are in place and operating effectively. Manages the external audit relationship and ensures the comments and recommendations of Audit NZ are responded to and implemented appropriately. Meets reporting requirements and provides information in response to Ministry and Board requests on an accurate and timely basis. Takes responsibility for co-ordinating annual planning and budgeting processes. Leads the capital planning process and ensures efficient capital allocation through use and consistent application of appropriate evaluation tools. Facilitates the completion and approval of business cases and capital expenditure applications including active review, scrutiny and input. Manages Ministry liaison, trustee relationships, service provider relationships and third party service level agreements. Takes responsibility for the ACC Management and Eligibility function. Maintains an awareness of changes occurring in the operating environment and ensures the future financial impact of these changes are anticipated and responded to. Operational Finance and Planning including Decision Support Provides effective financial and commercial support across the organisation to improve financial performance by developing capability in: - Management reporting and cost management - Budgeting and forecasting - Business case and capex preparation - Capital planning and capital allocation - Financial analysis and interpretation - Cost saving methodologies and process facilitation Assists in the development and execution of business transformation programmes and other projects. Takes responsibility for revenue management and inventory management. Participates in key decisions relating to strategic and commercial initiatives. Develops activity based analyses to provide insight into the organisations operations and business plans. Develops effective capability and sponsors best practice in decision support functions including Clinical Analysis, Clinical Costing and Volume Reporting. Provides the information and facilitates the processes required to ensure the organisation delivers appropriate and agreed financial objectives and targets. Corporate Governance and Risk Management Ensures the DHB complies with all relevant statutory and regulatory obligations. Ensures appropriate risk management, insurance and business continuity programmes, systems and processes necessary to mitigate financial and operational risk are in place and operating. Ensures all registers, including risk and interests registers, are maintained in accordance with both organisational and legislative requirements. Ensures an appropriate internal audit programme is in place and operating effectively, facilitating the process of follow up and implementation of internal audit recommendations. Develops, monitors and maintains corporate policy and procedure. Takes responsibility for Board reporting, board administration and associated secretarial functions ensuring Board papers are of high quality and available to Board members on a timely basis. Ensure compliance in accordance with the DHB s obligations under the Treaty of Waitangi. Legal Services Takes responsibility for the legal services function charged with acting as the primary legal advisor to the CEO, Board and Executive Leadership Team. Ensures that legal advice is provided in a professional, practical and efficient manner to a very high standard. Ensures internal expertise, and specialist external expertise when appropriate, is engaged to provide quality advice in all areas relevant to the activities of the DHB including: - General legislation and regulation - Funding, commercial and contract related matters - Medico-legal matters and clinical research - Dispute resolution and complaints management - Privacy and Official Information Act matters - General litigation Waitemata District Health Board -JOB DESCRIPTION 09 October 2012 Page 5

Information Management and Systems Takes responsibility for the Information Management and Systems function charged with providing systems frameworks and analytical support to the organisation. Facilitates the development of information systems strategy. Ensures those services necessary to support the efficient operation of clinical and nonclinical operations are provided in a professional, practical, and efficient manager including: - Business Intelligence - Enterprise Patient Management Systems - Production Planning Systems - Procurement and Inventory Management Systems - Clinical applications development - Data warehouse management - Clinical coding - Clinical and Corporate records - Financial, administrative and business systems. Ensures effective liaison with healthalliance in relation to systems infrastructure and applications delivery including negotiation and management of relevant service level agreements. Ensures appropriate risk management systems and processes are in place and operating effectively. Ensures effective participation in national and regional information systems steering groups. Facilities Management Develops facilities strategy, facilitates preparation and maintains the currency of the Master Facilities Plan and provides input into the asset management and capital planning processes. Provides input into business cases and capital expenditure applications. Takes responsibility for property acquisitions and divestments. Takes responsibility for development projects and other capital works, facilities maintenance, management of building services and infrastructure, energy management, building compliance and records, traffic management and security. Negotiates and manages lease contracts and takes responsibility for leased property management. Ensures effective financial controls, systems and administrative process specific to facilities management are in place and operating effectively. Corporate Affairs Takes responsibility for the Corporate Affairs function charged with acting as the primary public affairs advisor to the CEO, Board and Executive Leadership Team. Ensures those activities within the scope of accountability are operating to a high standard including: - Management of Government relationships and engagement with other stakeholders - Management of external media relationships - External communication - Reputation management - Community and patient satisfaction surveys - Liaison with the Fundraising and Sponsorship function - Sustainability initiatives and related strategy development. Fundraising and Sponsorship Takes overview responsibility for the Waitemata foundation as the primary fundraising vehicle for the organisation. Ensures the foundation is appropriately resourced and capable of maximizing fundraising and sponsorship opportunities to support organisational objectives.
