Job Description (3 year Fixed Term Contract 17.5 hours per week) Job Title: Disaster Management Officer Zimbabwe Appeal Group: International Group Team: Southern Africa Team Responsible to: Country Representative - Zimbabwe Responsible for: Supporting the ongoing development and outworking of Tearfund s strategy in response to the Zimbabwe crisis. Liaises with: Country Representative (CR), Public Policy Officer and Disaster Management Advisor for Zimbabwe; Programme Fundraising Team; Disaster Management Team; Public Policy Team; Creative Services Team; Media Team; Integral representatives and partner staff. Purpose of the Southern Africa Team: To contribute towards Tearfund s corporate strategy designed to transform the lives of 50 million poor people through mobilising 100 000 local churches Main purpose of the Job: The post holder will work with the CR to support Zimbabwean partners in implementation of immediate relief and long term recovery programmes. This will include obtaining institutional funding, acting as the coordinator for joint work with Integral, promoting prayer as well as the day-to-day management the appeal strategy and budget. In conjunction with CR and in-country staff, oversee the implementation of Tearfund s responses related to the Zimbabwe Crisis appeal Responsible for coordinating applications for institutional funding and for overseeing compliance with donor regulations Responsible for coordinating joint work with Integral Alliance members Responsible for the effective overall administration of the Zimbabwe Crisis appeal budget (including appeal funds that may be used to fund related advocacy work). Supports the CR and Public Policy Officer to manage internal and external communications relating to the Zimbabwe crisis Duties and Key Responsibilities: 1. Ongoing development and implementation of Tearfund s strategy for the Zimbabwe Crisis In conjunction with CR, ensures the ongoing development & implementation of an appropriate strategy to meet the short, medium and longer-term needs created by the crisis. This includes an appropriate and integrated exit strategy. Work with Programme Fundraising team and partners to gain institutional funding for the projects. Develop and maintain an up-to-date understanding of the context & critical issues underlying the crisis, and ensure that these are incorporated into strategy development. Identifying potential partners, setting up new partnerships and managing exit or transition. 2. Working with and enabling partners in the outworking of their strategies relating to addressing the causes for the crisis: In conjunction with the CR and Integral ensure that partners are provided with adequate, appropriate and timely resources to enable them to implement their strategies and programmes. Ensuring cohesion and co-operation between Integral and local partners. 3. Communications Respond to external communication requests in collaboration with Public Policy Officer. Responsible to ensure that relevant information from our partners, staff and the Internet is selected, screened and communicated to the relevant parts of Tearfund and Integral for use by the various teams involved with the Zimbabwe Crisis response. Work with media to do interviews, press releases and articles for wider press. 4. Appeal & Partner co-ordination Ensures the efficient processing of all partner payment requests and grant approvals and payments in line with the budget. Develop and manage the overall budget in conjunction with the CR. Arrange and participate in Crisis Communications Meetings (CRICOM). 5. Integral coordination Act as link person for any Integral response in Zimbabwe. Ensure coordination among the members. 6. Maximising prayer support Responsible for maintaining regular prayer email to supporters specifically interested in Zimbabwe, including communicating with partners and giving them feedback from supporters. In conjunction with Country Representative, lead weekly Zimbabwe Prayer Group
Engage with prayer networks/coalitions e.g. LoveZim Produce material for Prayer and Campaigns team based on requests from partners and staff involved in the crisis response Together with the rest of the SAT ensure that the partners feel they are being cared for, prayed with, listened to, and that they are encouraged in their partnership with Tearfund in both the challenge and blessing in bringing good news to the poor.
