1.0 PURPOSE The pupose of this Finding of Suitability to Tansfe (FOST) is to summaize how the equiements and notifications fo hazadous substances, petoleum poducts, and othe egulated mateials have been satisfied fo the fome Naval Ai Station (NAS) Alameda, now efeed to as Alameda Point, by the United States (U.S.) Depatment of the Navy (Navy) (see Figue 1). Fo simplicity, the lands coveed by this FOST ae efeed to heeinafte as the FOST Pacel. The FOST Pacel is composed of five non-contiguous upland and submeged land aeas. Figue 2 shows the FOST Pacel. The lands identified fo this FOST ae descibed in Section 2.0. This FOST povides documentation that the eal popety made available though the closue of NAS Alameda is envionmentally suitable fo tansfe by deed. Note that cetain envionmental pogam activities ae ongoing, including the Alameda Point Compehensive Envionmental Response, Compensation and Liability Act (CERCLA) Pogam, as discussed in Section 4.1, and Alameda Point Petoleum Pogam activities, as discussed in Section 4.2. As discussed in Section 5.0, these activities will continue afte tansfe until egulatoy closue is eceived. This FOST was pepaed in accodance with the Depatment of Defense (DoD) Base Redevelopment and Realignment Manual (BRRM) (DoD 2006) and the Navy Base Realignment and Closue (BRAC) Pogam Management Office (PMO) Policy fo Pocessing Findings of Suitability to Tansfe o Lease (Navy 2008c). 2.0 PROPERTY DESCRIPTION Fome NAS Alameda is located in the San Fancisco Bay Aea (see Figue 1). Fome NAS Alameda is located on the westen end of Alameda Island, which lies on the easten side of the San Fancisco Bay, adjacent to the City of Oakland. The upland potion of fome NAS Alameda is oughly ectangula in shape, about 2 miles long east-west and 1 mile wide nothsouth, and occupies 1,734 aces of upland land. The upland potion of fome NAS Alameda included in this FOST occupies about 511 aces and the submeged potion occupies about 870 aces. The FOST Pacel is geneally bounded on the noth by the Oakland Inne Habo, east by Main Steet, and south and west by San Fancisco Bay (see Figue 2). The FOST Pacel contains 15 out of the 34 Fome NAS Alameda Installation Restoation (IR) sites. The 15 IR sites ae pesented in Section 3 and descibed in Section 4.1. On Mach 24, 1997, the Navy enteed into a Lage Pacel Lease (LPL) with the Alameda Reuse and Redevelopment Authoity (ARRA) to allow the ARRA to lease vaious popety and buildings pio to tansfe (Navy and ARRA 1997). All of the FOST Pacel was leased to the ARRA unde this LPL. In June 2000, the Navy enteed into Lease in Futheance of Conveyance (LIFOC) with the ARRA to eplace the LPL and to allow the ARRA to continue to lease popety and buildings pio to tansfe (Navy and ARRA 2000a). Also in June 2000, the Navy and the ARRA enteed into a Memoandum of Ageement (MOA) fo the conveyance by the Navy of potions of fome NAS Alameda to the ARRA (Navy and ARRA 2000b). was dissolved in 2012 and the City of Alameda, as the ecognized Local Redevelopment Authoity (LRA), assumed all of ARRA s ights, duties, assets, and obligations unde the LIFOC and the MOA. Theefoe, the LIFOC has tansfeed to the City of Alameda. This LIFOC included all of the FOST Pacel descibed heein. Sanitay sewe, stom dain, fuel, and electic powe lines ae pesent within the FOST Pacel. The entie electical and natual gas distibution systems fo fome NAS Alameda wee tansfeed to the City of Alameda in July 2001 and ae now opeated by Alameda Municipal Powe. Fee title to the undelying popety emained with the Navy (Teta Tech 2003a). Unde the LIFOC, the City of Alameda (fomely the ARRA) is esponsible fo the opeation, maintenance, epai, eplacement, and administation of buildings and utility systems within fome NAS Alameda (Teta Tech 2003a). The FOST Pacel has been found suitable fo tansfe, based on pevious investigations, emedial action completion epots, o because emedial action teatment is in place and opeating popely and successfully (OPS), as detemined by the United States Envionmental Potection Agency (U.S. EPA) though the Defense Envionmental Restoation Pogam (DERP). 3.0 REGULATORY COORDINATION In Septembe 1992, the Navy, the State of Califonia Depatment of Health Sevices (now efeed to as Califonia EPA/Depatment of Toxic Substances Contol [DTSC]), and the Califonia Regional Wate Quality Contol Boad (Wate Boad), enteed into a Fedeal Facility Site Remediation Ageement (FFSRA) (DTSC 1992a). The U.S. EPA was not a signatoy to this ageement. The FFSRA defined the Navy s obligations fo coective action and esponse action unde the Resouce Consevation and Recovey Act (RCRA) and CERCLA fo sites that had been identified in the Navy s IR Pogam at fome NAS Alameda. Subsequent to the execution of the FFSRA, and following designation of fome NAS Alameda as a National Pioities List (NPL) site in 1999, the Navy and U.S. EPA executed a Fedeal Facility Ageement (FFA) in July 2001. Subsequently, DTSC signed the FFA in Octobe 2005 and the Wate Boad signed it in Novembe 2005. The FFA supeseded the FFSRA and defines the Navy s coective action and esponse obligations unde RCRA and CERCLA fo the CERCLA sites that have been identified at fome NAS Alameda. U.S. EPA, DTSC, and the Wate Boad wee notified of the initiation of this FOST and wee issued copies fo eview. These coective action authoities ae simila to CERCLA in that they equie esponse/coective action (cleanup) whee necessay to ensue adequate potection of human health and the envionment - see Section ( ) 121(d) of CERCLA, Final FOST fo Fome NAS Alameda 2 TRVT-4408-0001-0057

Califonia Health and Safety Code (HSC) 25296.10(b), Title 23 Califonia Code of Regulations (CCR) 2720 (definition of coective action ) and 2725(c), and Title 22 CCR 66264.101(a). Also see HSC 25187 and 25200.10(b). The DERP, codified as 10 USC 2701 2709, gave the DoD Envionmental Restoation Pogam a statutoy basis. The Navy implements the DERP subject to, and in a manne consistent with, CERCLA and its egulations. Fome NAS Alameda was peviously subject to a RCRA pemit (CA2170023236). This pemit expied in July 2003. As pat of the RCRA pemit closeout activities, a RCRA Facility Assessment (RFA) was conducted in 1992 and identified numeous SWMUs (which wee efeed to as non-pemitted SWMUs fo a peiod of time) at fome NAS Alameda, and which had not been peviously identified in the RCRA pemit. All RCRA-pemitted units have been closed, and all non-pemitted units wee delegated eithe to the CERCLA Pogam o the Petoleum Pogam as detailed in Table 4. 3.2 RESOURCE CONSERVATION AND RECOVERY ACT SUBTITLE I CORRECTIVE ACTION The Wate Boad administes the undegound stoage tank (UST) coective action pogam at fome NAS Alameda pusuant to RCRA Subtitle I and 25280-25299.8 of the Califonia HSC. The authoity of the Wate Boad to equie coective action at UST sites is set foth at Title 23 CCR Division 3, Chapte 16. Many of the Petoleum Pogam sites wee oiginally evaluated as pat of the emedial investigation (RI) completed unde CERCLA (Title 42 USC 9601[14]) at fome NAS Alameda between 1992 and 1995. Howeve, petoleum and petoleum-elated constituents including tay efiney waste (TRW), ae not included in the definition of hazadous substances unde CERCLA (Title 42 USC 9601[14]). By 1997, sufficient data had been obtained and Final FOST fo Fome NAS Alameda 3 TRVT-4408-0001-0057

analyzed fo the BRAC Cleanup Team (BCT) to detemine that a numbe of IR sites only contained petoleum o petoleum-elated constituents and, theefoe, a subset of these sites wee moved into the Petoleum Pogam (Navy 1997). By lette dated June 20, 1997, DTSC concued with this decision (DTSC 1997). Petoleum-only sites and thei constituents ae being emediated unde the 1994 Califonia UST egulation (Title 23 CCR 2720), which addesses elease to soil and goundwate fom fome USTs, abovegound stoage tanks (ASTs), and pipelines. 3.3 COMPREHENSIVE ENVIRONMENTAL RESPONSE, COMPENSATION, AND LIABILITY ACT In 1993, the Defense Base Closue and Realignment Commission ecommended the closue of fome NAS Alameda, which was opeationally closed in 1997. In 1999, fome NAS Alameda was added to the NPL. Unde Executive Ode 12580, the Navy is the lead agency esponsible fo cleanup effots at Navy popeties. CERCLA esponse actions ae initiated at envionmental sites whee CERCLA hazadous substances have been o may have been eleased. Thee ae fifteen aeas known as IR Pogam sites in this FOST. As discussed in Section 4.1, CERCLA investigations wee conducted unde the IR pogam fo these sites. 4.0 SUMMARY OF ENVIRONMENTAL CONDITIONS AND NOTIFICATIONS This section summaizes the envionmental conditions and notifications, as they elate to CERCLA, petoleum poducts and deivatives, asbestos-containing mateials (ACM), lead-based paint (LBP), and othe egulated mateials. The deed(s) fo the CERCLA-impacted FOST Pacel will contain, to the extent such infomation is available on the basis of a complete seach of agency files, a notification of hazadous substances stoed fo one (1) yea o moe, o known to be eleased, o disposed of within the FOST Pacel, in the fom and manne pescibed by CERCLA (42 USC Section 9620(h)) and Title 40 of the Code of Fedeal Regulations (CFR) Pat 373. This notice is povided in Attachment 3, the Hazadous Substances Notification Table. In addition to the hazadous substance notice, the BRRM outlines othe envionmental topics that must be addessed in a FOST. These topics ae futhe discussed below, including the envionmental conditions and actions taken on the FOST Pacel, identification of notification equiements elated to CERCLA, munitions esponse, petoleum coective action, and infomation egading ACM, LBP, and polychloinated biphenyls (PCBs). 4.1 CERCLA PROGRAM This section addesses the CERCLA sites within the FOST Pacel. The Navy initiated envionmental investigations at fome NAS Alameda unde the Navy Assessment and Contol of Installation Pollutants (NACIP) Pogam. Unde the NACIP Pogam, the Navy pefomed an initial assessment study (IAS) in 1982 to assess fome NAS Alameda fo aeas posing a potential theat to human health o the envionment due to contamination fom histoical uses involving hazadous mateials (Ecology and Envionment 1983). On June 6, 1988, the Navy eceived a Remedial Action Ode fom the Depatment of Health Sevices (now DTSC) that identified fome NAS Alameda sites as needing a emedial investigation and feasibility study (RI/FS), in accodance with the equiements of CERCLA. In esponse, the Navy conveted its NACIP Pogam into the IR Pogam to be moe consistent with CERCLA, and investigations wee conducted in a phased appoach. A compehensive base closue stategy was developed by the BCT as pat of the 1997 BRAC Cleanup Plan (BCP) at fome NAS Alameda. This stategy consolidated the initial 23 IR sites into fou Opeable Units (OUs) (OUs-2 and -4 wee late subdivided) as a management tool to acceleate site investigation (SI). IR Sites 24 though 29 wee added late and consolidated into OUs-5 and -6. IR Site 18 (Stom Sewes) was econfigued and the site was eliminated, and associated contamination in the stom sewes was investigated and emediated within the footpint of individual sites. Thee IR sites wee added to the CERCLA pogam in Decembe 2002: IR Sites 30, 31, and 32. An additional thee new sites, IR Sites 33, 34, and 35, wee added afte 2002. The new sites wee not assigned to an OU. Fifteen out of 34 fome NAS Alameda IR sites ae located within the FOST Pacel (Figue 3) and include IR Sites 7, 8, 9, 13 (patial), 14, 15 (patial), 19, 20, 22, 23, 26, 27, 28, 29 and 35. Not all envionmental sites within the FOST Pacel have eceived egulatoy agency concuence fo eithe No Action (NA) o Response Complete (RC). The status of the IR Sites is pesented in Table 1. Some CERCLA sites emain open; howeve, the emedy has been implemented and the U.S. EPA has detemined that the emedy is OPS. An NA o RC detemination is based on the findings of evaluations o cleanup actions that the pacel is suitable fo tansfe as long as the applicable notifications and estictions, outlined in Sections 4.0 and 5.0, have been implemented. No Futhe Action (NFA) designations include sites that have eceived NFA designations eithe because no esponse action was equied to povide adequate potection of human health and the envionment, o because the equied emedial action has been completed. Besides the IR sites, anothe contaminated unit investigated unde the CERCLA Pogam at fome NAS Alameda is the Mash Cust. The Mash Cust is a laye of sediment contaminated with semivolatile oganic compounds (SVOCs) that was deposited acoss the tidelands and the fome subtidal aeas fom the late 1800s until the 1920s. The contamination is believed to have esulted fom diect dischages of petoleum poducts and wastes fom fome industial pocesses into San Fancisco Bay. The Final Mash Cust Remedial Action Plan (RAP)/Recod of Decision (ROD) was signed in Febuay 2001 (Navy 2001). The Mash Cust RAP/ROD affects the FOST Pacel (Figue 11). A summay of the emainde of the CERCLA investigations conducted at IR sites within the FOST Pacel is discussed below. 4.1.1 IR Site 7 (OU-1) IR Site 7, the Navy Exchange Sevice Station, occupies 3.9 aces and is located on the easten bounday of fome NAS Alameda, adjacent to Main Steet (Figue 3). IR Site 7 consists of buildings and stuctues that cove about 30 pecent of the site, while the emainde of the site is Final FOST fo Fome NAS Alameda 5 TRVT-4408-0001-0057

open space coveed with asphalt, concete, and some unpaved aeas. IR Site 7 was gouped with IR Sites 6, 8, 14, 15, and 16 unde OU-1. Histoical uses at IR Site 7 include an automotive epai and sevicing facility and an incineato (fome Building 68-3) suounded by gassy open space (Navy 2007b). The RI epot identified COCs in the soil at IR Site 7 (Teta Tech 2004) that equied emedial action. No COCs wee identified fo goundwate at IR Site 7 (Teta Tech 2004); theefoe, NA was identified fo goundwate. The Final FS was completed in 2005. Pe-design data gaps sampling was conducted in 2007 and 2008 to optimize the emedial design. The ROD selected the emedial action of soil excavation and off-site disposal, which was conducted fom Novembe 2009 to Januay 2011 (Navy 2007b). The Remedial Action Completion Repot (RACR) documented that the implemented emedy met emedial goals and emedial action objectives (RGs/RAOs) fo unesticted use (URS 2013). 4.1.2 IR Site 8 (OU-1) IR Site 8, Building 114 (Pesticide Stoage Aea), is 4.3 aces in size, located in the cental potion of fome NAS Alameda, and also includes Building 191, Building 391, and sewage pumping station 10 (Figue 3). Eighty pecent of IR Site 8 is coveed by asphalt, concete, buildings, oads, and paking lots. Building 191 was used as stoage fo the Public Woks Depatment, and Building 391 was used to stoe paints, degeases, petoleum poducts, and hazadous waste. IR Site 8 was gouped with IR Sites 6, 7, 14, 15, and 16 unde OU-1. The OU-1 RI epot identified COCs in soil at IR Site 8 that equied emedial action (Teta Tech 2004). No COCs wee identified fo goundwate. The FS epot was completed in 2005. Pe-design data gaps sampling was conducted in 2007 and 2008 to optimize the emedial design (URS 2012b). The OU-1 ROD (Navy 2007b) selected the emedial action of soil excavation and off-site disposal which was conducted fom Novembe 2009 to July 2010. The RACR documented that the implemented emedy met RGs/RAOs fo unesticted use (URS 2012b). EPA appoved the Final RACR in July 2012. 4.1.3 IR Site 9 (OU-2A) IR Site 9, Building 410 (Paint Stipping Facility), is 2.9 aces in size and is located in the southeasten potion of the fome NAS Alameda (Figue 3). Two buildings (Buildings 410 and 351), coveing appoximately 37,000 squae feet, ae pesent at IR Site 9. Industial Wastewate Teatment Plant (IWTP) 410, also known as Stuctue 588, was located east of Building 351 and teated paint-stipping wastes. IR Site 9 is gouped with Sites 13, 19, 22, and 23 unde OU- 2A. The FS Repot concluded that thee wee no COCs fo soil. Goundwate COCs identified in the FS Repot included volatile oganic compounds (VOCs) that exceeded dinking wate standads (i.e., maximum contaminant levels [MCLs]) (OTIE 2011). A Poposed Plan was submitted in August 2011 (Navy 2011a). By lette dated August 6, 2012, the Navy povided infomation to Final FOST fo Fome NAS Alameda 6 TRVT-4408-0001-0057

suppot a Goundwate Beneficial Use Exception fo Southeast Alameda Point based on seveal lines of evidence, including poximity to San Fancisco Bay and potential fo salt wate intusion, high salinity, cuent county estictions on well installation in shallow goundwate, and potential fo suface unoff to contaminate goundwate (Navy 2012a). The egulatoy agencies concued with the Beneficial Use Exception (Wate Boad 2012a; U.S. EPA 2012c). As a esult of the Beneficial Use Exception, dinking wate standads no longe apply as cleanup goals. The OU-2A ROD documents NA fo soil and Institutional Contols (ICs) peventing use of goundwate at Site 9 (Navy 2012b). 4.1.4 IR Site 13 (OU-2A) IR Site 13, the Fome Oil Refiney, is 17.5 aces in size and is located in the southeasten potion of the fome NAS Alameda (Figue 3). IR Site 13 includes Building 397, a 17,400-squae-foot aicaft ovehaul plant and engine test facility constucted in 1958 and opeated by the Naval Ai Rewok Facility Alameda. A self-stoage facility occupies the southeasten cone of the site. The est of the site is paved o open space. IR Site 13 is gouped with IR Sites 9, 19, 22, and 23 unde OU-2A. The evised FS concluded thee wee no soil COCs, and benzene and ethylbenzene wee goundwate COCs at Site 13 due to localized vapo intusion isk. A Poposed Plan was submitted in August 2011 (Navy 2011a). The ROD selected NFA fo soil and in situ bioemediation (ISB), with monitoed natual attenuation (MNA) and ICs fo the localized benzene plume in the southeast cone of Site 13 (Figue 2) and an IC esticting use of goundwate fo all of Site 13 (Navy 2012b). The goundwate aea of Site 13 equiing emedial action is excluded fom the FOST Pacel. The Wate Boad etains its authoity to egulate the TRW and/o co-located petoleum in the futue at Site 13. 4.1.5 IR Site 14 (OU-1) IR Site 14, Fome Fie Taining Aea, is 14.2 aces in size and is located in the nothwesten potion of fome NAS Alameda nea the Oakland Inne Habo (Figue 3). IR Site 14 is patially paved and elatively flat, and includes five buildings (26, 120, 121, 122, and 388) and open space. Histoical use at IR Site 14 included aifield-elated mateials and equipment stoage, and fiefighte taining in the nothwesten potion of the site (Navy 2007a). The buildings at IR Site 14 ae cuently unoccupied. Site 14 is gouped with IR Sites 6, 7, 8, 15, and 16 within OU-1. CERCLA investigations wee conducted in 1991, with follow-on investigations in 1994 and 1998, data gap sampling in 1998, supplemental RI data gap sampling in 2001, and emoval of soil containing dioxins in 2001 (Teta Tech 2003b). The ROD documented NFA fo soil and selected ISCO, monitoing, and tempoay ICs fo goundwate (Navy 2007a). Data gaps wee identified and futhe investigations wee conducted in Mach and Apil 2007, including a pilot test on a potion of the goundwate plume, to optimize the emedial design. The goundwate emedial action began in Septembe 2008. A Technology Tansition Technical Memoandum (Battelle 2010d) was submitted to the agencies in Decembe 2010 and pesented the findings of the post-isco monitoing, as well as suppot to tansition to MNA. wok plan (RAWP) (Battelle 2011a). Goundwate monitoing will continue until RAOs ae completed. Based on pogess of the emedial action, U.S. EPA detemined that the emedy is OPS and, theefoe, Site 14 is suitable fo tansfe (U.S. EPA 2012a). 4.1.6 IR Site 15 (OU-1) IR Site 15, the Fome Tansfome Stoage Aea, consists of 5.8 unpaved aces. IR Site 15 is located in the nothwesten potion of fome NAS Alameda, adjacent to the Oakland Inne Habo (Figue 3). IR Site 15 includes Building 27 and fome Buildings 283, 301, and 389, constucted by the Navy in the 1950s. IR Site 15 was used pimaily to stoe petoleum poducts, biocides, electical equipment, including oil-filled tansfomes and machiney. IR Site 15 and is gouped with IR Sites 6, 7, 8, 14, and 16 within OU-1. An RI Repot fo IR Sites 14 and 15 was pepaed in 2003 (Teta Tech 2003b). In 2005, soil samples wee collected at IR Site 15 fo futhe polycyclic aomatic hydocabon (PAH) analysis because detection limits fo histoical PAH data wee elevated (Navy 2006a). The aveage PAH concentation in soil, expessed as benzo(a)pyene (B(a)P) equivalents, was below the sceening level of 0.62 milligams pe kilogam (mg/kg) (Navy 2006a). In Octobe 2005, the Navy distibuted the Poposed Plan fo IR Site 15, which included a ecommendation fo NFA fo soil and NA fo goundwate (Navy 2005a). The Navy pepaed a ROD documenting the decision of NFA fo soil and NA fo goundwate fo IR Site 15. The final ROD was signed with egulatoy concuence in June 2006 (Navy 2006a). IR Site 15 is closed. 4.1.7 IR Site 19 (OU-2A) IR Site 19, Yad D-13 (Hazadous Waste Stoage), is 2.7 aces in size and is located in the southeasten aea of the fome NAS Alameda (Figue 3). IR Site 19 includes Building 616 and Yad D-13, the only two stuctues on the site. IR Site 19 is gouped with IR Sites 9, 13, and 23 unde OU-2A. The FS Repot concluded that thee wee no COCs fo soil. Goundwate COCs identified in the FS Repot included VOCs that exceeded dinking wate standads (i.e., MCLs) (OTIE 2011). A Poposed Plan was submitted in August 2011 (Navy 2011a). majo industial wateway, seving maine teminals and epai facilities in the cities of Oakland and Alameda. The shoeline of IR Site 20 extends 3,960 feet. Thee ae fou stom sewe outfalls along the IR Site 20 shoeline (Figue 3). The RI epot (Battelle, ARCADIS (BBL), and Neptune & Company 2007) fo IR Site 20 documents that thee ae no unacceptable isks to human o ecological eceptos. IR Site 20 eceived egulatoy closue with a no-action ROD in Septembe 2008 (Navy 2008b). 4.1.9 IR Site 22 (OU-2A) IR Site 22, Building 547 (Fome Sevice Station), is 2.1 aces in size and is located in the southeasten aea of fome NAS Alameda along Main Steet (easten popety bounday) (Figue 3). IR Site 22 was fomely a gasoline distibution and sevice station. All buildings associated with the sevice station (Building 547, 547A, and Stuctue 547) have been demolished. IR Site 22 is gouped with IR Sites 9, 13, 19, and 23 unde OU-2A. Lead was the only chemical of concen (COC) identified in soil at IR Site 22 in the RI epot. No COCs wee identified fo goundwate at IR Site 22. Data gaps wee identified duing pepaation of the FS fo IR Site 22. The daft FS ecommended collection of additional data including soil samples beneath OWS-547 to be analyzed fo metals, PCBs, pesticides, and VOCs (SulTech 2005b). The data gaps investigation was completed in 2008. The esults of the data gaps investigation wee epoted in the final data gap technical memoandum fo OU-2A and - 2B, submitted in Januay 2009. The esults of a supplemental data gaps investigation wee epoted in 2010. The evised FS epot was submitted in June 2011 (OTIE 2011). The Poposed Plan was submitted in August 2011 (Navy 2011a). The OU-2A ROD documents NA fo soil and goundwate at Site 22 (Navy 2012b). 4.1.10 IR Site 23 (OU-2A) IR Site 23, Building 530 (Missile Rewok Opeations), is 14.3 aces in size and is located in the southeasten aea of fome NAS Alameda along the easten popety bounday (Figue 3). Building 530 is the main stuctue at IR Site 23, along with Buildings 529 and 600. The easten one-thid of IR Site 23 is used cuently as a self-stoage facility (SulTech 2005a). Site 23 is gouped with IR Sites 9, 13, 19, and 22 unde OU-2A. Asenic and TRW (lead, PAHs, and benzene) wee identified as COCs in soil. No COCs wee identified fo goundwate at IR Site 23 (SulTech 2005a). Data gaps wee identified duing pepaation of the FS fo IR Site 23. The daft FS ecommended collection of additional data, including samples of goundwate nea geneato accumulation point (GAP) 64 fo analysis of VOCs. In addition, the daft FS ecommended collecting samples of soil beneath OWSs 529 and 530 to be analyzed fo metals, PCBs, pesticides, and VOCs (SulTech 2005b). The data gaps investigation was completed in 2008. The esults of the data gaps investigation wee epoted in the final data gap technical memoandum fo OU-2A and -2B, submitted in Januay 2009. The Wate Boad etains its authoity to egulate the TRW and/o co-located petoleum in the futue at Site 23. 4.1.11 IR Site 26 (OU-6) IR Site 26, the fome Westen Hanga Zone, is located in the cente of fome NAS Alameda (Figue 3). IR Site 26 is coveed by pavement, fou aicaft hangas (Buildings 20 though 23), a painting and finishing building (Building 24), and seveal ancillay buildings. No COCs wee identified fo soil at IR Site 26. COCs identified fo goundwate wee cis-1,2- dichlooethene (DCE), tichlooethene (TCE), and vinyl chloide (Bechtel Envionmental, Inc. [Bechtel] 2003). The final ROD documented no futhe action fo soil and ISCO, enhanced ISB (EISB), MNA, and ICs fo goundwate (Navy 2006b). The Final Remedial Design/Remedial Action Wok Plan (RD/RAWP) fo goundwate was submitted in Octobe 2008 (Battelle 2008). Full-scale in situ chemical oxidation (ISCO) was pefomed between July 2008 and Febuay 2009. EISB was pefomed between Octobe 1, 2008 and Novembe 5, 2008 (Battelle 2011b). Evaluation of continuing goundwate monitoing is guiding the ongoing emedial action. Based on the documented emedial action pogess, U.S. EPA has detemined that the emedy is OPS (U.S. EPA 2012b) and, theefoe, Site 26 is suitable fo tansfe. 4.1.12 IR Site 27 (OU-6) IR Site 27, the Dock Zone, is 15.8 aces. IR Site 27 is located in the southeasten potion of fome NAS Alameda, adjacent to the Seaplane Lagoon (Figue 3). IR Site 27 is mostly paved o coveed by buildings. The site includes Buildings 68, 168, 555, and 601; Fey Point Road and West Oiskany Avenue; inactive aiload tacks and sidings; and fenced open space between Building 168 and Fey Point Road. Histoical activities at IR Site 27 included ship docking, ship epai, and maine painting. The easten potion of IR Site 27 was used fo stoing mateials and equipment, as well as vehicle paking. Building 168 was used as a waehouse and to suppot watefont sevices, including welding activities. Building 555 was used as an electical substation. Histoically, open space at IR Site 27 was used as an aicaft paking aea. The southen potion of a fome fuel fam aea is located in the nothwesten potion of IR Site 27. The ROD (Navy 2008a) documented that NA was selected fo soil and selected ISCO, MNA, and ICs fo goundwate in the cental and easten potion of IR Site 27. Sampling was conducted to suppot the design of the selected emedy. The IR Site 27 RD/RAWP was submitted in June 2009 (Battelle 2009). Remedial action began in July 2009 with ISCO completed and MNA cuently ongoing. A Technology Tansfe Technical Memoandum documents the Remedy-In-Place fo IR Site 27 (Battelle 2010b). Evaluation of continuing goundwate monitoing is guiding the ongoing emedial action. Based on the documented emedial action pogess, U.S. EPA has detemined that the emedy is OPS (U.S. EPA 2012d) and, theefoe, Site 27 is suitable fo tansfe. 4.1.13 IR Site 28 (OU-6) IR Site 28, Todd Shipyads, is 2.9 aces in size and is located in the notheasten potion of fome NAS Alameda on the Oakland Inne Habo (Figue 3). The ROD was signed in Octobe 2007 and included soil excavation and disposal and goundwate metals immobilization (Navy 2007c). The RA was completed in June 2010. The Site 28 I-RACR (Battelle 2012a) documents that all necessay soil emedial actions have been conducted to achieve the RAOs fo soil and that the soil emedy is complete. The I-RACR also documents the goundwate emedy which consisted of emoving and disposing of souceaea soil, applying and injecting metals immobilization compound, and follow-on goundwate monitoing. Evaluation of continued goundwate monitoing is guiding the ongoing emedial action. Based on the pogess documented in the I-RACR, U.S. EPA has detemined that the emedy is OPS (U.S. EPA 2012e) and, theefoe, Site 28 is suitable fo tansfe. 4.1.14 IR Site 29 (OU-4C) IR Site 29, fome Skeet Range, is a submeged site located along the nothwesten shoeline of fome NAS Alameda. IR Site 29 extends to appoximately 800 feet off shoe into the San Fancisco Bay (Figue 3). The fome Skeet Range consisted of two main shooting anges (nothen and southen) that wee actively used fo 30 to 40 yeas until they wee closed in 1993. Lead shot was dischaged fom guns towad clay pigeon tagets pojected westely ove San Fancisco Bay at the fome Skeet Range. All of the histoical stuctues elated to the shooting anges have been emoved fom the popety (Navy 2005b). No COCs wee identified in sediments at IR Site 29. PAHs in sediments at IR Site 29 wee unelated to the Skeet Range and could be associated with othe backgound souces of PAHs thoughout the San Fancisco Bay aea (Navy 2005b). The emedial altenative in the ROD identified NA fo sediments at IR Site 29 (Navy 2005b). The ROD documenting NA fo IR Site 29 was signed with egulatoy concuence in Septembe 2005 (Navy 2005b) and the site is closed. 4.1.15 IR Site 35 IR Site 35 is composed of 23 study aeas, known as aeas of concen (AOCs) (Figue 3). In 1995 and 1997, a Time Citical Removal Action (TCRA) fo stom sewe sediment emoval was completed by Navy. A potion of this wok occued within IR Site 35. In 2001, a non-time Citical Removal Action (NTCRA) was conducted in AOC 12 to emove lead-containing soil. In 2002, a TCRA was conducted fo soil with epoted benzo(a)pyene (b(a)p) equivalent concentations that exceeded 1.0 mg/kg in the top two feet of soil in the West Housing Aea (IR Site 35 AOCs 4, 5, 7, 9, 13, and 14). In 2002 a TCRA was conducted at Building 195 to emove a pesticide/fetilize shed in AOC 8. These inteim actions wee documented in the ROD as being potective of unesticted site use. A Final RI/FS Repot was pepaed fo IR Site 35 in Apil 2007 (Bechtel 2007). Based on the findings of the RI potion of the epot, eight AOCs wee identified fo soil action and no action fo goundwate. AOCs 19 and 22 wee emoved fom Site 35 and included within IR Site 6 and Coective Action Aea (CAA)-B pio to completion of the Final RI/FS (Navy 2010a). The ROD (Navy 2010a) documented NA fo goundwate, NFA equied fo AOCs 14, 15, 16 and emedial action equied fo soil in AOCs 3, 10, and 12. Remedial action included soil excavation and offsite disposal followed by site estoation (Navy 2010a). The RACR documented that the implemented emedy met RGs/RAOs (OTIE 2012) fo unesticted use. U.S. EPA concued with the Site 35 RACR and with site closue (U.S. EPA 2012f). 4.2 PETROLEUM PRODUCTS AND DERIVATIVES The histoy and status of the Alameda Petoleum Pogam is documented in the Petoleum Management Plan (PMP) (Battelle 2010a) and a subsequent update (Battelle 2012b). Unless othewise noted, these two documents ae the pimay souce fo the desciptions in the following two sections and the associated tables. The Petoleum Pogam was ceated to addess potential and actual soil and goundwate contamination elated to petoleum poducts, which ae excluded fom CERCLA egulations. The Navy developed a fuel site closue plan in 2001 in coopeation with the Wate Boad and DTSC. The Wate Boad issued a lette in 2001 poviding concuence on the appoach. The Navy identified a vaiety of CAAs as pat of the Petoleum Pogam. Those CAAs wholly o patially within the FOST Pacel ae listed in Table 2. Sepaately, the Navy and DTSC pepaed a RFA (DTSC 1992b) to identify sites potentially equiing closue unde RCRA egulations. The RFA identified all RCRA Units duing an evaluation conducted between 2004 and 2006 (SulTech 2007b). These included individual o collections of USTs, ASTs, OWSs, GAPs, and vehicle washdown aeas (WDs). The RCRA Units wee evaluated in 18 SWMU evaluation epots, geneally as pat of ongoing CERCLA investigations. RCRA Units equiing additional action wee assigned to the CERCLA Pogam o the Petoleum Pogam. USTs and ASTs within the FOST Pacel ae listed in Table 3. Othe RCRA Units within the FOST Pacel ae listed in Table 4. The tables identify unde which pogam closue is being addessed. CAA locations ae shown on Figue 4. Fuel line (FL) locations ae shown on Figue 5. AST locations ae shown on Figue 6 and UST locations ae shown on Figue 7. 4.2.1 Open Petoleum Pogam Sites The Petoleum Pogam sites discussed in this section ae open. The TRW and co-located petoleum in aeas of Sites 13 and 23 wee closed unde CERCLA. Howeve, in the OU-2A ROD the Wate Boad etained its authoity to egulate petoleum compounds in these aeas in pepetuity to mitigate potential isks to human health, safety and the envionment. They include sites with outstanding NFA equests that ae awaiting witten egulatoy concuence and sites fo which the Navy is consideing submitting NFA equests in the futue. AOC 23 A equest fo closue was submitted to the Wate Boad in Decembe 2011 fo petoleum site AOC 23, a 1,2-dichloethane (DCA) plume. CAA-4B CAA-4B consists of the aea aound Building 372 that was used as an engine test facility. It includes USTs 372-1 and 372-2 (and an associated fuel spill called AOC 372 o SWMU 372.) Both tanks wee emoved in 1995. It also includes fome fuel oil AST 372, emoved some time pio to 2002. These tanks, and the majoity of the site, ae not within the FOST Pacel. The site also includes USTs 616-1 and 616-2 (sometimes collectively called AOC 616.) These tanks wee fo emegency spill contol, but epotedly wee neve used and neve held anything but wate. They ae closed-in-place and ae within the small potion of this site that is within the FOST Pacel. A closue summay epot is with the Wate Boad pending agency concuence. The PMP indicates a ecommendation of NFA fo the USTs and fo CAA-4B. CAA-4C The site consists of the aea aound fome Building 547 that was used as a gasoline sevice station and ca wash between 1971 and 1980. It includes USTs 547-1 though 547-3 (sometimes collectively called UST(R)-17), all emoved in 1994. Suspected USTs 547-4 and 547-5 (identified in the RFA) could not be located by geophysical suvey and do not appea on base ecods. Based on eseach into the existence of these USTs, it is concluded that the USTs neve existed and wee incoectly identified by pio contactos. These USTs have been emoved fom the AP Petoleum Pogam. CAA-4C also includes fome Oil Wate Sepaato (OWS) 547. All wee within the footpint of the FOST, as is the majoity of the site. CAA-6 Only a small potion of this site is within the FOST Pacel. See Section 6.2.14 fo site discussion. CAA-7 The site consists of the aea aound Building 459 that was used as an automobile sevice station, and Building 506 that was used fo maintenance and miscellaneous equipment stoage. It includes USTs 459-1 though -8 (sometimes collectively called UST RCRA Unit [UST(R)]-16, and UST 459-7 is sometimes efeed to as NAS GAP 16) and UST 506-1, all emoved in the mid- to late-1990s. CAA-8 The site consists of the aea aound Building 114 that was used fo public woks maintenance and stoage and an administative office, and Building 191 that was used fo stoage. It includes WD 114, a washdown aea in the coutyad of Building 114, and OWS 114, located within the washdown aea. The entie site is within the FOST Pacel. CAA-9A The site consists of the aea aound Building 584 which was used fo stoage of coosives, lubicating oils, and wate teatment chemicals. It includes USTs 584-1 and 584-2, both emoved in 1994. The entie site is within the FOST Pacel. CAA-11A The site consists of the aea aound Building 14 that was used as an aicaft engine test and epai facility. The site includes USTs 14-1 though 14-6, sometimes efeed to as UST(R)-06, which wee emoved in 1994, and fome OWS 162. Aea 37 includes Stuctue 598 (also sometimes called HW-04) that was a seconday containment aea fo ASTs 598A though 598C. These ASTs wee emoved in 2004 and all ae within the FOST Pacel. Aea 37 also includes USTs 37-1 though 37-24, sometimes collectively efeed to as UST(R)-07, which wee emoved between 1995 and 1998. A majoity of the site and 18 of the 24 USTs ae within the FOST Pacel. Aea 37 also includes fome ASTs 037A though 037D which wee on adjacent popety. CAA-12 The site consists of the aea aound Building 29 that was an aicaft weapons ovehaul and testing facility; Building 38, which seved as an acoustical enclosue fo aicaft engines; and Facilities 461A, B, and C, which seved as aicaft un-up aeas. The site includes fome ASTs 029 and 038 and fome OWS 038. The majoity of the site and all the above-listed associated featues ae within the FOST Pacel. OWS 038 eceived closue by the Wate Boad in Febuay 2012 (Wate Boad 2012b). CAA-13 The site consists of the aea aound Building 397 that was a jet engine testing facility, Building 406A which contained contol equipment fo a defueling facility, Building 529 which supplied auxiliay powe fo Building 530, and Building 606 which was used as an administation building. The site includes fome ASTs 530A though 530C, and closed-in-place OWSs 529 and 530. Fee poduct was noted duing sampling activities aound the defueling facilities, sometimes efeed to as Defueling Aea 530. The site also includes fome OWSs 397A though 397D, and a 3,500- to 17,000-gallon jet fuel spill cica 1991 when heavy ains caused these fou OWSs to oveflow, and a dain valve left open on a fuel supply line allowed the elease of jet fuel (Shaw E&I 2011). Dual-vacuum extaction (DVE) and biospaging systems wee opeated fom 2003 until 2006. Most of the site, and all the above-listed associated featues, ae within the FOST Pacel. CAA-14 The site consists of the aea aound Building 331 that was used as a woodwoking facility and offices. It includes fome AST 331, also efeed to as SWMU 331. 4.3 ASBESTOS-CONTAINING MATERIAL DoD policy is to manage ACM in a manne potective of human health and the envionment, and to comply with all applicable fedeal, state, and local laws and egulations govening ACM hazads (DoD 1994). All popety subject to this FOST was subject to an Economic Development Conveyance MOA between the Navy and ARRA (now the City of Alameda), dated June 6, 2000. All available infomation egading the existence, extent and condition of known ACM was fully identified in Exhibit "I" to the Economic Development Conveyance MOA. Pusuant to and contempoaneous with that ageement, a eal popety inteest fo all of the FOST Pacel was conveyed to the ARRA in accodance with and subject to a LIFOC. Pio to that, the popety had been leased to the ARRA pusuant to an LPL. All available infomation egading the existence, extent, and condition of known ACM was fully identified in Exhibit "B" to the LPL. Since that time, ACM which, following the commencement of the LPL, may have become damaged o deteioated though the passage of time, o as a consequence of the ARRA (now the City of Alameda) activities, has been the esponsibility of the ARRA (now the City of Alameda). In addition, the ARRA (now the City of Alameda) has been esponsible fo monitoing the condition of existing ACM on the FOST Pacel fo deteioation o damage and accomplishing epais o abatement pusuant to the LIFOC, and has ageed to comply with all applicable fedeal, state, and local laws elating to ACM. The ARRA (now the City of Alameda) has ageed to pohibit occupancy of buildings o stuctues containing known ACM pio to abatement of the ACM o demolition of the stuctue. The Navy is not esponsible fo any damages elating to ACM aising out of any activities occuing afte the date of the LIFOC. No additional notices ae equied with espect to ACM. A estiction is equied as discussed in Section 5.3 to cay fowad the appopiate ACM estictions fom the LIFOC. 4.4 LEAD-BASED PAINT LBP hazads ae defined in the Fedeal Residential Lead-based Paint Hazad Reduction Act of 1992 (Title X of Public Law 102550), as codified in 42 USC 4822 (Act) as any condition that causes exposue to lead that would esult in advese health effects. The Act povides fo egulation of lead hazad abatement fom LBP. Hazads include lead-contaminated dust and soil fo taget housing only. The Act defines taget housing as any housing constucted befoe 1978, except any housing fo the eldely o pesons with disabilities (unless any child who is less than 6 yeas of age esides o is expected to eside in such housing fo the eldely o pesons with disabilities) o any zeo-bedoom dwelling. Unde the Act, the Navy is equied to disclose the pesence of known LBP and/o LBP hazads pio to the sale o tansfe of popety to a nonfedeal entity. In 1998, the Navy conducted a LBP isk assessment fo fome NAS Alameda. The Navy found LBP hazads thoughout (i.e., the inteio and exteio of all fome housing units suveyed). Notice of the existence of LBP at fome NAS Alameda was povided to the ARRA (now the City of Alameda) in 2000 when the LIFOC was executed. The LIFOC tansfeed all esponsibility fo LBP fom the Navy to the ARRA (now the City of Alameda) and equied the ARRA (now the City of Alameda) to comply with all applicable fedeal, state, and local laws. The LIFOC notified the ARRA (now the City of Alameda) that (1) buildings and othe painted stuctues in the leased pemises potentially contained LBP, and (2) such buildings and stuctues wee not suitable fo occupancy fo esidential puposes until any inspections and abatement equied by applicable law have been completed. As a condition of popety tansfe, the City of Alameda will be equied to acknowledge eceipt of the U.S. EPA-appoved pamphlet, Potect You Family Fom Lead in You Home, (EPA 747-K-94-001) and to agee that in any impovements on the FOST Pacel defined as taget housing by Title X and constucted befoe 1978, LBP hazads will be disclosed to futue occupants befoe use of such impovements as a esidential dwelling. A notification will be povided that buildings at fome NAS Alameda that wee constucted pio to 1978 may contain LBP, and demolition of nonesidential buildings constucted befoe 1978 poses the possibility that lead will be found in the soil as a esult of these activities. If the tansfeee intends to demolish and edevelop fo esidential use afte tansfe any nonesidential buildings, the tansfeee may, unde applicable law o egulation, be equied by DTSC o othe egulatoy agencies to evaluate the soil adjacent to the nonesidential buildings fo the hazads of lead in soil. Residential buildings identified with LBP ae summaized on Table 6. No additional notices ae equied with espect LBP. A estiction is equied as discussed in Section 5.4 to cay fowad the appopiate LBP estictions fom the LIFOC. 4.5 POLYCHLORINATED BIPHENYLS DoD policy guidance fo PCBs is based on the Toxic Substances Contol Act (TSCA) egulations found in Title 40 CFR Pat 761. All Navy equipment at fome NAS Alameda with oil o othe dielectic fluids that contain PCBs had a PCB concentation of less than 40 pats pe million (ppm), and all of the equipment on the FOST Pacel was tansfeed to the Alameda Bueau of Powe and Light, cuently known as the Alameda Municipal Powe in 2001. 4.6 MUNITIONS AND EXPLOSIVES OF CONCERN Unde the Munitions Response Pogam (MRP), the Navy conducted a seach to addess munitions and explosives of concen (MEC), and munitions constituents used o eleased at sites fom past on-site activities. In 1994 an Envionmental Baseline Suvey (EBS) was pepaed and included a fence-to-fence inspection, a compehensive document eview, and pesonnel inteviews to establish the histoy of MEC use, stoage, and disposal at fome NAS Alameda. The EBS documented use and stoage of MEC, but did not identify any MEC disposal within the pacel boundaies of this FOST (ERM-West 1994). Odnance has been stoed and used at fome NAS Alameda thoughout its histoy as a militay installation. Odnance stoage included ship and aicaft weapons systems, combat foce weapons, and small ams and ammunition used by base secuity pesonnel. The Navy has emoved all stoed odnance fom fome NAS Alameda (EFA-West 1999). No futhe MEC investigation is equied fo the FOST Pacel. Final FOST fo Fome NAS Alameda 18 TRVT-4408-0001-0057

4.7 RADIOLOGICAL PROGRAM Duing the base-wide EBS, the Navy eviewed on-site ecods and seached fo additional infomation on known and potential uses of adiological mateials at fome NAS Alameda (ERM-West 1994). Radioactive mateials ae any mateials that ae adioactive, except excluded adioactive mateials as defined in Section 101(22) of CERCLA. Following this, a 1995 suvey and a subsequent Histoical Radiological Assessment (HRA) wee conducted by the Navy. The esults of the HRA wee pesented as a two-volume set. Volume I addessed adioactivity associated with the Naval Nuclea Populsion Pogam (Peal Habo Naval Shipyad [PHNSY] 2000) and Volume II addessed adioactivity associated with geneal adioactive mateial (G-RAM) which, fo the puposes of the HRA, is defined as any adioactive mateial used by the Navy o Navy contactos not associated with the Naval Nuclea Populsion Pogam (Weston 2007). The two volumes wee witten by diffeent oganizations and published sepaately because diffeent Naval Sea Systems Command offices manage G-RAM apat fom the Naval Nuclea Populsion Pogam. 4.7.1 Naval Nuclea Populsion Pogam Histoically, nuclea-poweed ships have used fome NAS Alameda pot facilities. Volume I of the HRA pesents the Navy s investigation of adioactivity associated with the Naval Nuclea Populsion Pogam at fome NAS Alameda (PHNSY 2000). The HRA assessed the impact on the envionment fom nuclea-poweed ship maintenance, ovehaul, and efueling. The HRA concluded that the bething and maintenance of nuclea-poweed ships at fome NAS Alameda fom 1956 to 1997 esulted in no advese effects on human health o the envionment. Volume I of the HRA also concluded that an independent eview conducted by U.S. EPA was consistent with findings pesented in the Navy epot (EFA-West 1999). No notices o estictions ae equied egading the Naval Nuclea Populsion Pogam. 4.7.2 Geneal Radioactive Mateial Fome NAS Alameda used and stoed G-RAM duing past base opeations. The Volume II HRA designated histoical use sites as eithe adiologically impacted o non-impacted. The HRA defined a site as impacted when the site has o histoically had a potential fo G-RAM contamination based on the site opeating histoy o known contamination detected duing pevious adiation suveys. An impacted site designation identified a site as having a possibility fo contamination based on histoical ecods. Impacted sites include sites whee adioactive mateials wee used o stoed; sites whee known spills, dischages, o othe instances involving adioactive mateials have occued; o sites whee adioactive mateials might have been disposed of o buied (Weston 2007). Of 685 potential G-RAM sites at fome NAS Alameda, the HRA designated 23 sites as adiologically impacted. Of these impacted sites, nine ae located within the FOST Pacel (Table 5). The adiological site locations and status of each site ae shown on Figue 9. Sewe Line F - RAD SS-F The stom dain lines associated with Buildings 5 and 400 that dischage into the nothwest cone of Seaplane Lagoon contained adioactive contamination and equied a esponse action. An Action Memoandum was issued to document this decision, and a TCRA wok plan was finalized in June 2008. Excavation of lines began in July 2008 and demobilization was completed in Septembe 2010. Whee necessay to accommodate dainage needs, new stom dain lines wee installed to eplace those that wee emoved. Radiologically impacted soil and debis wee chaacteized and disposed of at a fully pemitted off-site disposal facility (Teta Tech EC [TtECI] 2011). The Final TCRA epot was submitted in Septembe 2011 (TtECI 2011) and no futhe action is equied fo these lines. Building 310 - RAD 053-2 -, and Building 309 - RAD 053-3 - Buildings 309 and 310 wee located above the stom dain line and wee subsequently suveyed and demolished duing the emoval fo access to the dain line. The Final TCRA epot that documents these activities was submitted in Septembe 2011 (TtECI 2011) and no futhe action is equied fo these sites. Hanga 12 RAD 053-1 In the HRA, Hanga 12 was ecommended fo No Futhe Action. The HRA noted that the Califonia Depatment of Health Sevices (pedecesso oganization to CDPH) veified Navy Radiological Affais Suppot Office (RASO) suveys, pefomed some confimation suveys, and concued with the unesticted elease fo Hanga 12. No futhe action is equied fo RAD 053-1 (Weston 2007) and the site is closed. Building 114 Coutyad - RAD 075 - Building 114 Coutyad is located within IR Site 8 and is a lage, asphalt-paved aea between sections of Building 114 and suounding a smalle Building 191. Thee is no histoy of the Navy stoing adioactive mateial in the coutyad pio to base closue; howeve, one aea has been used fo the tempoay stoage of adium-contaminated piping emoved by emediation contactos fom Building 5 (ChaduxTt 2012b). The adionuclide of concen is adium-226 based on the HRA (Weston 2007). A suvey was pefomed to confim that the coutyad is fee of adioactive mateials (ChaduxTt 2012b). The piping consisted of dain piping fom the ooms used fo adium dial painting and dial maintenance. The contaminated piping was stoed in closed bins along the noth side of the southen potion of Building 114 Coutyad. Appoximately 14,000 squae feet wee suveyed and the suvey included alpha suface scanning measuements, diect measuements, swipe suveys at defined and andom locations fo alpha and beta adiations, and measuements of adioactivity in coutyad dains (ChaduxTt 2012b). The esults of alpha suface adioactivity measuements collected in the 13 suvey units of the Building 114 Coutyad indicate that only backgound levels of adioactivity ae pesent, with no measuements exceeding the elease citeia. The data ae nomally distibuted above and below established site-specific backgound levels, with distibutions typical of backgound adioactivity. No evidence of esidual adioactivity fom histoical Navy activities was found and the Building 114 Coutyad is suitable fo unesticted use (ChaduxTt 2013). Building 7 - RAD 082 - Building 7 contained laboatoy instumentation that used adioactive souces. Building 7 was noted as impacted in the HRA because of the loss of a sealed adioactive souce in 1989 fom one of the instuments used in the laboatoy (ChaduxTt 2011a). The sealed souces contained in Building 7 instumentation wee contolled unde Navy Radioactive Mateials Pemit (NRMP) No. 04-00236-K1NP (ChaduxTt 2011a). The NRMP was closed afte all effots to locate the souce had been exhausted and all known souces wee tansfeed to Final FOST fo Fome NAS Alameda 20 TRVT-4408-0001-0057

Nuclea Regulatoy Commission license holdes. In June 1997, the Navy RASO ecommended temination of the NRMP. In Octobe 1997, a closeout scoping suvey was conducted of Rooms 211, 212, and 215 in Building 7 to evaluate whethe esidual contamination existed fom the lost sealed souce. No esults wee above backgound (ChaduxTt 2011a). A 1997 RASO eview of the suveys in Building 7 concluded that the building was suitable fo unesticted use. The Navy published a Building 7 adiological closue epot (ChaduxTt 2011a). Seaplane Ramp and Paking Apon- RAD 23F The HRA listed the Seaplane Ramp and Paking Apon as an impacted site with the Recommended Action of Fee Release pending final Navy and egulatoy agency eview and concuence of a 100% gamma suvey. Fee elease is defined in the HRA as a ecommendation made afte histoical documentation and pevious and cuent investigations and suveys indicate all applicable elease citeia have been met and the site is eady fo eview by Navy and egulatoy agencies fo futue non-adiological use. The Final Radiation Suvey Repot was eviewed and concued by Navy and egulatoy agencies (PRCEMI 1998). In Januay 2011, the Seaplane Ramp and Paking Apon was incopoated in the Radiological Contolled Aea (RCA) in suppot of the Site 17, Seaplane Lagoon, emedial action. As pat of the Navy s wok plan a dying pad was built ove the peviously eleased aea. While disceet souces of adioactive mateials wee found in the sediment, no loose sediment contamination was found. Afte the dedge wok and sediment dying was completed, the Navy emoved the pads. The potion of the Seaplane Lagoon Ramp and Paking Apon that is included in this FOST was suveyed fo adioactivity and the esults indicate that only backgound levels of adioactivity ae pesent, with no measuements exceeding the elease citeia. The data ae nomally distibuted above and below established site-specific backgound levels, with distibutions typical of backgound adioactivity. No evidence of esidual adioactivity fom histoical Navy activities was found and no futhe action is equied fo this aea pio to tansfe. A fomal completion epot epoting esults fo the entie aea is planned fo 2014. Building 66 - RAD 125 - Building 66 is a single-stoy, appoximately 31,000-squae-foot stuctue used fo aicaft engine wok and engine accessoy testing. Included wee wok on spak gap iadiatos that contained adioactive mateials, and possible decontamination and ovehaul of contaminated aicaft engines. Radionuclides of concen ae cesium 137, cobalt 60, stontium 90, plutonium 239, and uanium dioxide (ChaduxTt 2011b). Based on the ecommendation of the HRA (Weston 2007), a suvey was pefomed to confim that the building is fee of adioactive mateials associated with histoical Navy activities and Building 66 is suitable fo unesticted use (ChaduxTt 2012a). Fome Smelte Aea - RAD 125-1 - The Fome Smelte Aea is a 40,000-squae-foot aea east of Building 66 whee a fome smelte building was peviously constucted. The Smelte Aea is now occupied by Buildings 398 and 399 and associated suppot equipment. The HRA (Weston 2007) identified the possibility that adium components wee melted down at the smelte, along with othe metal components when the pevious smelte was in opeation. A scoping suvey was pefomed to evaluate whethe adionuclides of concen wee pesent in accessible aeas and to povide infomation to assist in assessing whethe the site was impacted o non-impacted and to identify futue actions, if necessay (ChaduxTt 2012a). The esults of the scoping suvey did not identify any adioactivity in soil o the concete pad above backgound Final FOST fo Fome NAS Alameda 21 TRVT-4408-0001-0057

levels o that can be associated with the Navy s fome smelte opeations; theefoe, the site is suitable fo unesticted use (ChaduxTt 2012b). 4.8 PESTICIDES The FOST Pacel may contain esidue fom pesticides that have been applied in the management of the popety. The Navy knows of no use of any egisteed pesticide in a manne inconsistent with its labeling and believes that all applications wee made in accodance with the Fedeal Insecticide, Fungicide, and Rodenticide Act, Title 7 USC 136, et seq., its implementing egulations, and accoding to the labeling povided with such substances. It is the Navy s position that it shall have no obligation unde the covenants povided pusuant to Section 120(h)(3)(A)(ii) of CERCLA, Title 42 USC 96720(h)(3)(A)(ii), fo the emediation of legally applied pesticides. 4.9 OTHER AREAS INVESTIGATED/ISSUES No othe locations of concen wee identified in aeas that ae not within IR Site boundaies. 5.0 SUMMARY OF RESTRICTIONS This section summaizes the estictions if any, associated with the FOST Pacel poposed fo tansfe elated to CERCLA/RCRA sites, petoleum poducts and deivatives, ACM, and LBP. These estictions on cetain activities ensue that post-tansfe use of the FOST Pacel is consistent with potection of human health and the envionment. 5.1 CERCLA As detailed in the following subsections, ICs will be implemented to pevent exposues to COCs in soil and goundwate on the popety. Legal instuments known as estictive covenants will include land use and activity estictions in the deed between the Navy and the popety ecipient and in Covenants(s) to Restict Use of Popety (CRUP) between the DTSC and the Navy to limit exposue to contaminated soil, and goundwate. The CERCLA ICs will be implemented in accodance with emedial design documents fo CERCLA sites whee the emedy is eithe complete o the emedy is ongoing but has been detemined to be opeating successfully. The following land use and activity estictions wee developed and pesented in RODs and within this FOST fo sites whee the emedy is ongoing but has been detemined to be opeating successfully. 5.1.1 CERCLA Sites with Remedial Action Complete All sites with Response Complete ae unesticted, with the exception of OU-2A. OU-2A equies ICs, including legal contols that minimize the potential fo human exposue to impacted goundwate by esticting its use. The legal contols pohibit use of goundwate. ICs include a estiction on installation of goundwate wells and/o poduction of shallow goundwate (i.e., goundwate pesent above the Yeba Buena Mud). 5.1.2 CERCLA Sites that have an OPS Detemination The subject CERCLA sites ae descibed in Section 4.1 and Section 4.7 and listed in Table 1. These sites ae those fo which an OPS detemination has been made but RAOs have yet to be achieved. The deed will contain the following estictions fo these CERCLA sites: A covenant by the tansfeee on behalf of itself, its successos, and assigns that pohibits any excavation, gading, emoval, tenching, filling, eath movement, mining, o othe distubance of the soil o goundwate, including development at these sites, at o below six inches of the cuent gound suface without a site management plan appoved by the Navy and egulatoy agencies. No land use change will be implemented that substantially inceases isk to human health, the envionment, o wate quality due to esidual contamination without pio consultation with the Navy. No constuction of any kind without witten appoval by the Navy. No distubance of o limitations on access to goundwate wells (Figue 10), o emedial systems The Navy etains the ight to access, and etains eal popety inteests sufficient to install, maintain, opeate, and emove goundwate wells o emedial systems as needed The footpints of the potions of CERCLA sites fo which these estictions apply ae shown in Figue 11. These inteim estictions may be emoved as documented by a ROD o RACR concued with by the US EPA. 5.1.3 Mash Cust The Final Mash Cust RAP/ROD was signed in Febuay 2001 (Navy 2001). The Mash Cust RAP/ROD identifies estictions on excavations within all of the upland FOST Pacel (see Figue 11). Fo the aeas shown on Figue 11, excavation within the Mash Cust and fome subtidal aea is pohibited, unless pope pecautions ae taken to potect woke health and safety and to ensue that excavated mateial is disposed of popely. This pohibition will be implemented with a thee-tieed appoach following tansfe of the land fom the Navy to the City: (1) a land use covenant will be executed between DTSC and the City of Alameda, (2) an Envionmental Restiction will be included in the Deed, and (3) enfocement of the existing City of Alameda Excavation Odinance Numbe 2824 ([City Odinance 2824] Navy 2001). The Navy, City and DTSC will all have enfocement authoity fo the Mash Cust estictions. 5.2 PETROLEUM PRODUCTS AND DERIVATIVES Although the Navy intends to obtain egulatoy closue fo all sites unde the petoleum pogam, the FOST Pacel will likely be tansfeed befoe the Navy obtains egulatoy closue fo some Final FOST fo Fome NAS Alameda 23 TRVT-4408-0001-0057

petoleum sites, and obtaining egulatoy closue, including equied investigation, emediation, and epoting, fo these sites shall emain the Navy s esponsibility afte the tansfe. Tansfe while petoleum emediation is ongoing is allowable unde CERCLA because Section 101(14) excludes cude oil and factions of cude oil, including the hazadous substances such as benzene that ae constituents of those petoleum substances, fom the definition of hazadous substance. The Navy will fulfill its petoleum emediation obligation eithe by completing egulatoy closue unde Navy diection o by negotiating an ageement with the tansfeee to complete these actions on behalf of the Navy. Based on cuent envionmental conditions, some petoleum-impacted aeas of the FOST Pacel cannot suppot unesticted use due to potentially unacceptable human health isk fom esidual petoleum contamination in soil and/o goundwate. In addition, afte popety tansfe the pesence of esidual petoleum in some aeas of the FOST Pacel will equie implementation of pocedues fo pope handling and disposal of any potentially contaminated soil o goundwate encounteed duing constuction o emoval fom the site. Accodingly, land use o activity estictions elating to the pesence of esidual petoleum contamination will be necessay. Fedeal quitclaim deed(s) fo tansfe of popety that include petoleum sites subject to estictions will contain a notice stating that the popety has been investigated and emediated, but contains esidual petoleum contamination, and the popety will be the subject of a ecoded covenant between the City of Alameda and the Wate Boad which identifies the conditions and equiements necessay to potect human health, safety and the envionment ( Covenant ). The Covenant will be executed and ecoded immediately following conveyance of the popety by the Navy to the City of Alameda. A footpint of sites to which the Covenant shall apply shall be identified on a map to be appoved by the Wate Boad and attached to the Covenant. Popety that includes such esticted closed petoleum sites will be enolled in the City of Alameda Land- Use Restiction Tacking and Soil/Goundwate Management Plan Pogam ( City Pogam ). Any wok conducted on the popety that involves soil excavation, tenching, o goundwate contact shall be conducted in accodance with the Covenant and the City Pogam. Fedeal quitclaim deed(s) fo tansfe of popety that include open petoleum sites not subject to estictions will contain a notice saying that the popety has not been emediated to the satisfaction of the Wate Boad, o has not been investigated to the satisfaction of the Wate Boad to detemine whethe coective action is appopiate. The popety will be enolled in the City Pogam discussed above, and any wok conducted on the popety that involves soil excavation, tenching, o goundwate contact shall be conducted pusuant to a soil/goundwate management plan that is acceptable to the Wate Boad, and in accodance with the City Pogam. 5.3 ASBESTOS-CONTAINING MATERIAL The deed will contain a estiction that the tansfeee covenants, on behalf of itself, its successos and assigns, as a covenant unning with the land, that it will pohibit occupancy and use of buildings and stuctues, o potions theeof, containing known asbestos hazads befoe abatement of such hazads. In connection with its use and occupancy of the FOST Pacel, including, but not limited to, demolition of buildings and stuctues containing asbestos o ACM, it will comply with all applicable fedeal, state, and local laws elating to asbestos and ACM. In the event that fiable, accessible, o damaged asbestos is discoveed by the tansfeee, access, use, o occupancy is pohibited until eithe (1) any necessay ACM abatement has been completed, o (2) the building is demolished by the tansfeee in accodance with all applicable fedeal, state, and local laws and othe equiements elating to asbestos o ACM. Until abatement o demolition is complete, the tansfeee must manage the ACM in accodance with all applicable fedeal, state, and local laws and equiements. 5.4 LEAD-BASED PAINT The deed will contain a estiction that the tansfeee covenants, on behalf of itself, its successos and assigns, as a covenant unning with the land, in its use and occupancy of the popety, including, but not limited to, demolition of buildings, stuctues, and facilities, and identification and evaluation of any LBP hazads, the tansfeee shall be esponsible fo managing LBP and LBP hazads in accodance with applicable fedeal, state, and local laws, and othe equiements elating to LBP and LBP hazads. Futhe, the tansfeee, its successos, and assigns will pohibit esidential occupancy and use of buildings and stuctues, o potions theeof, pio to identification and/o evaluation of any LBP hazads, and abatement of any hazads identified as equied. 6.0 ADJACENT PROPERTIES The CERCLA and Petoleum Pogam sites located immediately adjacent to FOST Pacel that could affect the FOST Pacel ae discussed in this section. Envionmental pogams at fome NAS Alameda have pogessed to the point whee chaacteization of the extent of contamination is geneally complete and the CERCLA and petoleum site boundaies have been established to consevatively encompass all known contamination as well as any anticipated migation. As a esult, these boundaies may be geneally elied upon to detemine if the FOST Pacel is impacted by adjacent sites simply by detemining if the site boundaies ovelap into the FOST Pacel. A eview of CERCLA and Petoleum Pogam sites adjacent to FOST Pacel shows that none of the adjacent sites is a potential souce of contamination to the FOST Pacel, as futhe discussed below. 6.1 ENVIROSTOR AND GEOTRACKER LISTED SITES The DTSC EnvioSto and Wate Boad Geotacke web sites wee eviewed to detemine if adjacent sites exist to the east of the FOST Pacel that could affect the FOST Pacel. No sites ae shown on the EnvioSto site and thee open UST sites ae shown on the Geotacke site. One UST site is the Encinal High School leaking UST (LUST) site. Howeve, it is not expected to impact the FOST Pacel due to its distance fom the FOST Pacel and its status is listed as case closed. Fou open UST sites ae USTs 173-1 though 3 and UST 506-1, and these ae shown as located east of Main Steet; howeve, the location and status in Geotacke ae both incoect. Site closue lettes have been issued by the Wate Boad fo each of these sites and the USTs ae actually located in the FOST Pacel west of Main Steet. 6.2 FORMER NAS ALAMEDA ADJACENT PROPERTY Sites located on fome NAS Alameda that ae situated adjacent to the FOST Pacel and ae undegoing evaluation o emedial action ae discussed and no impact is anticipated to the FOST Pacel fom this adjacent popety, as detailed below. 6.2.1 OU-1 (IR Sites 6 and 16) Thee is a high degee of confidence in the IR Site 6 and 16 boundaies as the sites have pogessed though ROD and have had CERCLA emedies implemented. IR Site 6, Aicaft Intemediate Maintenance Facility, is 5.6 aces in size, located in the mid-easten aea of fome NAS Alameda (Figue 3), and includes Buildings 41, 273, and 501; asphalt; concete; oads; and paking lots. No COCs wee identified fo soil. The selected emedy fo goundwate is ISCO. IR Site 16, Shipping Containe Stoage Aea (CANS), is 11.1 aces in size and is located in the southeasten potion of fome NAS Alameda (Figue 3). IR Site 16 consists mostly of asphalt paved aeas, concete oads, paking lots, and buildings and stoage sheds, with some unpaved open aeas. A potion of IR Site 16 is occupied by a stoage facility, and anothe potion is used as an auto shop. The emedial action fo soil began in Octobe 2009 and was completed in Mach 2010. NFA is equied fo Site 16 soil (URS 2012a). The emedial action fo goundwate in the ROD was teatment to emediation goals with ISCO, MNA, and ICs. ISCO was implemented in May 2010. Plume boundaies fo IR Sites 6 and 16 do not, and ae not, expected to impact the FOST Pacel. 6.2.2 OU-2B (IR Sites 3, 4, 11 and 21) and Petoleum Sites CAA-11B, CAA-4A, CAA-3A, CAA-3C, and CAA-4B Thee is a high degee of confidence in the OU-2B site boundaies as the site has pogessed though RI and FS. The RI included assessment of total petoleum hydocabon (TPH) contamination to soil and goundwate fom Petoleum Sites CAA-11B, CAA-4A, and CAA-4B. As a esult, the site boundaies may be elied upon to detemine if the FOST Pacel is impacted by this adjacent site and those site boundaies do not ovelap into the FOST Pacel. CAA-3C contained aviation gas tanks that wee all cleaned and closed in place, and includes petoleum site CAA-3A. Site CAA-3C is adequately chaacteized and, while additional chaacteization of Site CAA-3A has been ecommended, plume boundaies do not and ae not expected to impact the FOST Pacel. 6.2.3 OU-2C (IR Sites 5, 10, 12) Petoleum Sites CAA-5A and CAA-5B IR Site 5, also known as Building 5 (Aicaft Rewok Facility), is 47 aces in size and is located on the noth side of OU-2C. IR Site 5 is elatively flat and includes seveal buildings, paved paking lots, and oads. Building 5 is the lagest building and coves appoximately 32 pecent of the site. Additional featues associated with IR Site 5 include seveal smalle buildings and paved and unpaved open space, USTs, ASTs, OWSs 005, 006A, 006B, and 615, SWMUs, sanitay sewe lines, stom dain lines, and industial waste lines. IR Site 5 was used fo aicaft, aicaft component epai, and maintenance opeations. Fou CAAs have been identified in IR Final FOST fo Fome NAS Alameda 26 TRVT-4408-0001-0057

Site 5 aound Building 5 unde the Petoleum Pogam: CAA-5B West (south of Building 5); CAA-5A and CAA-B (east of Building 5); and CAA-5B (south of Building 5). VOCs and metals wee identified as COCs in soil. VOCs wee identified as COCs in goundwate at IR Site 5. The pesence of TPH-elated compounds in soil and goundwate that ae not being handled unde CERCLA ae being addessed unde the Petoleum Pogam at IR Site 5. Potentially adiologically impacted stom dain lines unning to the noth and to the east of IR Site 5 ae included in the OU-2C pogam. IR Site 10, also known as Building 400 (Missile Rewok Opeations), is 4 aces in size and is located on the south side of OU-2C. IR Site 10 is elatively flat and is coveed by buildings, paved paking lots, and oads. Building 400 coves appoximately 85 pecent of the site. Building 400 is cuently used as office space and a poduction lot. Because of possible petoleum contamination, a potion of IR Site 10 is designated as CAA-5C (Bechtel 2007). No impacts to the FOST Pacel ae anticipated fom IR Site 10. IR Site 12, also known as Building 10 (Powe Plant), is 2 aces in size and is located on the southwesten cone of OU-2C. IR Site 12 is elatively flat and is coveed by buildings, paved paking lots, and oads. Building 10 occupies appoximately 25 pecent of the site. Ten pecent of IR Site 12 is unpaved; the emaining 70 pecent is paved and consists of oads and paking lots. Fom the late 1930s to the ealy 1970s, Building 10 was used as the powe plant that geneated steam and compessed ai. No action was ecommended at IR Site 12 in the RI epot (Bechtel 2007). No impacts to the FOST Pacel ae anticipated fom IR Site 12. An addendum to the OU-2C FS epot was finalized in Januay 2012 (TtECI 2012a) and supplements the final FS Repot fo OU-2C IR Sites 5 and 10, which was finalized in May 2011 (Battelle 2011c). The Poposed Plan was submitted Octobe 4, 2012 (Navy 2012d). Petoleum Site CAA-5A - the site includes waste oil tanks AST 005G and UST 5-3 and jet fuel tank UST 5-2. No impacts to the FOST Pacel ae anticipated fom CAA-5A. 6.2.4 OU-3 (IR Site 1) IR Site 1, also known as the 1943-1956 Disposal Aea, occupies 36.8 aces. IR Site 1 is located in the nothwesten potion of fome NAS Alameda. Appoximately 15.5 aces of seasonal wetlands wee identified at IR Site 1. IR Site 1 includes fou buildings (111, 133, 339, and 576), pat of fome aicaft unways 7 and 13, a fome pistol ange, a fome pistol and skeet ange, a fome baseball field, a fome aicaft engine and pat stoage aea, thee closed ASTs (AST 466A, 466B, 467A) that stoed diesel and hydaulic fluid, thee catch basins, and seveal stom and sanitay sewe lines. IR Site 1 was pimaily used to dispose of waste, stoe aicaft pats and petoleum, and as a pistol and skeet ange (Navy 2009). A adiological suvey of IR Site 1 in 1998 esulted in the discovey of 335 live, 20-millimete (mm), high-explosive pojectiles and two small ams ounds. In 2007, a TCRA was conducted to emove mateial potentially pesenting an explosive hazad (MPPEH) at a fome Fiing-Range Bem and Debis Pit at IR Site 1 (TtECI 2009). The final ROD was submitted in Febuay 2009 and includes teatment of goundwate to emediation goals with ISCO, MNA, and long-tem goundwate monitoing to ensue pemanent eduction of COCs. A adiological RD/RAWP was issued in Octobe 2012. A goundwate emedial design implementation plan was issued in Decembe 2011. The goundwate emedial action (ISCO) began in Febuay 2012. A final sampling and analysis plan fo the bun aea focused feasibility study was issued in May 2012 (AMEC Eath and Envionment 2012). Submittal of an IR Site 1 ROD amendment is pending. 6.2.5 OU-4A (IR Site 2) IR Site 2, also known as OU-4A and efeed to as the West Beach Landfill and Wetlands, encompasses 127.1 aces in the fa southwesten potion of fome NAS Alameda. The landfill potion of the site (West Beach Landfill) occupies 77 aces and the wetlands potion of the site (West Beach Wetlands) occupies appoximately 33 aces. IR Site 2 was oiginally constucted in a shallow open wate envionment though dedging and filling. Beginning in 1956, IR Site 2 was epotedly used fo disposal of waste geneated by fome NAS Alameda activities fom the 1950s though 1978. Landfill opeations at IR Site 2 teminated in ealy 1978 (Battelle and BBL 2008). An appoximately 2.5-ace buial site containing MPPEH was located in the southeast cone of the IR Site 2 landfill. The identification of this aea was based on the esults of a geophysical suvey, site histoy, and inteviews conducted with fome NAS Alameda depatmental pesonnel. Repotedly, the MPPEH oiginated fom the Defense Logistics Agency in Alameda. Appoximately fou tuckloads of MPPEH anging in size (fom 4 feet long by 1 foot wide to smalle munitions) wee disposed of at this location in 1976 (SSPORTS 1999). In 2002, a total of 8,675 20-mm soft-steel taget pactice ounds wee identified within 12 inches of the suface at the buial site, and wee emoved in accodance with an emegency emoval action (FWC 2003). Given the implementation of this emoval action and the esults of othe subsequent investigation activities that have not indicated the pesence of MPPEH, the Final FS fo IR Site 2 does not conside MPPEH a significant issue petinent to the oveall isk management famewok fo the site (Battelle and BBL 2008). Based on a human health isk assessment, PAHs, total PCBs, metals, and adionuclides wee identified as pimay human isk dives in soil at IR Site 2 in the landfill aea. Metals, total PCBs, and adionuclides wee identified as pimay human isk dives in soil in the wetland aea, again based on the isk assessment. A TCRA was ecommended to addess adionuclides in suface and subsuface soil at IR Site 2. The pimay human isk dives identified in goundwate wee total PCBs, pesticides, and polychloinated dibenzo-p-dioxins and polychloinated dibenzofuans. Metals, total PCBs, pesticides, and adionuclides wee identified in the ecological isk assessment as pimay ecological isk dives in soil at IR Site 2 in the landfill and the wetland aeas (Battelle and BBL 2008). The TCRA fo adiological mateials at IR Site 2 was completed in July 2008. The final FS epot was submitted in Septembe 2008. The final TCRA completion epot was issued in August 2009. The Navy assessed the potential fo off-site methane migation in Decembe 2008, in the inteest of obtaining the necessay data to suppot the eal estate tansfe. pesented in the daft technical memoandum data gaps investigation esults epot (SulTech 2009). The Poposed Plan was issued in Septembe 2009 and selected a multilaye soil cove, engineeing contols and ICs, and monitoing fo the emedial altenative. The ROD was issued in Octobe 2010. The pe-design field investigation wok plan was issued in Febuay 2011. 6.2.6 OU-4B (IR Sites 17 and 24) OU-4B consists of Site 17 (Seaplane Lagoon) and Site 24 (Pies 1 and 2 Sediments). The Final ROD fo Site 17 was submitted in Novembe 2006. The pefeed altenative fo contaminated sediment at Site 17 is dedging, dewateing, and disposal at a pemitted off-site waste disposal facility. A combined Peliminay RD/RAWP was submitted in Octobe 2007. The Site 17 RD was finalized in July 2008 and the Final RAWP was issued in Januay 2011. Remedial action began in Januay 2011 and is expected to be completed in Decembe 2012. A TCRA was conducted to emove the constuction debis piles located along the nothen shoeline of Site 17 (TtECI 2012b). The Final TCRA Action Memoandum and Wok Plan wee issued in Septembe 2008. TCRA fieldwok stated in Septembe 2008. Afte evaluation of post-dedging data, additional sediment was emoved fom the debis pile aea in May 2011 (Battelle 2012c). The ROD fo Site 24 was issued May 2010 (Navy 2010b) and detailed the selection of the pefeed altenative that includes dedging, dewateing, and disposal of contaminated sediment at a pemitted off-site waste disposal facility. 6.2.7 IR Site 32 (Nothwest Odnance Stoage Aea) and Associated Issues This site was added to the CERCLA pogam in Januay 2003 based on VOCs in goundwate. DTSC accepted the daft final RI epot, with data gaps to be filled duing the RD phase. A final FS was issued in Januay 2008; howeve, a TCRA completed in June of 2008 expanded the investigation of Site 32 outside of the IR site bounday adjacent to the FOST Pacel (TtECI 2009). The investigation of the expanded aea is not complete. The FOST pacel has been changed fom that pesented in the daft FOST to emove those aeas whee the expanded investigation is taking place outside of IR Site 32. The investigation of the expanded aea is not complete. The Investigation of the Site 32 aea indicated that soils at IR Site 32 ae adium-226 impacted. The adium-226 at IR Site 32 is not mobile. 6.2.8 IR Site 33 IR Site 33 is in the site inspection phase of investigation. An expanded site inspection epot was submitted in Januay 2011 and a TCRA wok plan and Final Action Memo have been issued. Removal actions began in the fall of 2012. The pimay contaminants ae PAHs in soil. 6.2.9 IR Site 34 (Fome Nothwest Shop Aea) and Associated Issues This site is a 4.18-ace aea that is a patially paved, elatively flat open space. IR Site 34 was a Naval Ai Rewok Facility used to maintain base equipment, such as scaffolding and othe appaatus. The site was used pimaily fo painting sevices, stoage, wood and metal shops, and sandblasting. IR Site 34 fomely contained seveal stuctues, including 12 buildings (330, 331, 343, 344, 472, 474, 475, 476, 477, 479, 510, and 604) and intevening open aeas; seven ASTs (330A, 330B, 344A, 344B, 344C, 344D, and 331); GAPs 78 and 79; 15 tansfomes; and an aviation gasoline fuel line. emoved between 1996 and 2000, except fo thei concete pads. The ROD fo Site 34 was issued Apil 2011 (Navy 2011c). The ROD documents the pefeed emedial action of excavation, tanspotation, and disposal of chemically impacted soil, and no action fo goundwate. In addition, soil that contains TPH above cleanup standads collocated with CERCLA contaminants would also be excavated and disposed of at an acceptable site. The disposal site will be chosen (including possible locations at Alameda Point) based on the esults fom the waste chaacteization sampling (Navy 2011c). 6.2.10 EDC-12 AOC 1 This site is a fome stoage yad whee asenic and cobalt wee detected above backgound levels and esidential RSLs. Investigation is ongoing, but the site is not expected to impact the FOST pacel because the contaminants ae not consideed mobile. 6.2.11 EDC-12 AOC 6 This site is an aea whee hexavalent chomium was detected in soil samples above backgound levels and esidential RSLs. Investigation is ongoing, but the site is not expected to impact the FOST pacel because the contaminants ae not consideed mobile. 6.2.12 Radiologically Impacted Stom Dain Coidos Radiologically impacted stom dain coidos ae located adjacent to the FOST Pacel and oiginate fom Buildings 5, 10, and 400 noth to the Oakland Inne Habo and south to the Seaplane Lagoon. The FOST Pacel footpint has been established to exclude these dain lines and to allow fo sufficient buffe to exist between the dains and the FOST Pacel including sufficient footpint to allow fo equipment access, laydown aeas, and to ensue that the FOST Pacel is not impacted by any potential elease fom defects in the sewe system along the un of piping. 6.2.13 Radiological Sites Some adiological sites identified in the HRA (Weston 2007) ae located on land adjacent to the FOST Pacel. These sites include Building 5 (RAD 054-2), Building 400 (RAD 052), IR Site 1 (RAD IR1), IR Site 2 (RAD IR2), the RadShack Aea (RAD 006), Seaplane Lagoon (RAD Lagoon), and fome smelte, sanitay, and stom dain systems (RAD SS-F). In addition, the HRA also ecommended a FSS be conducted fo the Seaplane Ramp (RAD 23F) (a potion of which is adjacent to FOST pacel), and Pie 3 (RAD Pie 3). These adjacent sites ae in vaious stages of evaluation and cannot be ecommended fo unesicted elease (any esidual contamination is below today s elease citeia) until the Navy and appopiate egulatoy agencies have eviewed each Final Status Suvey (FSS) epot and ageed with the assessment. The oveall conclusion of the HRA (Weston 2007) is that low levels of adioactive contamination exist within the confines of fome NAS Alameda. The eview of pevious adiological activities, cleanup actions, and elease suveys has not identified any imminent theat o substantial isk to tenants of fome NAS Alameda o the local community. 6.2.14 Petoleum Sites Seveal adjacent petoleum sites ae located in poximity to the FOST Pacel and they ae futhe discussed below: AOC 23G The site consists of the aea aound the fome gas station located at the easten end of Runway 25. The site is on popety adjacent to the FOST Pacel assigned to the Depatment of Inteio. The site contamination is beneath a cuent unway and sepaated fom the FOST Pacel by sufficient distance to minimize the potential fo migation of contaminants fom the site to the FOST Pacel. CAA-B The site consists of the aea aound thee east-west, paallel FLs used to tanspot jet fuel, with multiple cossing FLs (about 22,500 feet) that link a seies of fueling pits. The FLs wee abandoned in place in 1998. The site is located both within and adjacent to the FOST Pacel. CAA-3A The site consists of the aea aound Building 398 that was used fo Auxiliay Powe Units, Cooling Ai Tubines, shop, and aicaft engine test cells. It includes USTs 398-1 and 398-2 (sometimes collectively called AOC 398) and associated piping. It also includes Naval Aviation Depot (NADEP) GAP 45, a tubine accessoy shop in Building 398, and M-07, the Building 398 solvent distillation unit. The site also includes ASTs 398-1 though 398-3. The majoity of the site is on adjacent popety, with a small slive extending into the FOST Pacel. None of the tanks was within the FOST Pacel. In 1995 the tanks wee emoved along with potions of the piping, and emaining potions of piping wee plugged. Fee poduct was identified duing tank emoval. Site investigation is ongoing. CAA-3B - The site consists of the aea aound Building 109 and 430 which was a gasoline tuck loading station. Histoical documents suggest an inadvetent elease occued duing fueling. The site has been chaacteized and thee is no souce emaining. The FOST Pacel is not expected to be impacted by any eleases fom the site. CAA-3C The site consists of the aea aound USTs 97-A though -E. The majoity of the site is on adjacent popety, with a small slive extending into the FOST Pacel. None of the tanks was within the FOST Pacel. Leaks wee found in seveal of the tanks in the mid- to late- 1970s. In 1987 the tanks wee emoved, and the FOST Pacel is not expected to be impacted by any eleases fom the site. CAA-6 The site consists of the aea aound Building 373 that was used as a fuel-loading station. It includes USTs 373-1 and 373-2 (sometimes collectively called AOC 373) and OWS 373, all emoved in 1998-1999, and a solvent stoage aea known as GAP 37. DVE and biospaging systems wee installed and opeated between 2002 and 2005. A small potion of the site, but none of the above listed associated featues, is within the FOST Pacel. Petoleum Site CAA-6 ovelaps into the FOST Pacel and equies futhe action fo closue. Theefoe, this site equies estictions as discussed in Section 5.0.
