The Market Development Programme for Waste Resources 2007-2011 Enterprise Ireland Environmental Forum Fred Mc Darby Secretary Market Development Group
Structure of Presentation Policy, Targets and Trends relating to Recycling Role of Market Development Group Market Development Programme
National Waste Database Report 2005 (EPA) Recycling Trends Recycling of municipal waste up to 34.6% Household waste recovered up to 23% Commercial waste up to 49.4% Recycling of packaging waste up to 60% Most of this recovered material is recycled abroad. This has increased from 74% in 2004 to 83% in 2005

Benefits of Recycling in Ireland Economic Benefits Create sustainable employment Add value to the material at home Develop expertise in recycling innovation and infrastructure Greater self-sufficiency and ability to respond to global shocks in recyclable commodities Environmental Benefits Reduce transportation of materials Carbon Footprint Reduce use of resources and virgin raw materials by Irish industry Give confidence to the public and promote participation in recycling
Barriers to Recycling in Ireland Loss of Recycling Infrastructure Irish Ispat ferrous metals IGB - glass Smurfit paper / cardboard Recyclables a Tradable Commodity Huge demand from China and India for all materials Very competitive prices Lack of supply or Critical Mass for individual streams (Ireland same size as Greater Manchester) Lack of Standards / Awareness / Research
Establishment of Market Development Group MDG established by DoEHLG to develop and drive a Market Development Programme Structure Independent Chairperson and representatives from state departments / agencies, business organisations, local authorities. Plenary Committee, Steering Group, 3 Material Sub-Groups for the main waste streams: Organics, Paper, Plastics Terms of reference and draft materials programmes prepared Following selective invitation to tender, RPS commissioned to devise multi-annual programme (2006) Tender issued 19 th Feb closing 9 th April 2008
Focus of Market Development Programme Focus of NWPP Focus of MDP
Market Development Programme Goal: Increase Recycling Levels in Ireland Fully harness and support existing outlets Identify and develop new, reliable and stable markets for recyclables Initiatives under three headings Technical: e.g. develop materials standards and quality systems to give confidence to the market Communications: overcome lack of awareness and create communication between stakeholders Economic: support innovation and product development and initiatives between those managing the waste and those creating new products

Organics Programme and Landfill Diversion Targets >700,000 tonnes of green and food waste arisings (2005) <100,000 tonnes of food and green waste was composted (2005) 32 composting plants and 3 pilot scale AD Plants
Programme Initiatives: Organics
Paper Programme: Initiatives Reduce landfill Increase recovery to 60% by 2011 Increase recovery in Ireland ~900,000 tonnes of waste paper and cardboard arisings (2005) ~50% of the waste paper stream recovered ~50% of the waste stream was landfilled >400,000 tonnes (>90% )of the total waste paper recovered abroad
Programme Initiatives: Paper
