Transfrming The Prcess Industries RAPID Prpsal and Award Prcess PHASE I: Call fr Prpsals and Prpsal Submissin Opprtunity Annunced. RAPID issued a call fr prject prpsals n August 21 st, 2017 with a clsing date f 12:00AM EST n September 19 th, 2017. The call has been cmmunicated bradly thrugh ur member base, and psted n the publically accessible AIChE and RAPID websites. Deadlines, needed infrmatin, and prcedures fr submitting prpsals are included in the annuncement. Anyne (members r nn-members) can submit a prpsal. Hwever, a membership agreement must be in place befre funding fr a selected prject will prceed. Prpsal Submissin. Prject prpsals must be submitted electrnically submissin instructins can be lcated n the RAPID website. Interested parties will be asked t submit a prpsal describing their prject prpsal. A template with details n required infrmatin is available as part f the prpsal call. Prpsals must be submitted t nly ne f the six fcus areas. Prpsal Submissin Acknwledgement. Prpsal submitter will receive an email cnfirmatin that their prpsal was received Prject prpsals will be assigned t a technical advisry bard (TAB) subcmmittee based n the fcus area selected by the prpsal submitter. A cmpliance review will be perfrmed fr all prpsals t insure they meet minimum cst share requirements and frmatting as called ut in the prpsal template. A prpsal may be returned withut review if it des nt cmply. PHASE II: Prpsal Review and Prcessing The TAB Sub-Cmmittees will review the prject prpsals submitted t their respective areas. Each TAB Sub-Cmmittee is led by the Fcus Area (FA) Lead and cnsists f RAPID members nminated by TAB members. The TAB Sub-Cmmittees will be gverned by the Cnflict f Interest (COI) Plicy fr RAPID and will fllw a recusal prcess fr thse with an apparent r real COI. Peer Review. Once a prpsal is received, the Fcus Area Lead will lead his/her TAB Sub- Cmmittee in evaluating prject prpsals. The FA lead will assign each prject prpsal t a set f reviewers (including ne Lead Reviewer wh will present the findings t the entire FA TAB Sub-Cmmittee)
Transfrming The Prcess Industries within the FA TAB Sub-Cmmittee. The Reviewers will evaluate their assigned prjects using the criteria in the Screcard (belw) by assigning a scre f Excellent (E), Very Gd (VG), Gd (G), Fair (F), and Pr (P) fr each categry and then prviding an verall assessment f the prject based n the criteria scres. Descriptins f what is meant by E, G, and P are prvided t help calibrate scring. Particular emphasis will be given t the technical merits f the prpsal and the fit with RAPID bjectives. The FA TAB Sub-Cmmittee will participate in a frmal review meeting t rank all prject prpsals submitted t their respective FA. The meeting will be run by an
AIChE Facilitatr. Transfrming The Prcess Industries The FA Lead will create a Rank-Ordered List f prjects reviewed by the FA TAB Sub- Cmmittee, srted based n prject scre. All prjects will be included in the list regardless f scre. Aggregatin f the TAB Sub-Cmmittee results. The FA Lead will prvide the RAPID CTO with a Rank-Ordered List f prjects. The CTO will aggregate Rank-Ordered Lists frm all 6 FAs and make a recmmendatin t the TAB n the prjects that shuld be funded. This aggregatin and recmmendatin will take int accunt recmmendatins made by the sub-cmmittees alng with the need t generate a prtfli f prjects that balances prject duratins and risk, accurately reflects the technical pririties f the institute, creates a path t meeting the brad set f institute metrics, and allws the RAPID institute t meet its cst share cmmitments. The TAB will evaluate these prjects and make a final recmmendatin n prjects fr funding. Final apprval f RAPID recmmended prtfli f prjects. Once the prtfli f prjects is recmmended by the TAB, with CTO will present this t the CEO and gverning bard fr endrsement. The technical package is then sent t the DOE Technlgy Manager fr cncurrence PHASE III: Award Prcessing Selected prjects will then enter negtiatins with RAPID and the final prject package will be sent t the DOE prir t the final awarding f funds
