CONTENTS OBJECTIVES CONTEXT ACTIVITIES AND PROCESES TO REACH MDG # 1 USES OF ICT FOR THESE ACTIVITIES HOW TO SHARE KNOWLEDGE AND PROMOTE PARTNERSHIPS ABOUT ADOPTING ICT TO REACH MDG # 1

OBJECTIVES (1) OBJECTIVES (1) This Thematic Session shall allow participants to: 1. elaborate a catalogue of diverse specific activities that may significantly contribute to reaching MDG on education and health, that is to say, particular activities to: i. Attain universal primary education ii. Combat HIV/AIDS iii. Reduce maternal and child mortality iv. Combat malaria, tuberculosis and other diseases 2. point out to specific applications of ICT to carry out the different specific activities listed in the catalogue 3. identify and asses, from concrete experiences of participants in the roundtable, examples of viable and useful applications of ICT in those specific activities http://www.unpan.org/dpadm/ 3

OBJECTIVES (2) 4. analyze in relation with these examples the particular features at which other potential users of similar applications should look in order to determine which experiences may be adapted to meet their singular needs 5. determine the leading institutions, organizations and networks, in different countries and at the regional level, with respect to uses of ICT in relation with the MDG #1 addressed in this roundtable 6. identify and weight factors that may hinder these uses of ICT for development in the public and private sectors, as in civil society organizations 7. propose ways to ease the adoption of these ICT uses in activities of high importance for development http://www.unpan.org/dpadm/ 4

MDG2: EDUCATION (1) MILLENIUM DEVELOPMENT GOALS AND RELATED TARGETS EXAMPLES OF SPECIFIC ACTIVITIES IN WHICH ICT IS APPLIED TO REACH THE RESPECTIVE MDG EXAMPLES OF SPECIFIC USES OF ICT IS APPLIED IN THESE ACTIVITIES TO REACH THE RESPECTIVE MDG MDG 2: ACHIEVE UNIVERSAL PRIMARY EDUCATION promote local school communities bringing closer to school activities: local authorities, parents, media, etc. enhance education quality and relevance at all levels; favor access and permanence of students from different socioeconomic backgrounds; advance teachers skills and promote exchanges of experiences among them, including e-dialogues; create stronger commitment to education as a pillar of national development strategies; provide better teaching and learning tools; improve schools physical infrastructure; increase quantity and enhance quality of educational materials and contents, including use of online libraries; innovate on access to education schemes for students from remote or sparsely populated localities, including e-education;

MDG2: EDUCATION (2) MILLENIUM DEVELOPMENT GOALS AND RELATED TARGETS Target 2.A: Ensure that, by 2015, children everywhere, boys and girls alike, will be able to complete a full course of primary schooling EXAMPLES OF SPECIFIC ACTIVITIES IN WHICH ICT IS APPLIED TO REACH THE RESPECTIVE MDG strengthen families commitment to education and promote equal treatment for boys and girls; enhance demographic and socioeconomic databases (ideally geo-referenced) of school-age populations; adopt flexible schemes to better utilize existing school infrastructure in the public and private sectors; facilitate accreditation for students from seasonally or permanently migrating populations; provide public information on coverage, performance and quality of education services at local or school levels; improve targeting of out-of-school children populations, instrument incentive policies to diminish absenteeism and drop-outs, decentralize functions to local levels to facilitate control; enhance evaluation of policy interventions; make courses and education programs more relevant and attractive for students from diverse cultural and socioeconomic backgrounds; EXAMPLES OF SPECIFIC USES OF ICT IS APPLIED IN THESE ACTIVITIES TO REACH THE RESPECTIVE MDG

GOALS 4, 5, 6: HEALTH (1) MILLENIUM DEVELOPMENT GOALS AND RELATED TARGETS IMPROVE HEALTH IN GENERAL (1) EXAMPLES OF SPECIFIC ACTIVITIES IN WHICH ICT IS APPLIED TO REACH THE RESPECTIVE MDG strengthen commitment to health for all, enhancing awareness and education among the population about health risks and conditions, to increase prevention; improve sanitation, hygiene and a clean and safe environment to reduce incidence of infectious diseases; promote among the population adequate food, nutrition and exercise habits, as well as periodic checkup practices, to prevent chronic or degenerative diseases; advance and strengthen health services in general, particularly at the local level, and implement efficient referral systems among health institutions (different attention levels, public and private institutions, etc.); provide more ample and equitable access to health services for disadvantaged populations (for instance, from informal occupations, low-income groups, migrants, or residents in remote or sparsely populated areas, etc.); promote local health communities and citizens engagement about health strategies, bringing closer to the local health institutions: local authorities, community members, school principals, etc. implement public health indicator systems (morbidity combined with demographic and socioeconomic statistics, administrativeoperations institutional performance, etc.), preferably georeferenced, for timely monitoring; EXAMPLES OF SPECIFIC USES OF ICT IS APPLIED IN THESE ACTIVITIES TO REACH THE RESPECTIVE MDG

GOALS 4, 5, 6: HEALTH (5) MILLENIUM DEVELOPMENT GOALS AND RELATED TARGETS MDG 6: COMBAT HIV/AIDS, MALARIA AND OTHER DISEASES EXAMPLES OF SPECIFIC ACTIVITIES IN WHICH ICT IS APPLIED TO REACH THE RESPECTIVE MDG EXAMPLES OF SPECIFIC USES OF ICT IS APPLIED IN THESE ACTIVITIES TO REACH THE RESPECTIVE MDG Target 6.A: Have halted by 2015 and begun to reverse the spread of HIV/AIDS. strengthen prevention efforts and integrate these to treatment systems for all sexually transmitted infections through awareness and information campaigns or programs, aimed at education and behavior change for the youth, migrants and their partners, and the general population; enhance condom promotion programs focused on vulnerable populations; promote voluntary testing and counseling, including prenatal testing and antiretroviral drugs use to prevent mother to child transmission; adopt health systems precautions and blood safety procedures; focus on vulnerable populations and monitor them closely; ensure equitable access to the treatment; empower women and girls; plan for orphans and vulnerable children; expand international and domestic financing and implement mechanisms for transparency, control and accountability;

GOALS 4, 5, 6: HEALTH (1) MILLENIUM DEVELOPMENT GOALS AND RELATED TARGETS Target 6.B: Achieve, by 2010, universal access to treatment for HIV/AIDS for all those who need it EXAMPLES OF SPECIFIC ACTIVITIES IN WHICH ICT IS APPLIED TO REACH THE RESPECTIVE MDG persevere in education efforts among the population to look at HIV-AIDS as a public health problem and eliminate social and cultural stigmatization; increase and diversify funding for HIV-AIDS treatment; provide more ample and equitable access to HIV-AIDS health services for disadvantaged populations (for instance, from informal occupations, low-income groups, migrants, or residents in remote or sparsely populated areas, etc.); promote local health communities and citizens engagement about HIV-AIDS health strategies, bringing closer to the local health institutions: local authorities, community members, school principals, etc. EXAMPLES OF SPECIFIC USES OF ICT IS APPLIED IN THESE ACTIVITIES TO REACH THE RESPECTIVE MDG

GOALS 4, 5, 6: HEALTH (7) MILLENIUM DEVELOPMENT GOALS AND RELATED TARGETS EXAMPLES OF SPECIFIC ACTIVITIES IN WHICH ICT IS APPLIED TO REACH THE RESPECTIVE MDG EXAMPLES OF SPECIFIC USES OF ICT IS APPLIED IN THESE ACTIVITIES TO REACH THE RESPECTIVE MDG Target 6.C: Have halted by 2015 and begun to reverse the incidence of malaria and other major diseases educate the population about the ways in which malaria gets propagated and inform about prevention strategies; strengthen health systems at national and local levels and scale up malaria controls, and implement surveillance systems for early detection of malaria epidemics; promote social mobilization and community participation, as well as public-private partnerships, to combat malaria; incorporate malaria prevention and treatment approaches into school curricula; enhance public governance and inter-institutional coordination to apply an integrated package of interventions; provide effectively antimalarial supplies and commodities; develop human resources for program implementation; secure affordable access to the latest medical and therapeutic discoveries; promote research and development on malaria control tools.

PRESENTATION FOR INTERNAL MEETING OF UNDESA - UNESCAP Roundtable on Governance and Uses of ICT for Reaching the Millennium Development Goals (MDGs) co-organized by the Division for Public Administration and Development Management (DPADM) in the United Nations Department for Economic and Social Affairs (UNDESA) (United Nations Headquarters, New York) and the Information and Communications Technology and Disaster Risk Reduction Division (IDD) in the United nations Economic and Social Commission for Asia and the Pacific (UNESCAP) (Bangkok, Thailand) Bangkok, Thailand, 9-10 December 2009

INTRODUCTION Information and Communication Technologies (ICT) have proven to be important avenues to foster development worldwide over the last 30 years. ICT result in faster innovation and greater capacity to find viable solutions for development needs and challenges. The increased and more comprehensive use of ICT is indispensable for successfully achieving the internationally agreed development goals, including the Millennium Development Goals (MDGs). Many countries in different regions of the World have yet not fully perceived the opportunities from fostering uses of ICT to advance towards the MDGs, and often find large challenges in this respect. Yet, successful experiences are cumulating rapidly around the World. Sharing them can help foster development in the Information Age.

This is why the Division for Public Administration and Development Management (DPADM), in the UN Department for Economic and Social Affairs (UNDESA) is building a Knowledge Base on Public Administration and Development Management, including a section on Uses of ICT for Development, to be made publicly available online. The design of this particular section of the Knowledge Base is of outmost importance To populate this Knowledge Base with relevant and updated contents, DPADM seeks to cooperate with networks of practitioners, experts, public officials and researchers, from the public and private sectors and from civil society, from diverse countries in different regions around the World. To activate cooperation with regional networks, aiming at the construction of this Knowledge Base, a series of 5 similar meetings has been programmed by DPADM to take place in Africa, the Americas, Asia and the Pacific, Europe and the Middle East and North Africa. Because of its capacity in the field of ICT for Development and its strategic relationship with countries in the region, UNESCAP is highly valued as a strategic and attractive partner

The conclusions from the 5 regional meetings will then be presented: in the UN Headquarters at a final integrative meeting, to high level authorities and leaders, as a contribution to the UN intergovernmental and normative process, looking forward to further promote uses of ICT for development; and in the 2010 meeting of the Global Alliance for ICT and Development (GAID), supported by UNDESA. The Knowledge Base will also be presented at: the annual meeting of the UN Committee of Experts on Public Administration in March 2010; and the World Summit on the MDGs, in September 2010. In case UNESCAP decides to join efforts with UNDESA for the organization of the meeting and the subsequent animation of regional networks to help populate the Knowledge Base, it will be very useful if UNESCAP also participates in these other events.
