Foreword Organic Products (GB/T 19630) is divided into four parts: Part 1: Production; Part 2: Processing; Part 3: Labeling and Marketing; Part 4: Management System. This part is Part 4 of GB/T 19630. This part was drafted according to the rules given in GB/T 1.1-2009. This part shall replace the "Organic Products-Part 4: Management System" (GB/T 19630.4-2005). Compared with GB/T 19630.4-2005, the main technical changes in this Part are as follows: The "Contents" was added; The application scope was adjusted and the "relevant supply procedures" were deleted; The term "production base" and its definition were deleted (see 3.4 of 2005 edition); In the production, processing and handling quality management guide, the "management of organic labeling", "traceable system and product recall" and "continuous improvement system" were added, and the "organic production, processing and handling execution plan" and "trace examination" were deleted; In the operation regulations of production, processing and handling, the "regulations of the sanitation management and injurious organism control of processing plant" and the "management regulations of labeling and manufacturing batch number" were added [see 4.2.5g) and h)]; In the records, the "account records of all the production inputs", "plant harvesting records", "slaughtering, harvesting and extraction records of animal (bee) products", "records of organic labeling", "training records" and "internal inspection records" were added [see 4.2.6o) and p)]; The provisions on the year limit of work experience of the organic producer, processor, handler and manager, and internal inspector were deleted; The headlines of traceable system and product recall as well as the provisions on product recall were modified and added (see 4.5); The article "complaint" was added (see 4.6). Organic Products Part 4: Management System 有机产品第 4 部分 : 管理体系 1 Scope This Part of GB/T 19630 specifies the general specifications and requirements for the management system that shall be established and maintained during the production, processing and handling process of organic products. This Part is applicable to the organic producer, processor and handler. 2 Normative References The following referenced documents are indispensable for the application of this document. For dated references, only the edition cited applies. For undated references, the latest edition of the referenced document (including any amendment) applies. GB/T 19630.1 "Organic Products Part 1: Production" GB/T 19630.2 "Organic Products Part 2: Processing" GB/T 19630.3 "Organic Products Part 3: Labeling and Marketing" 3 Terms and Definitions For the purposes of this document, the following terms and definitions apply. 3.1 Organic producer The entities or individuals who are engaged in the organic planting and cultivation and the wild plant collection in accordance with this standard, and that the production entity and the products have already obtained the certification of organic product certification authority and the products have already been approved to use the organic product mark. 3.2 Organic processor The entities or individuals who are engaged in the organic product processing in accordance with this standard, and that the production entity and the products have already obtained the certification of organic product certification authority and the products have already been approved to use the organic product mark. 3.3 Organic handler The entities or individuals who are engaged in the transportation, storage, packaging and trading of organic products in accordance with this standard, and that the handling entity and the products have already obtained the certification of organic product certification authority and the products have already been approved to use the organic product mark. 3.4 Internal inspector The management personnel of the organic product production, processing and handling 1

organizations who are in charge of the examination and verification of organic management system and coordinate with the organic certification authority to conduct inspection and certification. 4 Requirements 4.1 General rules 4.1.1 The organic producer, processor and handler shall have the legal right to use the land and to handle supporting documents. 4.1.2 The organic producer, processor and handler establish and maintain the organic production, processing and handling management system in accordance with the requirements of GB/T 19630.1, GB/T 19630.2 and GB/T 19630.3, and this management system shall form the serial documents as required in 4.2 of this Part for implementation and maintenance. 4.2 Document requirements 4.2.1 Document contents The documents of organic production, processing and handling management system shall cover: a) Location maps of such locations used for the production entity or the processing and handling places; b) Organic production, processing and handling management guide; c) Organic production, processing and handling operation specifications; d) System records of organic production, processing and handling. 4.2.2 Document control The documents required by the organic production, processing and handling management system shall be the latest and effective, and it shall be ensured that the effective editions of the applicable documents are available when they are used. 4.2.3 Location maps of such locations used for the production entity or the processing and handling places The location maps of such locations used for the production entity or the processing and handling places shall be plotted in proportion, and also shall be indicated with, but not limited to, the following contents: a) The block distribution of planting area; the distribution of wild collection area, aquatic product harvesting area, aquafarm, bee farm and beehives; the distribution of the livestock and poultry farm and its pasture, free active region, free grazing region and fecal treatment place; and the distribution of the processing and handling areas; b) Rivers, water wells and other water sources; c) Utilization conditions of the adjacent land and boundary land; d) Livestock and poultry quarantine inspection and isolation area; e) The distribution of the processing and packaging workshops, the warehouses and the 2

relevant equipments; f) The main marker that is set in the production entity and is able to indicate the characteristics of this entity. 4.2.4 Production, processing and handling management guide of organic products The organic product production, processing, handling and organization management guide shall be prepared and maintained, and this guide shall cover, but not limited to, the following contents: a) The brief introductions to the organic producer, processor and handler; b) The managerial policies and objectives of the organic producer, processor and handler; c) The organizational chart of the management organization and the obligations and authorities of its relevant posts; d) Management of organic labeling; e) Traceable system and product recall; f) Internal inspection; g) Document and record management; h) Handling of the customer complaints; i) Continuous improvement system. 4.2.5 Production, processing and handling operation specifications The production, processing and handling operation specifications shall be formulated and implemented, and the operation specifications shall at least cover: a) The production technical regulations for crop planting, edible fungi cultivation, wild collection, livestock and poultry breeding, aquiculture/harvesting and bee breeding, etc.; h) The preventive measures taken to prevent the pollution by objectionable substances during the organic production, processing and handling process; c) The measures taken to prevent the organic products from mixing with the non-organic products; d) The harvesting specifications of plant products as well as the operation specifications of those procedures after harvesting and collecting, such as transportation, processing and storage; e) The operation specifications for such procedures as slaughtering, harvesting, extraction, processing, transportation and storage of animal products; f) Maintenance and cleaning specifications of the transportation tools, mechanical equipments and warehouse facilities; g) Regulations of the sanitation management and injurious organism control of processing plan; h) Management regulations of labeling and manufacturing batch number; i) Employee welfare and labor protection regulations. 4.2.6 Records The organic producer, processor and handler shall establish and keep the records. The records shall be distinct and accurate and provide valid evidence for the organic production, processing and handling activities. And the records shall be kept for at least five years and also shall cover, but not limited to, the following contents: 3

a) The historic records of the production entity and the application time and application amount of objectionable substances; b) The information (variety, origin and quantity, etc.) of such propagating materials as seed, germchit, and breeding livestock and poultry; c) Production process records of fertilizer; d) The type, amount, application time and block of the fertilizer used for the improvement of soil fertility; e) The name, ingredient, application reason, application amount and time of the control substances against disease, insect and crop damages; f) The detailed information (category, origin, recognition method, amount, access date and destination, etc.) of all the animals entering and leaving this entity of the animal farm; g) The application conditions of all the medicines used in the animal farm, including: product name, effective component, application reason; medicine dosage, the recognition method, treatment quantity and treatment starting date of the treated animals, and the earliest marketing date of the animal or its product; h) The detailed application information of all the feeds and feed additives in animal farm, including the variety, ingredient, application time and amount, etc.; i) The account records (origin, purchasing amount, application direction and amount and inventory amount, etc.) and the purchasing bills of all the production inputs; j) The plant harvesting records, including category, amount, harvesting date, harvesting mode and manufacturing batch number, etc.; k) The slaughtering, harvesting and extraction records of animal (bee) products; l) Processing records, including: purchasing, in-warehouse, processing process, packaging, labeling, storage, out-warehouse and transportation records of the raw materials, etc.; m) The prevention and control records of the injurious organisms in processing plant as well as the cleaning records of the processing, storage and transportation facilities; n) Sales records, and the use and management records of organic labeling; o) Training records; p) Internal inspection records. 4.3 Resource management 4.3.1 The organic producer, processor and handler shall have the adequate resources corresponding to the scales and technologies of organic production, processing and handling. 4.3.2 The manager for organic product production, processing and handling shall be allocated and shall meet the following conditions: a) One of the key representatives of the Company; b) Knowing the relevant laws and regulations and relevant requirements of the nation; c) Knowing the requirements of GB/T 19630.1, GB/TT 19630.2, GB/T 19630.3 and this Part; d) Having the technical knowledge or experience in agricultural production and/or processing and handling; 4
