Environmental Management and Report Projects in Chilaw & Puttalam Districts January to June 2015 1. Introduction Asian Development Bank (ADB) is funding the Dry Zone Urban Water and Sanitation Project (DZUWSP) through loan 2477 and 2977. The project is expected to rehabilitate, expand and develop water and sanitation infrastructure (including septage treatment) for major towns in north and north western dry zone of the country. Urban and peri-urban towns of Chilaw, Puttalam, Manner and Vavuniya will be benefited through the project. It is expected that institutional reforms and capacity development of institutes related to water sector will also be carried out through this project. Funds amounting to US $ 163 million have been allocated for the project which is operational from June 2009 until June 2016. Ministry of Urban Development, Water Supply and Drainage is the executing agency for the project, while National Water Supply and Drainage Board (NWS & DB) is the project implementing agency. This report is the semi-annual progress report on environmental management and monitoring of subprojects in Chilaw and Puttalam districts under DZUWSP. Subprojects in Chilaw and Puttalam districts are listed below with their contract number and date of commencement. Table 1.1. Subproject area Subproject Contract No. Date of Commencement Managers office WTP/C&P/04A June 2014 Environmental Assessments (EAs) have been carried out during the Project Preparatory Technical Assistance (PPTA) stage for each project component. Initial Environmental Examinations (IEE) have been completed for projects in Chilaw and Puttalam. Environmental Management Plans (EMPs) have been developed based on the impacts and mitigation measures suggested under sections Screening of Potential Impacts and Mitigation Measures of each EA report (IEER). An Environmental Plan (EMoP) was also prepared for each subproject that includes information on environmental parameters to be monitored, Location, time and, cost for sampling and stage of subproject on which the monitoring should be conducted. The EMoP is considered to be a useful tool to monitor the implementation of mitigation measures and EMP. 1.1. Contractors, Supervision Consultants and Clients role in environmental safeguards compliance The project is implemented by NSW & DB within which a Project Co-ordination Cell (PCC) headed by the Project Director has been established. The PCC has the overall responsibility in monitoring the implementation of EMP and EMoP by each contractor. The Supervision Consultant/ Engineer {(SC), SMEC International in association with Ocyana Consultants and Ceywater Consultants (Pvt) Ltd} working under the PCC directly supervise and monitor the contractor in implementing the EMP. The EMPs and EMoPs have incorporated into respective bid documents, and each contractor has submitted an Environmental Method Statement (EMS) which has been reviewed and approved by the engineer. Execution of mitigation measures to minimise environmental impacts during construction period is a responsibility of the contractor/s. The SC shall also direct the contractor to rectify any noncompliance situation arising in construction sites. Critical construction activities are monitored on a daily basis by SC and any non-compliance situations and rectification measures/ instructions to contractor are recoded in engineers log books, Daily Progress Reports (DPRs) and monitoring checklists. of air quality, water quality, noise and vibration levels are done on a quarterly basis by the contractor, while compliance indicators such as availability of Vehicle Emission Test certificates are monitored by the SC at a lesser. A public complaint register is also maintained by the contractor/s under the supervision of SC. Any complaint received from public is attended by the contractor with instructions from SC. 7

An Environmental Specialist (ES) has been appointed by the SC on an intermittent basis, to look into the environmental safeguards aspects of the overall project. A mechanism has been developed to communicate between Team Leader, Deputy Team leaders, Resident Engineers and Environmental Specialist of SC to assist them in resolving any environmental issue arising in each subproject. However the ES conducts site visits at least once a month to record the level of compliance by the contractor and instructions are given to improve on any non-compliance situation/s. This report presents the status of environmental safeguards compliance with respect to each sub project in Chilaw and Puttalam districts, for the period from January to June 2015. The report is based on actual filed observations made by the ES, DPRs, and engineers log books, monitoring checklists and other available records / approvals at site. 2. Construction activities during the period Critical construction activities that were carried out in each subproject during the reporting period are listed below. Subprojects in Chilaw Surface water intake at Deduru Oya (SW/C/01) Contractor has mobilized at site by constructing the site office, yard and worker camps. The contractor has commenced work on the low level weir across Deduru Oya and intake canal. Stream bank protection structures on the intake canal are under construction and coffer dam across Deduru Oya has been constructed. Water treatment plant (WTP/C/04A) Structural work of aerator, flocculation tank, sedimentation tanks, sedimentation tanks, filter and sump was carried out during this period. Back filling of few structures (such as chemical stores) have also commenced. Contractor has increased the work force, hence new worker accommodation and sanitary facilities have been constructed within the project site. Distribution pipe lines (PIPES/C/08B) Excavation work for trenches to lay water distribution pipe lines continued during this period. The trenches were back filled after laying of different types of pipes including DI, HDPE and PVC pipes. Overall a length of 41,000 m pipes was layed during the reporting period. Ground reservoir at Bangadeniya (WTP/C/04A) Structural work related to the storage tank continued during the reporting period. Septage treatment plant (SEP/C&P/06) Construction of the septage treatment plant was completed with the engineered wet land to which the final effluent will be discharged. The plant was handed over to the client on June 2015 and is now operational. 8

Public toilets (PT/C/14) The facility was handed over to the local authority in February, 2014 and is operational. Subprojects in Puttalam Surface water intake (Eluwankulama, Achchimolai tanks and feeder canals) (SW/P/01) The contractor mobilized at site during the month of March, 2014. Site clearing works and excavation works in both reservoirs have commenced during the reporting period. Rehabilitation of tank bunds has also commenced. Water treatment plant (WTP/P/04A) Structural works of aerator, flocculation tank, Backwash Recovery Tank and Clear Water Tank had commenced during this period. Contractor has also commenced backfilling operations for which stock piled excavated material has been used. Distribution pipe lines (PIPES/P/09) A total length of 71,350 m of pipe lines have been layed and back filled by end of June 2015. Ground reservoir at Kalladiya (WTP/P/04A) Structural works of the ground storage tank has been carried out during this period. Septage treatment plant (SEP/C&P/06) Construction work of the treatment plant has been completed and the plant has been handed over to Chilaw local authority client in May 2015 & Puttalam local authority in June 2015. The plants are now operational. Public toilets (PT/P/15) Construction of the septic tanks and soakage tanks were completed and structural works of the toilets were also completed by 31st March 2014. The facility is under operation. Manager s office WTP/C&P/04A Excavation work and foundation work have commenced during the reporting period. Excavated material have been stock piled within the project site. 9

3. Environmental impacts, mitigation measures taken at site and monitoring Key activities discussed under section 2 have been carried out in each subproject during the reporting period. These activities in general have impacts on physical, ecological and social environments. The EMPs describe measures to avoid, minimize or mitigate the adverse impacts. As indicated above it is the responsibility of the contractor/s to execute these mitigation measures under the direct supervision of SC. Implementation of mitigation measures and their effectiveness have been monitored and recorded by the SC. In cases where further actions were the SC has advised the contractor. Table 3.1 below summarize the activities carried out in each subproject, their impacts to the environment, mitigation measures taken and any further actions recommended by SC. Table 3.1. Two material stores have been established by contractor on either sides of the river. These stores are about 50 60 m away from the river banks. Contractor is constructing a coffer dam across the river to facilitate construction of the low level weir. Contractor was instructed to provide screens for public bathing places which are at close proximity to the construction site. Contractor has supplied waste bins and the workers have been instructed to dump waste only to the bins. Collected MSW disposed only at approved locations. No billet was observed with overcrowded workers. All workers have been supplied with mosquito nets and potable water is available. awareness 11

However, there was a serious lapse in using PPE by workers during the reporting period and strict instructions were given to the contractor to provide PPE and to see that all workers use them at site. Instructions were also given to increase the number of safety and warning signboards at site. The contractor was advised to further improve on first aid facility at site. Risks of fire hazards and chemical spills. There were no proper safety measures taken at the two chemical and material stores established at site. One stores has been constructed using Cadjan leaves while the other is a container box without any ventilation. No firefighting equipment or material was placed in either stores. No. of fire extinguishers at site No. of chemical spills at site. No fatal accidents were recorded during the reporting period. Contractor was informed to reconstruct both stores with proper ventilation and firefighting facilities with adequate warning sign boards. 12

Disposal of unsuitable material only at approved sites by the local authority. Timing of excavation work to be completed during dry season of the year. Placing of a temporary toe wall along the stock piles and guiding the storm water away from the stock piles. No. of excavated soil piles left close to the road and nearby canal. No. of stock piles without toe wall protection. One temporary stock pile of disposable material had been placed near the road. Contractor was instructed to remove this material in to the disposal site. He was further instructed to rehabilitate the road towards the disposal site. Contractor has maintained toe walls around stock piles and some of the material has been reused for back filling. Construction and Establishment of the silt Contractor has 13

4. Status of environmental licenses and permits for rock blasting and plants All contractors were instructed to obtain all necessary approvals and licenses such as Environmental Protection License (EPL). 5. Public complaints Grievance Redress Committees (GRCs) have been established to look into any public complaints during the commencement of construction works. All contractors are maintaining a public complaint register. However no written public complaint has been received during the reporting period. 6. Conclusion and further actions Most of the subprojects in Chilaw and Puttalam are nearing the completion of construction and some have been completed and handed over to the client. The public toilets and septage treatment plants are operational. No significant issues were observed during the reporting period except at WTP of Chilaw where the access road towards the disposal site needs urgent rehabilitation. The next monitoring report is for the period from June to December, 2015 and it is anticipated that some of the subprojects will be completed and handed to the client. 29
