EXPRESSION OF INTEREST (EOI) FOR Pilot Plant for extraction of construction grade sand from overburden materials EOI No: GMC/ CTO/01/2018-19/ overburden to sand/ 2018, Dt.: 05.04.2018 1. Introduction 1.1 NLC INDIA LIMITED (NLCIL), a Navratna Government of India Enterprise, is an integrated complex involved in Lignite Mining and Thermal Power Generation. NLCIL operates four mines of total capacity 30.6 Million Tons per annum (MTPA) and five Thermal Power Stations at Neyveli and Rajasthan of total capacity of 3240 MW. 1.2 NLCIL is also operating a coal based Thermal Power Project of capacity (2 x 500 MW) by NLC Tamil Nadu Power Limited (NTPL) at Tuticorin, Tamil Nadu, a joint venture between NLCIL and Tamil Nadu Electricity Board. 1.3 In the Non-Conventional Energy Sector, NLCIL is operating a 51 MW wind power project & 140 MW solar power project. 1.4 NLC INDIA LIMITED has proposals for rapid growth in Power generation capacity and is expanding its activities not only at Neyveli, but also in other parts of the Country. NLC has signed a JV agreement with UP Government to establish a 1980MW Power Station (3x660MW) at Ghatampur, Uttar Pradesh and the project is moving fast into the execution phase. 1.5 NLCIL with its excellent performance, figures among the top profit making Public Sector Undertaking. Expression of Interest Expression of interest is invited from reputed Companies / Institutes / Organizations / Manufacturers / firms for extraction of construction grade sand from overburden materials using suitable technology. The sand thus produced by the technology will be as per the IS/BIS specification and should be suitable for construction application. 3. About sand from overburden materials: 3.1 NLCIL is operating open cast mines and supply lignite to pit head thermal plants. The overburden formation is having a thickness ranging from 100 m to 110 m which is being removed and dumped during excavation. NLCIL is exploring suitable technology for utilization of these overburden materials by which waste can be converted in to wealth. Page 2 of 6
3.2 NLCIL is interested in extracting construction grade sand from the overburden materials by which the overburden materials can be utilized. In this connection NLCIL is proposed to identify suitable technology for extraction of construction grade sand from overburden materials which will be used as a replacement for river sand in construction activities. 3.3 The sand produced from overburden shall be used as a substitute of river sand for construction purpose. The screened sand is of suitable shape with grounded edges, washed and graded to a construction material. 3.4 The firms having experience in the similar field of extracting sand from over burden materials/industrial wastes and interested in this project are requested to give their offers. The scope and Qualifying requirements for the participation are given below. 4. Scope of Work for Expression of Interest: Expression of Interest is invited from reputed Companies / Institutes / Organizations / Manufacturers / firms for 4.1 Technology demonstration for complete reuse of mines overburden in construction, with primary focus on a) maximising extraction of construction grade sand from overburden, b) use of residual clay as a raw material for manufacture of construction material, and c) achieving zero waste generation from the process proposed. 4.2 Setting up of a lab-scale proof-of concept unit for processing around not less than 10 kg/hour for demonstrating the technical soundness of the processes to satisfy (a) to (c) above. After the lab scale demonstration, the EOI firms will be called for discussions and presentations. The Short-listed firms will be asked to submit budgetary offers for establishing a pilot plant of 50 M3 capacity. Weightage will be provided for the conformity to the zero-waste technology demonstration and the cost per tonne of the extracted sand and the value-addition provided to the residual clay. The Zero waste compliance and the return on investment will be the criteria for deciding the proposal after satisfying the eligibility requirements specified. 4.3 Establishing a pilot scale plant with an approximate capacity of processing 50 m3 of overburden per day. 4.4 The scope of work includes investigations, characterisation of mines overburden and quantification of construction grade sand that can be extracted from the overburden. 4.5 Suitability of the technology/processes for extracting sand from various predominant ranges of soil types available in the overburden spread over a long distance. 4.6 Setting up of a pilot plant for extraction of sand conforming to IS 383-2016. The output product produced in the lab scale will be tested for its quality by the R&D wing, CARD of NLCIL. 4.7 Setting up of processing plant for residual clay as a value-added product and for Setting up processes to ensure zero-discharge from the processing plant. 4.8 Detailed cost benefit analysis including waste utilizations, statutory obligations has to be submitted. The shortlisted bidders through EOI have to give detailed technical specification and budgetary offer for the above proposal. NOTE: 1. The shortlisted firms in response to our EOI will be asked to demonstrate the technology as per the scope mentioned above in lab scale of not less than 10 kg/hour. Necessary OB materials will be provided by NLCIL. 2. After the lab scale demonstration, the EOI firms will be called for discussions and presentations. The firms will be requested to give technical specifications, and budgetary offers for the proposed pilot plant of 50m3 per day. 3. Based on the above, technical specifications and estimate will be freezed for the proposed pilot plant of 50m3 per day. 4. After finalizing the estimate and technical specifications, tender procedure will be followed among the EOI shortlisted bidders on QR for fixing an agency. 5. Qualifying Requirements for Expression of Interest 5.1 Bidder shall have the experience of extracting sand of civil construction quality as per the IS standards mentioned in the scope of work using the proven technology from over burden material in any Mines in India within last ten years from the scheduled date of tender opening in any government/quasi government/public sector undertaking /Public Limited companies. 5.2 The bidder should have installed and demonstrated similar pilot plant/plant with a capacity of not less than 20 Tons/day. 5.3 The product should have been tested and certified by reputed government Institutions as per IS 383-2016 for construction grade sand. 5.4 Documentary evidence in proof of above qualifying requirements shall be furnished along with EOI. 6. Other details to be submitted 6.1 The bidder shall furnish the following details also along with EOI Documents. i) Contracts in hand/pending jobs and their status along with value. ii) Major legal cases and their statutory liabilities. iii) Recent project executed on conversion of overburden/industrial waste to sand and their value. 6.2 Each page of the documents submitted shall be duly authenticated by the Bidder. 7. 8. EOI DOCUMENTS SUBMISSION AND OPENING: 8.1 The EOI documents shall be submitted in one original and 2 identical copies with indication clearly as original and copy-1 & copy-2. 8.2 The EOI documents /bid prepared by the bidder and all correspondences and documents relating to the bid to be exchanged by the bidder and the purchaser shall be written in English language. Any printed literature / material furnished by the bidder in any other language shall be accompanied by an authentic English translation of all the pertinent points. For purpose of interpretation of the bid, the English translation shall govern. 8.3 The EOI must contain the name and place of business of the person or persons making the EOI and each page of the EOI must be signed and sealed by the Bidder with his usual signature. The name of persons signing shall be provided below the signature. 8.4 Satisfactory evidences of authority of the person signing on behalf of the Bidder shall be furnished with the Bid. 8.5 The Bidder s name stated on the proposal shall be the exact legal name of the firm. 8.6 The outside of the covers should indicate clearly the name of the bidder and his address. In addition, the envelope or container should indicate the EOI No. and Name of the work for which the EOI is submitted, EOI opening date and time. EOI with no indication given on the outside of the envelope to indicate that it is an EOI, which therefore gets opened before the due date shall be liable to be disqualified. All the pages of the EOI shall be serially numbered. 8.9 EOI submitted without the proper documentary evidence to substantiate fulfillment of the qualifying requirements as specified are liable for rejection without assigning any reason. 8.10 NLCIL takes no responsibility for delay, loss or non-receipt of documents or any letter sent by post either way. 9. Notwithstanding anything stated above, NLCIL reserves the right to verify all statements/ information submitted to confirm the Bidder s claim on experience and to assess the Bidder s capability and capacity to perform the contract, should the circumstances warrant such an assessment in the overall interest of the project. 10. LATEST TIME FOR RECEIPT OF EOI DOCUMENTS: EOI Documents must reach this office on or before 14.30 Hours (IST) on 11.05.2018. Any EOI offer received after the expiry of the time specified for receiving the EOI documents is liable for rejection. 11. EOI OPENING: The EOI documents received from the bidders as above will be opened at the Office of the General Manager/Civil, C.T.O, NLC INDIA Limited, (formerly NEYVELI LIGNITE CORPORATION LIMITED), Neyveli-607801 on 11.05.2018 at 15.00 Hours (IST). 12. The documents shall be opened on the date set for opening of the EOI in the presence of such bidders who may be present. The bidders are at liberty to be present or authorize their representatives not more than two to be present at the time of opening of EOI. 13.
