Setting the agenda How? structured processes inevitable (vs. freestyle) increasingly scarce resources => strategy processes (e.g. IUFRO, EFI, FTP, CIFOR, national institutions) useful area of conflict for public research institutes: assigned tasks vs. research universities increasingly challenged do not loose innovation!!
