Agenda Need What brought industry, the workforce investment system and education and training providers together? Opportunity How was the group prepared to take advantage of the DOL grant? Solution What did the proposal offer that was new and innovative? Benefit Why do the partners want to participate?

DOL Advanced Manufacturing & Logistics Project Creating an Industry-Driven & Community-Based Program Richard Askew Program Manager,, Texas Manufacturing Assistance Center (TMAC)

Opportunities Came and Went Participation with Industry Clusters Discussions with DOL WIRED TWC Solicitations DOL Solicitation for Advanced Manufacturing

Understanding the Opportunity ETA defines advanced manufacturing as the use of technology or other productivity enhancing business processes in the manufacturing enterprise and/or value added supply chain. This definition is not synonymous with high-tech manufacturing as the emphasis is on processes used in production rather than the output of high-tech products. In addition to actual production and assembly activities, this definition d includes product design, process engineering, quality control, software s support, product packaging, shipping, inventory management and maintenance of capital equipment.

Critical Elements of the Grant Innovative solutions to industry identified challenges Strategic partnerships Leveraged resources Sustainability Replication of successful models for broad distribution Clear and specific outcomes

Innovative Solutions Project must relate to framework of competencies designed to provide workers, educators, public workforce system and businesses with common understanding of basic competencies necessary for career in advanced manufacturing, which includes supply chain/logistics under the DOL s s definition.

Framework of Competencies DOL Adv. Mfg. Logistics Grant

Which Led To An Approach Build on the nationally validated, legally defensible skill standards developed by the Manufacturing Skill Standards Council for production workers Develop and implement a new logistics system for training, assessing and credentialing individuals. Role this program out in North Texas and across the State. Prepare for national logistics certification program.

Which Led To MSSC 1998-- --Recognized by federal National Skills Standards Board (NSSB) as Voluntary Partnership under National Skill Standards Act Responsible for developing nationwide system of industry-led standards, assessments, and certification Applicable to all manufacturing sectors and all production/production-support occupations from entry-level to first-line supervision 2001 NSSB formally endorsed MSSC standards in the six concentrations of manufacturing (now Tier 4 of DOL/ETA s Adv. Mfg. Competencies Model)

Strategic Partnerships North Central Texas Workforce Board serves as the fiscal agent. North Texas Logistics, Supply Chain & Advanced Manufacturing ClusterC provides subject matter experts for development of curriculum and assessments ents ensuring the program is industry driven. Texas Manufacturing Assistance Center manages the project. Manufacturing Skill Standards Council develops curriculum and corresponding assessment tools to complete training and credentialing for production and developing certification system for CPT. Cedar Valley College serves as a member of the North Texas Logistics, Supply Chain & Advanced Manufacturing Cluster and MSSC Assessment and Certification Center. Community Learning Center serves as a member of the North Texas Logistics, Supply Chain & Advanced Manufacturing Cluster and MSSC Assessment and Certification Center. Hillwood, Inc./Alliance Texas serves as an industry sponsor and coordinator of logistics subject matter (SME) experts through their 150+ corporate residents and17,000 acre industrial community and Foreign Trade Zone (FTZ)

DOL Advanced Manufacturing & Logistics Project July 1, 2007 to June 30, 2010 Leo Reddy CEO, Manufacturing Skill Standards Council

Two-Part Project Deployment of MSSC-Certified Certified Production Technician (CPT) System: 18 Months July 1, 2007 December 30, 2008 Development and Deployment of MSSC-Certified Certified Logistics Associate (CLA) and Logistics Technician (CLT) System for Supply Chain Logistics: 36 Months July 1, 2007 June 30, 2010 For OH Freight Conference, will focus on latter

Supply Chain Logistics CLA/CLT development by MSSC in line with US DOL definition of Advanced Manufacturing, which includes packaging, shipping (though not the actual transportation), inventory management MSSC s s CLA/CLT System will be comprehensive, covering the full spectrum of product handling, from the time product leaves the factory to its final delivery to the customer This is analogous to MSSC CPT, which covers the full spectrum of the production process and covers all industry sectors

Certified Logistics Associate (CLA) Certifies core competencies in the foundational-level level knowledge of supply chain logistics needed by all front-line workers Safety Quality Communications Teamwork and Workplace Behavior Relevant Computer Systems Global Supply Chain Logistics Life Cycle Logistics Environment

Certified Logistics Technician (CLT) Certifies core competencies in supply chain logistics operations needed by mid-technical level workers: Product receiving & stocking Product order processing Product shipment Safe operation & use of equipment Inventory control Safe handling of hazardous materials Customs process Evaluation of transportation modes (air, sea, truck, rail) Dispatch operations Routing & tracking operations Customer relations

CLA/CLT Development & Deployment Phase 1: Phases Standards Definition & Validation Phase2: Curriculum, Assessment, and Teacher Development Phase 3: Training Phase 4: Assessment and Certification

CLA/CLT Standards Preparation September 2007 September 2008 Industry-led definition of standards modules Coverage of foundational skills across spectrum of supply chain logistics: From factory inventory control to warehousing to distribution Research on existing work in modules Standards content outline Recruitment of SMEs, Visionaries, Visionaries, and Validators SME definition of standards Visionary Review Validation of standards Completion and release of standards: September 2008

CLA/CLT Curriculum, Assessment, Teacher Development, July 2008 April 2009 Curriculum Development based on Standards Modules Curriculum Materials, both instructor-led and on-line Teacher Certification Training program development Teacher Selection and Certification training Assessment Development for Certification First Public Preview: Special MSSC Event, January 14, 2009, Pro Mat 2009, McCormick Place Chicago

Community Learning Center (CLC, Inc.) A private non-profit Training and Employment Center offering Skills Training in Aerospace and Advanced Manufacturing at both entry-level and mid -technical level occupations Angela Traiforos Executive Director, CLC, Inc.

Manufacturing Skills Standard Council (MSSC) PRODUCTION Certified Production Technician (CPT), Certificate (October 2007 to December 2008) In January 2008 and in coordination with its program partners CLC, begun to implement the MSSC s s established state-of of-the-art system for training, assessing and credentialing individuals for the MSSC- Certified Production Technician, a certification that covers four core competency areas: Safety Quality and Continuous Improvement Manufacturing Processes and Production Maintenance Awareness

As of today, CLC, Inc. has: Enrolled 50 individuals in the CPT program Delivered 102 modular courses 97 Assessments Graduated 16 individuals who have passed all four assessments and earned the MSSC Production Technician Certification Certificate (3 more pending by September 30, 2008) Placed 20 individuals in manufacturing positions in the DFW areaa In addition, CLC has enrolled 32 unemployed workers in a Tarrant County Workforce Development Board Aerospace Manufacturing Training Program and thus far has offered 32 modular courses in Safety.
