Dominican Republic commitment to global goals Nationally Determined Contribution (NDC) Commitment to reduce 25% emissions by 2030 from baseline 2010 Land use change Silviculture and Forestry Adaptation Storms Olga and Noel in 2007 forced to re-plan the economy and priorities. Damages added to 1.2% and 5.3% of GDP. Sequel of floods, landslides and droughts not yet quantified. Update on grant monitoring and reporting Component 1: REDD+ Readiness Organization and Consultation Three Ministries guiding at a policy level, and Technical Advisory Committee established and operating. Next step: achieve a more active participation of advisory committee members in sectoral sub-committees (e.g. safeguards, legal). National communication and dissemination strategy designed Firm working to develop ESMF based on participatory processes and SESA. Develop a gender mainstreaming plan Design the safeguards Information system Identify REDD+ co-benefits 6

Update on grant monitoring and reporting Component 2: National REDD+ Strategy Study on drivers of deforestation and degradation and REDD+ strategy options undergoing Reversal risks analysis will also be covered by this study Study on costs and benefits of ER Program and financial plan underway Study on legal aspects of ER transfer of titles and carbon property rights undergoing Grievance and redress mechanism in place strengthened with IT equipments to provinces Next step: articulate REDD+ activities to this mechanism. 7

Update on grant monitoring and reporting Component 3: Forest and Emission Reference Level Bidding process underway to hire a firm to prepare the National Forest and Emission Reference Level This study will also perform the uncertainty analysis of land use change maps Analyse and evaluate pre-sampling plots for the National Forest Inventory and Emissions Factor estimation Estimate and preparae the uncertainty reversal buffer The same firm will be in charge of MRV design 8

Update on grant monitoring and reporting Component 4: MRV 2005 and 2010 land cover and land use maps with Landsat images finalized. 2015 maps under validation process. Second phase of the National Forest Inventory undergoing Non-Forest Inventory in process (cocoa, coffee, avocado, other agroforestry) MRV study under bidding process Insitutional arrangements for MRV are being discussed, 3 entities within the Ministry Environment have been identified as very adequate to set MRV arrangements. Study that will prepare the SIS undergoing In 2017 the National Safeguards Committee was established to work on a road map for setting up the national system. 9

ADDITIONAL FUNDING JUSTIFICATON USD 2.2 M The World Bank is prepared to support the Dominican Republic in its implementation of additional grant funding as part of the wider climate change adaptation agenda. 1. The Dominican Republic request for additional funding will give a boost to the design and implementation of the EN-REDD+. 2. The ER-Program design and implementation needs a coalition of a diverse range of institutions to come up with a common set goal. 3. Improve citizen consultation and capacity building processes with civil society for the implementation of the REDD+ National Strategy at the national level. 11

ADDITIONAL FUNDING JUSTIFICATON 6. Develop enabling measures in the ER Program intervention areas (train local REDD+ leaders, create citizen empowerment mechanisms and run priority activities to confront the drivers of DD) 7. Broader work with relevant sectors to internalize the scope, implications and responsibilities to effectively apply the Environmental and Social Management Framework (ESMF) 8. Local capacity-building around forest protection 9. Equipment to strengthen the MRV response capacity of key agencies responsible for implementing REDD+ readiness commitments, including: Social Participation Department, Forest Monitoring Unit, Reforestation Directorate, Communications Directorate, MRV unit, Protected Areas directorate 12
