PROJECT NO. 5149/ML-462/962770 ADDENDUM No. 2 PREQUALIFICATION QUESTIONS & ANSWERS (As of January 19, 2018) Q 1 : Are all of the projects completed by proposing firms for the Regents within the past 1 O years considered to be "current projects"? Goal is to clarify those UC projects that are desired. Please reference: 1. The Prequalification Questionnaire, Page 20, item 7, Projects for Regents of the University of California. 2. PQ General Information, page 10, Level I Prequalification Criteria, Item 7. Line one in paragraph one of the Questionnaire requests proposers to submit project data sheets for "Current Projects." Item 7 of the General Information Prequalification Criteria directs proposing firms to submit "complete information regarding all projects for the Regents of the University of California within the past 1 O years." A1: Item 7 of the Questionnaire has been revised for clarity. Please submit information for Item 7A "Current Projects for the Regents of the University of California" and 7B "Past Projects for the Regents of the University of California." Revised Project Data Sheet templates are included for use. Q2: The Prequalification Questionnaire, Item 8 Staff Experience (pages 22-29) requires proposed staff to be listed. 1. Please provide milestone schedule dates so that proposing firms understand approximate time periods key personnel will be required. (Ideally, please provide a preliminary design phase schedule and a target start of construction.) 2. The Advertisement for Contractor prequalification notes the "Estimated duration of project is 540 days." Is this the anticipated construction phase duration? 3. Please expand the Level I Prequalification Schedule (contained in the Prequalification General Information) to include any additional schedule related information. Ideally, please provide target milestone dates for: a. Providing the Level II Prequalification Documents (instructions to bidders, contracts, general and supplemental conditions, etc.) b. Level II Interviews c. Selection of CM/Contractor d. NTP to commence pre-con phase services e. University approval of GMB A2: Refer to attached Level I Prequalification and Bid Schedule. Q3: Section 6 of the Prequalification General Information document notes that "The University will prequalify a maximum of six (6) of the most qualified CM/Contractors based on the Level I Prequalification Questionnaire." 1. Will the University further short-list, or reduce the pool of prequalified firms after the Level II interviews? If so, approximately how many firms does the University intend to fully prequalify and thus advance to the RFP phase? A3: The University reserves the right to reduce the pool of CM/Contractors after the Level II interviews. Q4: In addition to HOK, who are the other design consultants? A4: The executive architect for Design and Innovation Building is now EHDD 1of4

PROJECT NO. 5149/A4L-462/962770 05: Please reference Section 6, Preconstruction and Construction Experience, which defines a "comparable project." The California K-14 public school system allows School Districts to complete construction projects using the Lease-Leaseback (LLB) delivery method. Under the LLB delivery method, Contractors frequently provide the full range of preconstruction and construction phase services as characterized by the Universities "comparable project" description. Question: Please confirm that the University will recognize and accept the Lease-Leaseback delivery method as being equivalent to the CM/Contractor delivery method. A5: Lease-Leaseback delivery method is NOT acceptable as an equivalent to the CM/Contractor delivery method. Design-Build delivery method is an acceptable equivalent to the CM/Contractor delivery method. Q6: Please reference Section 6, Preconstruction and Construction Experience, which defines a "comparable project." The California K-14 public school system allows School Districts to complete construction projects using the CM, Multiple Prime (CMMP) delivery method. Under the CMMP delivery method, Contractors provide extensive preconstruction phase services during the design phase, manage the entire trade contractor procurement process, and then manage and execute all construction, and post-construction phase activities on the Owner's behalf. Question: Please confirm that a project(s) meeting the characteristics of Section 6 and completed using the CM, Multiple Prime delivery method will be accepted as a "comparable project.m A6: CM Multiple Prime delivery method is NOT acceptable as an equivalent to the CM/Contractor delivery method. Design-Build delivery method is an acceptable equivalent to the CM/Contractor delivery method. Q7: Can we obtain a copy of the owner-controlled insurance program (UCIP)? A7: UCIP information will be provided with the Level II CM/Contractor Bid Documents. Q8: Will the University share the sign in sheet from the Prequalification Meeting on 1/10/18? AS: The mandatory meeting sign-in sheet is available at: http://plandesignbulld.ucsd.edu/design/opportunities/contractlng.html Click on Work Available for Bid and the Project Name. Scroll to the bottom of the page to view/download the sign-in sheet. Q9: There are two other contacts listed (Laura McCarty and Rhonda Mitchell) in addition to Carrie Robb at UCSD. PROJECT NO. 5149/ML-462/962770 Q10: Advertisement for this project under project challenges requires a Bid Security in the amount of 10% of the Anticipated Contract Value. Please clarify as to when this would be required of the Bidders, and provide more specifics as to the parameters to assume. A10: Bid bond information will be provided in the Level II CM/Contractor Bid Documents. "Each Bid shall be accompanied by Bid Security in the amount of 10% of the Anticipated Contract Value as security for Bidder's obligation to enter into a Contract with University on the terms stated in the Bid Form and to furnish all items required by the Bidding Documents." Estimated construction cost is $41,000,000. Q11: Refer to page 6 of 10, section 7.6 within the PDF file "5149 Level I PQ General Information 12-21-17" that states "The projects submitted must demonstrate experience with projects of this size, with preferences towards outpatient clinical medical facilities" which conflicts with section 6 of the Prequalification Questionnaire which does not mention outpatient clinical medical facilities (refer to page 10 of 43). Please clarify whether the Bidders should include experiences relating to outpatient clinical medical facilities. A11: Delete the sentence "The projects submitted must demonstrate experience with projects of this size, with preferences towards outpatient clinical medical facilities." and substitute "The projects submitted must demonstrate experience with projects of this size." Q12: At the pre-submittal conference, many Bidders raised questions/issues regarding section 17 of the Prequalification Questionnaire which requires Proposers to provide budgets to preconstruction services. Since project specifics are not provided at this time, and it is a best value selection based on the lowest res12onsible bidder with the best combination of 12rice and gualifications, unless more specific information regarding the project is provided by UCSD such as preconstruction durations to assume, it would be very challenging for UCSD to compare apples to apples and ascertain a reasonable and fair assessment of the real costs. Please provide clarity as to whether the preconstruction budget will be required at the RFQ stage, and if so, provide a level platform with specific assumption parameters so the bidders can submit required and necessary costs for UCSD to receive and compare. Please reference the Prequalification Questionnaire (page 37/43) Section 17, Preconstruction Services. The enclosed table provides a matrix/schedule of values for anticipated preconstruction phase services. Question: We understand that the value provided within the submitted Prequalification Questionnaire will not be binding, but rather is being provided as a budget for the University's reference purposes only? Please confirm this understanding is correct. A12: The Preconstruction Services table is to be submitted with the CM/Contractor's prequalification questionnaire and is for informational purposes only. This section will not be scored. Q13: On page 37 of 43, we are asked to complete the matrix for preconstruction services - can UCSD provide the anticipated preconstruction duration so we can provide the information requested. A13: Attached is tentative schedule with anticipated construction durations. 3 of 4

Item F requests firms to "List value of work currently on backlog, with percent complete, as appropriate." Question: Would it be acceptable to provide a project list that is limited to California? Alternatively, would it be acceptable to provide a list of vertical building projects only (i.e. excluding projects that are being completed for transportation and industrial clients)? A14: Yes, a modified list of your firm's California projects is acceptable, as is a modified list excluding transportation and industrial work. Please indicate same. Q15: Is it acceptable to add an Appendix in which we would include a 20+ page document detailing our extensive use of BIM on a past project? A15: BIM information is not required to be included in the Prequalification Questionnaire submission. Q16: Reference Part 8, paragraph A, bulletin point 4 (page 22 of 43); Please confirm whether a separate identified "design manager" is required in addition to the "Preconstruction Manager" or if it is acceptable for the Preconstruction Manager to also function as the design manager. If a separate design manager is required, please advise if their resume is required with this proposal. A16: It is acceptable for the same person to serve as Preconstruction Manager and Design Manager, providing the individual possesses required experience.
