Managing Director Department: Managing Director s Office Job/Salary Scale: UPPC Level 01 Accountable To: Board of Directors Responsible For: Corporate Secretary/Head Legal Affairs Head, Printing and Publishing Head, Security Printing Head, Business Development Head, Human Resources and Administration Head, Finance and Accounts Manager Corporate Services Job Purpose: To provide the overall strategic direction of the Corporation with the aim of improving its effectiveness, efficiency and profitability as guided by the UPPC Act Cap. 330. Key Result Areas: To oversee the operations of the corporation in the formulation and implementation of business strategy and business plans; Liaise with the heads of departments in developing an annual operational plan to guide in achieving its set objectives and ensure business growth; Lead, integrate and motivate senior Management team to ensure the delivery of high quality services, take responsibility and be accountable for all internal aspects of business, overseeing, forecasting and managing all capacity and resources issues to ensure that the Corporation achieves its targets for quality and financial success; Liaise with all departments to ensure that all departments have resources and policies needed to deliver their business objectives; Provide regular updates to Board of Directors and relevant stakeholders on Corporation s operations and progress; Provide overall direction, development and growth of the Corporation as a member of the Board taking lead in devising and writing the Corporation s strategic plan; Monitor delivery, continuously evaluate and endeavor to improve the Corporation s performance in all aspects; Provide regular, high quality, accurate and timely management information, reports and analysis; Oversee the Corporation s capitalization strategy and ensure that hardware and software requirements are met and maintained in a timely and proper manner; Coordinate, monitor and supervise all activities in the UPPC and ensure performance management, evaluation and control;

At least 6 years related experience; of which 2 should have been at mid-level management level in a similar agency. Manager, Finance and Accounting Department: Finance and Accounting Job/Salary Scale: UPPC Level 03 Accountable To: Managing Director Responsible For: Accountant, Revenue Accountant, Expenditure Accountant, Costing Job Purpose: To establish, implement and manage a robust financial and accounting system that will promote and sustain the Corporation s performance. Key Result Areas: Ensuring existence of systems and policies which provide appropriate levels of security and control of financial resources and operation and also develop and review internal controls that help in fraud risk prevention and detection; Establishing an annual budget cycle and coordinate the budgeting process; ensuring that budget estimates match the annual operational plans and ensure such budgets are submitted to the Board for Approval;

Person specification: Preparing accurate and timely periodic (monthly, quarterly and annual) management financial reports showing the Corporation s performance and financial position; and submit them to management for discussion and appropriate decision making; Maintaining all accounting and financial data and systems necessary to record all transactions of the Corporation in accordance with generally accepted international accounting standards and the provisions of the Companies Act; Planning, supervising and coordinating all activities in the finance and administration department and provide professional and administrative guidance and advice to management; Ensuring the integrity of the general ledger and ensure that an effective accounting system is in place and operational ensuring that all revenues due to the Corporation are properly recorded, banked and expenditures genuinely authorized; Ensuring close monitoring and conduct quarterly financial analysis and provide a report to management on the overall performance of the Corporation and develop an action plan to close identified gaps; Reviewing cost structure to ensure they are within the Corporation s benchmark and develop and maintain effective internal controls and procedures over all financial processes; Monitoring and controlling the Corporation s expenditure and advise management and departmental heads when there are major budget variances; Conducting reviews and evaluations to manage and control expenditure and ensure that expenditures are within the budget and liaise with Auditors to ensure that periodic audits are carried out; Developing profitable project plans to meet the Corporation s financing needs; Advising management on the profitable investment plans in line with the Corporation s strategy; Developing and implementing human resource strategies in the areas of human resource planning, training and development, staff welfare, performance and reward management as well as maintaining a safe healthy working environment; Carrying out any other duties as may from time to time be assigned. Possession of an MBA (Finance or accounting) Possession of full professional qualifications like ACCA or CPA is a must. Possession of a Bachelor Degree in Commerce/Accounting/Finance / Economics or Business Statistics / computing obtained from a recognized institution. At least 6 years experience in financial management, 3 of which should have been gained at a senior level from a reputable organization. Department: Senior Internal Auditor Internal Audit

Job/Salary Scale: UPPC Level 04 Accountable To: Head Internal Audit Responsible For: Internal Audit Assistant Job Purpose: To ensure compliance and adherence to processes, procedures and policies (SOP) with the aim of maximizing the Corporation s value for money and minimizing the Corporation s risks. Key Result Areas: Plan and formulate audit programs for the functional audits to be executed in line with the Internal Audit Charter and International Standards of Internal Auditing. Conduct functional Audit of all UPPC Departments in line with Internal Audit Charter and International Standards Examine UPPC operations to ensure that all Corporation assets are properly recorded and safeguarded as per UPPC financial regulations Carry out Control Risk Assessment in all departments as per UPPC Risk Management strategy framework and departmental procedures Prepare and evaluate working papers supporting opinions presented in the report to management. Conduct special reviews as delegated by the Head of Internal Audit. Arrive at independent decisions concerning recommendations for management. Appraise the adequacy of replies to audit reports and perform post-audit reviews to determine the extent to which audit recommendations have been implemented. Establish audit procedures involving statistical sampling and electronic data processing. Use specialized knowledge to retrieve information from UPPC computers. Perform general administrative tasks including as and when assigned by the Head of Internal Audit. Support Management in detection and prevention of Fraud in UPPC as per the established fraud policy Prepare Audit reports and submit to Management in line with the Internal Audit Manual and other UPPC guidelines Follow up all recommendations on audit queries as per the International Standards. Person specification: Must have membership of any of the following professional bodies: ACCA or CPA or CIMA or CIA is a must. Membership to the institute of Internal Auditors of Uganda is a MUST. A good Bachelor s degree with bias in Accounting OR Finance or Business Statistics or computing from a recognized University; Master in Business Administration or Finance or Accounting is an added advantage. Experience of at least 5 years working in a similar job with a reputable organization. Must be computer proficient coupled with a strong understanding of any Audit software. Senior Legal Officer

Senior Procurement Officer Department: Corporate Secretariat/Legal Affairs Job/Salary Scale: UPPC Level 04 Accountable To: Procurement Manager Responsible For: Procurement Assistant, General Procurement Assistant, Materials Job Purpose: To initiate, plan, implement, monitor and manage the procurement function of the Corporation as provided by the PPDA procurement guidelines; aiming at strengthening the effectiveness and efficiency in delivering

Development of the corporation procurement strategy through a process of reviewing and analyzing the corporation s; Ensure that the Corporation follows the appropriate procurement process for every procurement made as provided for in the PPDA Act; Maintain and archive records of the procurement and disposal process; Prepare monthly reports for the Contracts Committee and such other reports as may be required from time to time for submission to the relevant offices; Liaise with HR on issues concerning procurement training for PDU staff and the rest of the stakeholders of the corporation; Identify risk areas and coming up with ways of handling risks relating to procurement and disposal within the corporation. Direct and coordinate activities of PDU personnel through participation in interviewing and hiring of PDU staff, and overseeing their training. Manage all procurement or disposal activities of the corporation except adjudication and the award of contracts; Support functioning of the Contracts Committee; Implement decisions of the Contracts Committee; Co-ordinate the procurement and disposal activities of all the departments of the corporation; Ensure compliance with the PPDA Act, Regulations and guidelines made under this act, and best practice; Control purchasing department budgets. Possession of a Professional Qualification in Procurement (MCIPS) is a MUST; A University Degree in Procurement or Business Administration or Statistics of Computing or Marketing or Finance or Accounting or Economics or any other degree in a related degree; Possession of Master degree in Procurement or Business Administration or Marketing or Finance or Accounting or Economics will be of added advantage. At least 5 years of managing the procurement function in public organizations or private reputable organization.

Accountant - Costing Department: Finance and Accounting Job/Salary Scale: UPPC Level 04 Accountable To: Finance and Accounting Manager Responsible For: Estimation & Costing Assistant Job Purpose: To manage the costing function of the Corporation with the aim of improving its effectiveness, efficiency and competitiveness. Key Result Areas: Assist in the job costing and processing of quotations for clients; Participating in preparation of payments; Keeping record of client work tickets and passing on information to production for action in time; Preparing and processing payments according to budget; Participating in stock management; Invoicing clients; Checking Kampala office daily, weekly and monthly returns; Compile and file monthly tax returns; VAT, PAYE and WHT returns; Preparing monthly financial statements to the Accountant; Work on Income tax clearances; Post and maintain creditor s ledger in the system; Post receipts from clients into the system; Posting financial transactions in automated accounting system; Person specification: Any other duty as you may be assigned from time to time; A degree in Accounting or Commerce (Finance or accounting), Business Administration (Accounting or Finance) or Business Statistics or Computing AND OR Possession of a Professional qualification e.g. ACCA, CPA, CIMA, CIA etc; Minimum of 5 years working experience in an accounting field; Department: Editor Printing and Publishing

Key Result Areas: Working with IT section to ensure improved systems and databases, as well as via the internet, CD-ROMs or from paper manuscripts; Person specification: Liaising regularly with authors and publishers by phone and email; Checking that authors have provided all the required materials and paperwork; Resolving queries directly with the author, e.g. style and text inconsistencies; Correcting spelling mistakes and grammatical errors; Coding manuscripts for design features, such as hierarchy of headings, to instruct the production team; Creating artwork briefs to detail the content of illustrations; Ensuring that illustrations are correctly captioned and referred to in the text; Producing or working to a style checklist to ensure consistency in hyphenation, capitalization, formatting of references, etc; Sub-editing text written by a number of authors to ensure consistent house style; Maintaining awareness of new words or phrases coming into popular usage with a view to ensuring they're appropriate for the readership; Discussing and resolving any potentially libelous sections with the commissioning editor and author; Retrieving articles from archives and rearranging within publications; Preparing preliminary pages for the title, contents and preface of a publication; Overseeing the work of indexers, typesetters and designers; typesetting and designing layout; Ensuring that publications are prepared on budget and to schedule; Bachelors degree in Journalism or Mass Communication or Literature or Education or Social Sciences or Law.
