Brennan) SUMMARY This paper proposes that electronic data transmission be permitted in lieu of written documentation for commodities that do not require a dangerous goods transport document. Action by the DGP: The DGP is invited to revise Parts 3;5.5 and 5;12.4 of the Technical Instructions for the Safe Transport of Dangerous Goods by Air (Doc 9284) relating to dangerous goods in excepted quantities and Packing Instructions 650 and 954 as presented in the appendix. 1. INTRODUCTION 1.1 At DGP/21 provisions were adopted into the 2009-2010 Edition of the Technical Instructions to permit the use of electronic data transmission in lieu of a paper document for the dangerous goods transport information as set out in Part 5;4.1. 1.2 There are however four commodities that while dangerous goods, do not require the complete dangerous goods transport information, being: a) Biological substance, category B (UN 3373); b) carbon dioxide, solid (dry ice), when used as a refrigerant for non-dangerous goods; c) dangerous goods in excepted quantities; and d) radioactive materials, excepted packages. DGP/22-WP/68-2 - 1.3 While each of these commodities has some identified condition for information that may be required from the shipper, the detail of that information and the mandatory or optional requirement for a document varies slightly. 1.4 For both UN 3373 and dangerous goods in excepted quantities the provision of written documentation is optional. However, for UN 3373 there is no need for the shipper to provide any written information when the required information is marked on the package, whereas for dangerous goods in excepted quantities, if documentation is provided it must show the statement dangerous goods in excepted quantities and the number of packages. 1.5 The provisions of Packing Instruction 904 require that the shipper must provide written documentation, which need not be as set out in Part 5, Chapter 4, that shows the UN number, proper shipping name, class, number of packages and net weight of dry ice in each package. 1.6 Radioactive material, excepted packages too must have written documentation although here, based on discussions at the last meeting of the UN Subcommittee the information must be the name and address of the shipper and consignee, the UN number, and based on the existing provisions in Part 5;4.4, the proper shipping name. 1.7 It is believed that there should be a standard set of data required for commodities where the full provisions of Part 5;4 do not apply and that this data may be provided in either written or electronic form. Having a consistent standard would assist shippers, operators or their ground handling agents, emergency responders and regulators in being able to effectively and consistently deal with these commodities. 1.8 It is proposed that the required information should be the name and address of the shipper and consignee, UN number and proper shipping name, except for dangerous goods in excepted quantities where the description dangerous goods in excepted quantities is sufficient, the number of packages and for dry ice the weight of dry ice in each package. There does not appear to be any need for 9 or Class 9 to be provided for dry ice as this does not appear to add anything to enhance safety.

DGP/22-WP/68 Appendix APPENDIX PROPOSED AMENDMENT TO THE TECHNICAL INSTRUCTIONS Part 3 DANGEROUS GOODS LIST, SPECIAL PROVISIONS AND LIMITED AND EXCEPTED QUANTITIES Chapter 5 DANGEROUS GOODS PACKED IN EXCEPTED QUANTITIES 5.5 DOCUMENTATION If a document such as an air waybill accompanies dangerous goods in excepted quantities, it must include the statement Dangerous Goods in Excepted Quantities and indicate the number of packages. The shipper must provide to the operator a paper document that contains the name and address of the shipper and consignee, the statement Dangerous goods in Excepted Quantities and the number of packages. Where an agreement exists with the operator, the shipper may provide this information by EDP or EDI techniques.

DGP/22-WP/68 Appendix A-2 Part 4 PACKING INSTRUCTIONS Chapter 8 CLASS 6 TOXIC AND INFECTIOUS SUBSTANCES 8.1 PACKING INSTRUCTIONS 650 PACKING INSTRUCTION 650 650 This packing instruction applies to UN 3373. 1) The packaging must be of good quality, strong enough to withstand the shocks and loadings normally encountered during transport, including transhipment between transport units and between transport units and warehouses as well as any removal from a pallet or overpack for subsequent manual or mechanical handling. Packagings must be constructed and closed to prevent any loss of contents that might be caused under normal conditions of transport by vibration or by changes in temperature, humidity or pressure. 11) Infectious substances assigned to UN 3373 which are packed and marked in accordance with this packing instruction are not subject to any other requirement in these Instructions except for the following: a) the name and address of the shipper and of the consignee must be provided on each package; b) the name and telephone number of a person responsible must be provided on a written document (such as an air waybill) or on the package the shipper must provide to the operator a paper document that contains the name and address of the shipper and consignee, the UN number UN 3373, the Biological substance, Category B and the number of packages. In addition, unless already marked on the package, the document must state the name and telephone number of a person responsible. Where an agreement exists with the operator, the shipper may provide this information by EDP or EDI techniques; c) classification must be in accordance with 2;6.3.2; d) the incident reporting requirements in 7;4.4 must be met; e) the inspection for damage or leakage requirements in 7;3.1.3 and 7;3.1.4; and f) passengers and crew members are prohibited from transporting infectious substances either as, or in, carry-on baggage or checked baggage or on their person. Note. When the shipper or consignee is also the person responsible as referred to in b), the name and address need be marked only once in order to satisfy the name and marking provisions in both a) and b).

Packing Instruction 954 Passenger and cargo aircraft for UN 1845 only General requirements Part 4, Chapter 1 requirements must be met, including: 1) Compatibility requirements Substances must be compatible with their packagings as required by 4;1.1.3. 2) Closure requirements Closures must meet the requirements of 4;1.1.4. UN 1845 UN number and proper shipping name Carbon dioxide, solid or Dry ice Quantity passenger Quantity cargo 200 kg 200 kg ADDITIONAL PACKING REQUIREMENTS In packages: a) must be packed in accordance with the general packing requirements of 4;1 and be in packaging designed and constructed to permit the release of carbon dioxide gas to prevent a build-up of pressure that could rupture the packaging; b) the shipper must make arrangements with the operator(s) for each shipment, to ensure that ventilation safety procedures are followed; c) the dangerous goods transport document requirements of 5;4 are not applicable provided alternative written documentation is describing the contents. Where an agreement exists with the operator, the shipper may provide the information by EDP or EDI techniques. The information required is as follows and should be shown in the following order: 1) the name and address of the shipper and consignee; 12) UN 1845; 3) (Carbon dioxide, solid or Dry ice) the word Class may be included prior to the number 9 ; 24) the number of packages and the net quantity of dry ice in each package; d) the net mass of the Carbon dioxide, solid or Dry ice must be marked on the outside of the package; and e) the information must be included with the description of the goods. Dry ice used for other than dangerous goods may be shipped in a unit load device or other type of pallet prepared by a single shipper provided that: a) the shipper has made prior arrangements with the operator; b) the unit load device, or other type of pallet, must allow the venting of the carbon dioxide gas to prevent a dangerous build-up of pressure; and c) the shipper must provide the operator with written documentation, or where agreed with the operator, information by EDP or EDI techniques, stating the total quantity of the dry ice contained in the unit load device or other type of pallet.

A-5 DGP/22-WP/68 Appendix Part 5 SHIPPER S RESPONSIBILITIES Chapter 1 GENERAL 1.2 GENERAL PROVISIONS FOR CLASS 7 Revise Part 5;1.2.4 as shown in DGP/22- WP/8 as follows: 1.2.4 Specific provisions for excepted packages 1.2.4.1 Excepted packages must be legibly and durably marked on the outside of the packaging with: a) the UN number preceded by the letters UN ; b) an identification of either the consignor or consignee, or both; and c) the permissible gross mass if this exceeds 50 kg. 1.2.4.2 The documentation requirements of 5;4 do not apply to excepted packages of radioactive material, except that the UN number preceded by the letters UN must be shown on a transport document such as an air waybill or other similar document. provided alternative written documentation is provided describing the contents. Where an agreement exists with the operator, the shipper may provide the information by EDP or EDI techniques. The information required is as follows and should be shown in the following order: a) the name and address of the shipper and consignee; b) the UN number preceded by the letters UN ; c) the proper shipping name; and d) the number of packages.
