GEOSS in the Americas Water Resource Management areas for more Collaboration 1. To advance the monitoring of drought effects, deforestation and climate change on the Amazon and other areas where land use change is taking place, Soil moisture at deeper layers is needed to address many of the drought/vegetation issues in South America : 2. Water balance models are powerful tools for integrating variables and criteria like Precipitation (and its future trends), soil moisture, glacier retreat and others, for Water Resources Management. Developing countries need guidelines for Water Resources Management, to build capacities, for policy makers, including tools like water balance models with more data, including insitu and satellite data which could be provided through GEOSS partners, to smaller countries. 3. To support flood preparation, feedback from national hydrometeorological services both subjective (forecaster comments) and objective (comparison to ground validation data) are needed to evaluate products such as the satellite-based precipitation Hydro-Estimator.
Some Strategies for moving forward on high priority issues: Data sharing: not an edict but a strategy: As a first step provide data into a common project where data would be shared in producing the product only. As trust builds it will be possible to be more proactive on full data sharing. (UNESCO model) Take advantage of the structures that exist: Provide the freshwater component of the Cartaegna workshop to help devise a plan to frame the services that GEO products can provide to national state and municipal services and planning. CIEHLYC should also be encouraged to hold regional teleconference calls. Develop inventories of the data, data products and services that are available for addressing the water management problems in the region. A portal would be very helpful.

Canadian Drought Study (DRI) was completed and a report has been produced (copies are still available). The report includes summaries of the research by the DRI investigators and collaborators. It deals with: -Drought characterization - Drought monitoring - Drought impacts - Drought research, policy links and user engagement.
NADM Continental Drought Indicators The NADM drought conditions in US, MX, CN are determined independently based on different data, indices, & analyses within each country. This process ensure regional inputs but introduces some non-uniformity in the product for analysis purposes. Drought indices covering entire region are needed Same indices, same analysis period, same methodologies to allow intercomparisons This consistency is needed for depiction across international boundaries and for capability between locations. A global framework is needed to incorporate a diversity of information and impacts.

Terrestrial Regional North American Hydro- Climate Experiment (TRACE) VISION: coalesce an interdisciplinary, international and interagency effort to revolutionize North American hydro-climate science and solutions. SCIENCE QUESTION: How does climate change affect the hydrological cycle on a regional to continental scale and to what extent is it predictable? OBJECTIVE: entrain, integrate and coordinate the vast array of observation and prediction resources available to significantly advance skill in predicting and managing changes in North American water resources, as an integral part of the global climate system. MISSION: measure and predict North American energy and water variations, trends, and extremes through improved observation and prediction, thereby providing the scientific underpinnings of future climate services. HERITAGE: TRACE-RHP to build on previous contributions to the Global Energy and Water Cycle Experiment (GEWEX), but include the broader climate, carbon, ecology, and applications communities. IMPLEMENTATION: provide a integrating continental scale framework for both large scale studies, and basin and field scale projects.
Two parallel studies are currently under development for the Saskatchewan River Basin (SRB) and for the western Canada regions (SRB, MAGS, etc) There is a substantial amount of Infrastructure in the SRB that could form the basis of SRB RHP data System. The phase 1 SRB project will focus on: - Climate - Surface water and terrestrial land processes - Water quality - The role of hydrologic information in decision making and policy.
Agriculture has introduced challenges for water quality During the past two decades there has been a very obvious increase in the concentration of algae in the lake during the summer months. The view from above Algal Bloom Sept 3, 2006 (McCullogh, 2010)
Agricultural practices and urban sewage emissions are the main sources of the nutrients going into the lake. Pursuing a Bioeconomy paradigm. IISD is moving forward with testing methodologies for increasing the wetlands and for technologies to harvest the biomass grown in these wetlands. The initial demonstration target for harvesting will be the cattails which will allow for the capture and recovery of nutrients (nitrates and phosphates) and feedstocks for a future biofactory. This IISD efforts related to the W-E-F will be based on the concepts behind this initiative.
