Position Summary: Chief Administrative Officer/Operations Manager North Algona Wilberforce Township Job Description Under the Direction of Council, the CAO/Operations Manager (CAO/OM) acts as corporate coordinator in accordance with the decisions of Council, performs the statutory duties and exercise the responsibilities of Operation Manger, advises Council and Committees and implements and administers the objectives, policies and programs established and approved by Council, in accordance with all the applicable legislation and by-laws. Directs the overall planning, coordinating and controlling of all the Corporation s operations in accordance with other objectives, policies and plans approved by Council. Acts as primary advisor for Council. Responsible for the general management of the Corporation, serving as the principal Legislative and Administrative Advisor to Council. Position Qualification: Degree or Diploma as Certified Engineering Technician (CET) and Business/Public Administration or other relevant field. CMO Designation would be considered an asset. Minimum 5 years experience in a senior management position. Thorough knowledge of municipal administration, including Public Works, Waste Management, finance and human resources. General knowledge of all local government operations including planning and recreation. Working knowledge of statutes and regulations as they may apply to the municipal corporation. Managerial and administrative skills to plan, direct, supervise and coordinate the functions of municipal departments and operations. Analytical skills to initiate and execute programs, to identify and resolve problems and to formulate relevant policies and procedures. Good interpersonal and organizational skills are necessary to resolve organizational and inter-departmental conflicts. Position Responsibilities: 1. Position Responsibilities Position Duties 1. Acts as CAO for the Corporation 1. Ensures the efficient, economical and effective organization and administration of all departments and boards as determined by the by-laws of the corporation and the direction of Council. 2. Keeps abreast of all department operations through frequent contact with heads of departments to give consideration to the coordination of activities, recommendations concerning policies, plans and budgets. 3. Communicates and interfaces with Mayor and Council. 4. Acts as the primary channel of communication between Council, staff and the general public on administrative matters. 5. Establishes liaisons and positive relationships with the business community and with other boards and authorities and upper levels of government. 6. Ensures all processes are in accordance with all Provincial Statutes and Township policies. 7. Oversees and coordinates all Municipal Legal Matters 8. Activities of the department within standards set out in applicable regulation and legislation. Perform the responsibilities of the position consistent with operational policies of North Algona Wilberforce Township. 2. Provide overall leadership and supervision of direct reports. 3. Monitor the department s overall performance against business plans and initiate corrective action as necessary. 4. Oversee the project management of municipal construction projects approved by Council in keeping with long-term plans. 5. Prepare preliminary opinions of cost for municipal construction projects and develop tender and RFP specifications. 6. Oversee roads function including maintenance, construction and operations. 7. Oversee solid waste and health & safety functions lead by a supervisor. 8. Review, comment or prepare engineering reports and studies. Supervise engineering contracted services. 9. Act as lead on corporate energy matters and as a liaison to utility partners. 10. Ensure the maintenance of technical, statistical and other pertinent data. 3
11. Identify and track municipal infrastructure best practices for possible application. 12. Provide technical leadership in the development and implementation of a preventive maintenance program and capital replacement strategies for linear assets. 13. Participate in the review of development proposals. 14. Prepare and submit an annual departmental capital and operating budget. 15. Develop, maintain and implement new/revised departmental policies and procedures. 16. Develop, maintain and implement a Fleet Management Plan. 17. Acts as liaison to the various associations, including recreation, which receive funding from the Township. 18. Develop, maintain and implement a building asset maintenance policy and procedures. 19. Perform various administrative functions and respond to inquiries in a courteous manner. 3. Responsible for all Human 1. Ensures performance reviews for each employee the CAO/OM directly supervises are completed in accordance with the policy and procedures for the Corporation. 6. Ensures that the supervisory staff complete performance reviews for their employees in accordance with the policy and procedures for the Corporation. 4. Ensures general financial control 1. Ensures the preparation and Over all departments for the compilation of annual operational and Corporation capital budget for the Corporation. 2. Provides final approval for Expenditures as authorized by Council (by policy and budget). 3. Acts as one of the signing officers For the Corporation. 4. Conducts effective monitoring of Revenues and expenditures of the Corporation in accordance with the Approved budgets. 5
