Q4 A4 Q5 Work Plan Item 5.12, Task B (review/update of DOCP). Given that the scope of work and level of effort is undefined, how is this element to be addressed in the Commercial Proposal? If there are components of the work scope that are currently undefined, proponents can address by providing an hourly rate that would be applied for any ad-hoc additions to scope. Can copies of the following reports to assist with the preparation of Proposals be made available: -Design, Operations, and Progressive Closure Plan for Vancouver Landfill, Sperling Hansen Associates/SCS Engineer, 2014 -Vancouver Landfill 2013 Hydrogeological Review, SNC Lavalin, Environment & Water, 2013 A5 Q6 Please refer to answer given in A1, copies of the full document are not available at this time. A6 Q7 A7 The City has an allocated budget for this project but is not able to disclose it at this time. The Landfill is currently permitted to 2037, is there a maximum tonnage cap that the facility can receive within that time frame? Under agreement with the Corporation of Delta and Metro Vancouver, the Landfill is able to accept 20,000 million tonnes of waste as of Oct 1, 1997. Q8 On Page B-3 of the RFP, Task A list the subtask 1.0 through 12.0 which are titled the same as the chapters in the current DO&PC Plan. Do Tasks 1 to 12 relate to the entire landfill, or exclusively to Phase 4, or in other words, are Tasks 1 to 12 a subset of Task A? A8 Task A stands alone. Tasks 1-12 and B apply to the entire Landfill. Q9 Is the intent to have a separate document with all of these task (i.e., chapters) just for Phase 4 (e.g., a separate DO&PC Plan for Phase 4)? or a completely new DO&PC Plan for the entire site? A9 A new DOPC for the entire site with a stand alone memo for Task A (Phase 4). Q10 A) Task B Review/Update of the DO&PC Plan (Provisional) Is the intent to take the information from Task A above and insert and merge this into the existing DO&PC Plan? A10 Q11 A) No B) Yes As per Page B-4, Section 5.0, 2 nd paragraph: Can the City elaborate on what is meant by the term drainage layer at the base of the Phase? Is this a geomembrane and/or clay soil overlain by a gravel drainage layer? Or is this a demo-waste type layer overlain by MSW with a network of leachate collection pipes? A11 Q12 The City is anticipating it to be a graded layer of demolition waste as a lift 0 as was constructed in Phase 3. We anticipate a leachate collector in lift 1 and horizontals in lift 2 designed and installed under a separate contract. In Section 5.0 on Page B-5, the RFP indicates that Detailed Design and CQA of north-south leachate collector for Lift 1 and Horizontal Collectors for Lift 2 are not in scope for project; however, then it requests technical memorandums for Schedule and Cost Estimate, 50% Design, 95% Detailed Design and Project Wrap Up Report. Can you clarify what is and what is not required please? Page B-5, Section 5.0, 3 nd paragraph This task will not to be included in the Plan:.... Can the City elaborate on what This task... is referring to? A12 Q13 A13 This task refers to the drainage layer only and the documentation required for its design and construction. The RFP requires an evaluation of Trench Dumping vs. Tipping on a Pad. Can you please clarify what is meant by Trench Dumping? Is it the approach being used at King County? Yes this is the approach being used at King County. Q14 Section 5.7.10 requests that the scope include a review of the Health and Safety Program Manual. Can you provide an indication of the length of this document or send us a copy for review please to understand scope of this task. A14 Q15 The Table of Contents of the Health and Safety Program is available as ADD3 on the City website Are the detailed lift by lift drawings to be provided for the next phase, for the next 5 years or right to landfill completion in 2037? A15 The lift by lift drawings will be provided for the next five years. Q16 The scope of the Provisional Works in the DOCP Update is not very clear. Will the goal be to expand the landfill capacity and create additional phases to incorporate expanded or Page 4 of 5
reduced waste flows or to adjust the lifespan of the facility based on projected flows? A16 Please refer to the response given in A10. Q17 Per the schedule requirements, it would appear that Task A does not specifically include Tasks 1 to 12, can you please confirm, as completing Tasks 1 to 12 in three months would be very challenging? A17 Task A requires early completion in March 2017 while the DOCP is due in July (draft) and final (October) as outlined. Q18 Does the City want an estimated schedule cost of the lift 1 leachate collector and lift 2 gas works for the following: Detailed Design 50% Detailed Design 95% Project Wrap Up Report etc. A18 Please refer to the response given for A12. Q19 A19 Appendix 5 pertaining to the form for the insurance certificate is missing, can you provide? Yes please refer to ADD4. Page 5 of 5
