GOVERNMENT OF ODISHA ESTIMATES OF STATE DOMESTIC PRODUCT, ODISHA (Both at Basic Prices and Market Prices) 2011-12 TO 2014-15 (1 st Estimate) and 2015-16 (Advance Estimate) With 2011-12 Base FEBRUARY, 2016 DIRECTORATE OF ECONOMICS & STATISTICS, ODISHA, BHUBANESWAR 1

DIRECTORATE OF ECONOMICS AND STATISTICS, ODISHA, BHUBANESWAR NEW SERIES ESTIMATES OF STATE DOMESTIC PRODUCT, (Base year 2011-12) Brief Note Estimates of State Domestic Product for Odisha are the outcome of complex exercises of value additions in all economic & social sectors and sub sectors of the State. The base year revision of GDP at national accounts as well as SDP at regional accounts is contemplated every five to six year in order to accommodate the changes accrued in structural and technological issues in the economy; methodological issues; scope & coverage of institutional sectors; data/ rate & ratios sources /updating etc during the transition period. In case of base year revisions, apart from a shift in the reference year for measuring the real growth, conceptual changes, as recommended by the international guidelines, are incorporated. Further, statistical changes like revisions in the methodology of compilation, adoption of latest classification systems, and, inclusion of new and recent data sources are also made. Changes are also made in the presentation of estimates to improve ease of understanding for analysis and facilitate international comparability. Accordingly state Domestic Product (SDP) with new base 2011-12 has been estimated. 2. National Accounts Divisions (NAD), Central Statistics Office (CSO), Ministry of Statistics and Programme Implementation (MOSPI), Government of India have introduced new base year of 2011-12 in place of existing 2004-05 base for estimation the GDP of India during January 2015, A series of national & regional level workshops and joint discussions on comparable estimates of SDP between State s DES & CSO were organized by the NAD, CSO for all state Directorate of Economics and Statistics to update their respective estimates of State Domestic Product in the light of Changes of new data base and methodologies. 3. The major changes in the new base 2011-12 are as follows: Change from GVA at factor cost to GVA at basic prices, which includes GVA at factor cost with production taxes less production subsidies. The SDP will be estimated at market prices at aggregate level as practiced internationally. Separate estimates of GVA Crop and GVA Livestock. The Sewage activities removed from Other Services sector and made a part of Electricity, Gas, Water Supply and Utility Services. Incorporation of results of recent NSS surveys, population census 2011, livestock census 2012, use of Ministry of Company Affairs (MCA) 21 project data for private corporate sector, new rates and ratios, use of CPI rural, urban and combined, WPI etc. The Directorate of Economics and Statistics, Government of Odisha is now releasing the new series of State Domestic Product, revising the base year from 2004-05 to 2011-12. The base year from 1999-2000 to 2004-05 of State Domestic Product was last revised in January 2011. 5. The State Domestic Product (SDP) at factor cost will no longer be discussed. As is the practice internationally, industry-wise estimates will be presented as Gross Value Added (GVA) at basic prices, while SDP at market prices will henceforth be referred to as SDP. Estimates of GVA at factor cost (earlier called GSDP at factor cost) can be compiled by using the estimates of GVA at basic prices and production taxes less subsidies. GVA at basic prices, GSDP, NVA at basic prices, NSDP and per capita NSDP both at Current and Constant 2011-12 prices along with Growth over previous year for the years from 2011-12 to 2015-16(AE) are presented in Statements 1.1 & 1.2. 3

6. SDP new series at 2011-12 base has been estimated with the following limitations: i. Provisional GVA of various sectors and sub-sectors like Private Corporate, Private Unorganised, Railways, Financial Services, Communication, Central Govt. Administration, Central Autonomous Bodies, Central NDCUs, Central DCUs etc. are allocated and supplied to the states by CSO for the years from 2011-12 to 2013-1 For the subsequent years, GVA are being extrapolated on the basis of past years growth or rates/ ratios/ indicators. ii. As such, it may be treated as provisional, and it will need some more time to give a stabilised and improved estimate for the new base 2011-12. Gross State Domestic Product GSDP for the base year 2011-12 is estimated as Rs.225.28 thousand crore. Nominal GSDP or GSDP at current prices for the year 2012-13 is estimated as Rs. 255.27 thousand crore while that for the year 2013-14 is estimated as Rs. 2727 thousand crore and for the year 2014-15 is estimated as Rs. 3081 thousand crore, exhibiting a growth of 13.31 percent, 8.62 percent and 11.73 percent during the years 2012-13, 2013-14 and 2014-15 respectively. 8. Real GSDP or GSDP at constant (2011-12) prices stands at Rs.233.21 thousand crore, Rs. 2423 thousand crore and Rs.2546 thousand crore, respectively for the years 2012-13, 2013-14 and 2014-15 showing growth of 3.52 percent during 2012-13, 72 percent during 2013-14 and 6.24 percent during 2014-15. As per advance estimates of GSDP for the year 2015-16 at constant 2011-12 prices is likely to attain a level of Rs.275.45 thousand crore anticipating a rise of 6.16 per cent over the quick estimate for the year 2014-15. Advance estimate of GSDP at current prices for the year 2015-16 is likely to attain a level of Rs.332.33 thousand crore anticipating a rise of 27 per cent over the quick estimate. Net State Domestic Product 10. NSDP for the base year 2011-12 is estimated as Rs.198.52 thousand crore. Nominal NSDP or NSDP at current prices for the year 2012-13 is estimated as Rs. 226.89 thousand crore while that for the year 2013-14 is estimated as Rs. 245.32 thousand crore and for the year 2014-15 is estimated as Rs. 2766 thousand crore, registering a growth of 129 percent, 8.13 percent and 11.96 percent during the years 2012-13, 2013-14 and 2014-15 respectively. 11. Real NSDP or NSDP at constant (2011-12) prices stands at Rs.206.15 thousand crore, Rs.215.02 thousand crore and Rs.228.56 thousand crore, respectively for the years 2012-13, 2013-14 and 2014-15 showing growth of 3.84 percent during 2012-13, 30 percent during 2013-14 and 6.30 percent during 2014-15. 12. As per advance estimates of NSDP for the year 2015-16 at constant 2011-12 prices is likely to attain a level of Rs.242.31 thousand crore anticipating a rise of 6.01 per cent over the quick estimate for the year 2014-15. Advance estimate of NSDP at current prices for the year 2015-16 is likely to attain a level of Rs.2907 thousand crore anticipating a rise of 07 per cent over the quick estimate. Industry-wise Analysis 13. The Gross Value Added (GVA) at basic prices at current prices in different sectors of the economy are presented in Statements 2.1.0 and the percent share & growth over previous 4

year are shown in the statement 2.1.1 and 2.1.2 respectively. Similarly the GVA at basic prices at Constant 2011-12 prices are given in the Statement 2.2.0, 2.2.1 and 2.2.2 respectively. 1 The Net Value Added (NVA) at basic prices at current prices in different sectors of the economy are presented in Statements 3.1.0 and the percent share & growth over previous year are shown in the statement 3.1.1 and 3.1.2 respectively. Similarly the NVA at basic prices at Constant 2011-12 prices are given in the Statement 3.2.0, 3.2.1 and 3.2.2 respectively. 15. The growth in GVA during 2014-15 has been higher than that in 2013-14 due to higher growth in Crop (12.34%), Electricity (218%), Trade (10.47%), Transport by Other means (12.73%) and Other Services (13.54%). Per Capita Net State Domestic Product 16. For the purpose of estimation of Per Capita Income, Population Projections compiled on the basis of Census 2011 have been used. Per Capita Income at current prices, estimated as Per Capita Net State Domestic Product at current prices, is estimated at Rs. 47019, Rs. 53196, Rs. 56941 and Rs. 63108 for the years 2011-12, 2012-13, 2013-14 and 2014-15 respectively registering the growth rate of 13.14 per cent 04 per cent and 10.83 per cent during the years 2012-13, 2013-14 and 2014-15 respectively. Correspondingly, Per Capita Net State Domestic Product at constant 2011-12 prices, for the years from 2011-12 to 2014-15 are estimated as Rs. 47019, Rs. 48335, Rs. 49908 and Rs. 52516 respectively registering the growth rate of 2.80 per cent 3.25 per cent and 5.23 per cent during the years 2012-13, 2013-14 and 2014-15 respectively. 1 Per Capita Income as per advance estimates for the year 2015-16 is anticipated to attain at Rs. 66890 and Rs. 55116 at current price and constant price estimate respectively anticipating the growth rate of 5.99 per cent at current prices and 95 per cent at constant prices. *************** 5
